109年度土壤及地下水污染調查及查證工作計畫-新竹市

中文摘要 新竹市轄區之「土壤及地下水污染調查及查證工作計畫」為環保局每年重要的污染防治專案計畫,109年度工作成果包括:完成轄內地下水限制使用地區-香山工業區及東光段1年1次豐水期監測;完成轄內污染改善場址執行驗證作業,以確保污染改善成效;完成土污法8、9條公告事業主管機關土壤及地下水污染評估調查、查證及檢測資料審查作業;完成轄內地下儲槽系統之現況進行土壤污染潛勢調查;完成歷年來已解列之農地進行5年1次之定期監測採樣作業;完成法規宣導說明會及跨縣市環保業務交流等相關活動;完成種子教師培訓課程;完成109年度地方特色業務成果展辦理;完成轄區內具急迫性及危害性之事件進行應變處理。摘要列出各工作成果如下: 一、 地下水污染監測、調查及井體維護管理:109年度上、下半年完成246口巡查,並依巡查結果完成13口次外觀維護及7口次設施修復,並依據「地下水水質監測井廢井作業規範」完成5口次廢井作業。針對水色異常、逾5年無執行內部維護作業及異物入侵等監測井,進行26口監測井井況評估作業,再依井中攝影及微水試驗結果作為選擇依據,完成14口次之再完井作業及6口次異物排除作業。109年度豐、枯水期本計畫執行東光段6口監測井地下水質監測工作:(1)東光段661地號4口次檢測結果O00194於豐水期三氯乙烯(0.118 mg/L)有超過管制標準,與前年度檢測結果(ND)比較,顯示三氯乙烯有回升情形,建議O00194可再持續監測,視濃度變化再評估是否啟動應變,若濃度降低則未來可透過MNA逐年定期監測。而O00427於豐水期氯乙烯(0.0177 mg/L)與前年度檢測結果(0.0192 mg/L)同樣持續有超過監測標準情形,其他檢測結果(O00358及O00417)無明顯異常。(2)東光段981地號2口次檢測結果,O00300於豐水期三氯乙烯(0.0558 mg/L)有超過管制標準,與前年度檢測結果(0.0902 mg/L)比較,同樣持續有超過管制標準但已有明顯下降情形。而O00066於豐水期1,1-二氯乙烯(0.0401 mg/L)與前年度檢測結果(0.0816 mg/L)比較已有低於管制標準。 二、 解除列管農地追蹤調查:今年度執行定期監測農地共計30筆坵塊均低於(食用作物農地)土壤污染管制標準,其中有超過(食用作物農地)土壤污染監測標準共計8筆坵塊,具上升趨勢坵塊共計3筆,依「農地土壤定期監測作業原則」規定應提升為每年定期監測1次,不具上升趨勢坵塊共計5筆則應調降為每5~8年定期監測1次,其餘22筆坵塊因低於(食用作物農地)土壤污染監測標準,則可停止監測。109年有3筆坵塊重金屬鎳與鋅有上升趨勢,由於該筆農田乃直接或間接引用貫穿香山工業區八輪支線及牛埔溪支線灌溉用水,近年來,經新竹市環保局加強區域內工廠稽查,農地污染已大幅降低,後續建議持續加強香山灌區灌渠周邊廠家排放廢(污)水稽查管制作業。 三、 污染場址巡查、管理與改善成效驗證:109年執行3處污染場址驗證作業,光明加油站及香山加油站分別於109年4月20日及109年9月24日進行外部驗證。光明加油站及香山加油站外部驗證結果符合控制目標,分別於109年8月12日及109年12月2日解除列管;全國新竹加油站屬七條五採取應變措施,於109年3月27日進行外部驗證仍有土壤TPH污染濃度超過管制標準,於109年6月12日轉公告為控制場址。 四、 地下儲槽系統輔導、調查與管理:完成108年第3季、109年第1季及109年第2季地下儲槽系統申報審查,申報率及審查率均達100%。針對地下儲槽申報有誤或異常加油站業者進行現場查核,於109年9月2日及11日篩選2家次執行油氣土氣檢測及2次GC/FID定量分析。永富加油站油氣檢測值皆小於1/2警戒值(250 ppmV),全國園區加油站測漏管A16測得FID值超過法規警戒值(FID>1067 ppmV),土壤間隙氣體GC-FID圖譜分析測得微量甲烷及輕質烷類,故判定屬B1加油站,未來將依其監測頻率執行追蹤,每2個月追蹤1次油氣檢測,連續監測4次皆未達法規警戒值,則解除追蹤。 五、 民眾陳情與緊急應變調查:本計畫緊急應變費用支用率為87.33 %,累計34.932萬元(未稅)。支應項目:109年1月9日東明段439地號陳情案之土壤污染查證、109年3月27日全國新竹加油站驗證、109年5月4日非法棄置場周邊200公尺農地土壤調查、109年5月8日○○段農地陳情案土壤調查、109年7月20及22日○○段農地土壤調查、109年9月24日香山加油站驗證及109年11月30日興雄工業土壤污染查證。 六、 相關宣導成果:完成1場教育訓練、1場跨縣市業務觀摩、2場法規說明會、5場校園宣導、1場種子教師培訓、1場土水成果展及土基會20週年特展。

