109年度雲林縣公有掩埋場及廢棄物處理監督管理計畫

中文摘要 109年度主要工作項目摘要,包含: 1.焚化再生粒料使用地點及暫置地點環境監測 (1).環境監測土壤部分,各檢測項目砷、鎘、鉻、銅、汞、鎳、鉛、鋅及戴奧辛均有檢出含量,惟皆未超出法規標準。 (2).地下水採樣點中,汞有微量檢出,另鎘、鉻、銅、鉛、鋅、鎳部分有微量檢出,惟皆未超過第二類監測標準;氨氮、鐵及錳皆有超出第二類監測標準情形。 (3).氯鹽超過第二類監測標準導電度值亦偏高,砷檢驗結果超過第二類監測標準。 2.焚化再生粒料使用地點及暫置地點查核業務 (1).本計畫每月巡查再利用處理廠、暫置及加工再製以及工程使用地點無發現異常狀況均符合規定。 (2).計畫期間共申請使用焚化再生粒料之案件,其主要缺失以未於使用焚化再生粒料15日前送出申請,其次則為未填寫施工期程、誤植工程地點之地號、未標示預計施工地點及施工告示牌照片等。 (3).本計畫執行期間使用焚化再生粒料之申請,以控制性低強度回填材料(CLSM)為主要共58件,其次為掩埋場覆土作業共5件。 3.109年度掩埋場地下水檢測結果 (1).掩埋場超過監測標準水質項目,包含總硬度、總溶解固體物、氨氮、總有機碳、硫酸鹽、鐵及錳等。 (2).分析各場各檢測項目上、下游測值濃度互有高低,且長期監測情形變化不盡相同。 (3).比對環保署設置區域性地下水監測井,氨氮、鐵、錳皆有超過第二類地下水監測標準的情況。 4.虎尾場環境監測結果 (1).地面水監測結果中COD、鐵及氨氮測值偏