109 Annual Soil and Groundwater Pollution Investigation and Verification Work Plan-Hsinchu City

英文摘要 The overall project can be categorized into eight thematic frameworks, including regular soil contamination monitoring, high pollution potential industry guidance, groundwater monitoring and maintenance management, gas station review and on-site inspection, site inspection and verification of contaminated sites, soil or groundwater pollution verification, emergency response work, advocacy and administrative work. The results of each work are summarized below: 1. Groundwater pollution monitoring, investigation and well management: This year, the number of outward appearance inspections was 246, 13 out-of-the-way maintenance operations were carried out and 5 wells for non-monitoring purposes were used to abolish, 7 wells were repaired, 14 wells were washed. During the high and low water period at 2020, The test result of the 4 wells at 661 the Dung-guang area show that O00194 data exceeded the control standard for Trichloroethylene (0.118 mg/L), and the Trichloroethylene is an upward trend compare with last year (ND), then evaluate whether to initiate a response. If the concentration decreases, it can be monitored through MNA in the future.O00427 data also exceeded the monitor standard for Vinyl Chloride (0.0177mg/L) compare with last year (0.0192mg/L), other test results (O00358 and O00417) have not exceeded standards. The test result of the 2 wells at 981 the Dung-guang area show that O00300 data also continued to exceed the control standard for Trichloroethylene (0.0558 mg/L) compare with last year (0.0902mg/L), O00066 data was much more low than control standard for 1,1-Dichloroethylene (0.0401mg/L) compare with last year(0.0816 mg/L). 2. Tracking survey of the cancellation’s soil pollution control farmland: According to the "Principles of Periodic Monitoring of Farmland Soil", In 2020, 5 piece of farmland isn't a pollutional upward trend, it should be reduced to once 5 to 8 years. Other 22 piece of farmland can be stopped because they are below the monitoring standard of soil pollution (food crop farmland). 3 piece of farmland is a pollutional upward trend obviously for heavy metals nickel and zinc. In recent years, Environmental Protection Bureau Hsinchu has strengthened to control the factories, the pollution of farmland has been greatly reduced. 3. The management and validation of pollution improvement sites: In 2020, It is implement validation of pollution improvement sites, including three pollution improvement sites. Frist, Guang-ming Gas Station were externally verified on April 20, 2020. And, Hsiang-Shan Gas Station were externally verified on September 24, 2020. The external verification results of Guang-ming Gas Station and Hsiang-Shan Gas Station were conformed to the control targets, and they were released on August 12, 2020 and December 2, 2020 respectively. Hsin-chu Gas Station of National Petroleum Corporation were externally verified on March 27, 2020. There were still TPH concentrations of soil pollution that exceeded the control standard, pollution control site proclamation on June 12, 2020. 4. Investigation and management of underground storage tank system: Gas station reporting rate was 100%, according to EPA classification principles for different frequency tracking.The inspections comprises PID/FID detection of two gas stations and GC/FID quantitative analysis twice. PID/FID detection of Yong-fu Gas Station are all less than 1/2 warning value (250 ppmV). The FID detection at A16 of Park Gas Station of National Petroleum Corporation exceeds the legal warning value (FID>1067 ppmV), and the GC/FID quantitative analysis spectrum detected MTBE and Methane. Therefore, Park Gas Station of National Petroleum Corporation is determined to be a B1 Gas Station. In the future, PID/FID detection will be tracked every 2 months. If the data fail to reach the legal warning value for four times, the tracking will be cancelled. 5. Investigation and emergency management: The expenditure rate of emergency management was 87.33%, total funds was NT$349,320 (not taxed). Supporting projects: Soil pollution verification on January 9, 2020. Hsin-chu Gas Station of NPC were externally verified on March 27, 2020. Survey of soil for farmland around the illegal landfill site on May 4, 2020. Survey of soil for farmland complaint on May 8, 2020. Survey of soil for farmland on July 20 and July 20, 2020. Hsiang-Shan Gas Station were externally verified on September 24, 2020. Soil pollution verification for Xing-xiong Industrial Co., Ltd. on January 9, 2020. 6. Achievements of propaganda activity: Complete 1 education and training, 1 cross-county environmental protection business exchanges, 2 legal propaganda session, 5 campus promotion, 1 the course of seeded teacher of environmental education, 1 exhibition of soil and groundwater results, and support 20th EPA exhibition of Soil and Groundwater Pollution Remediation.
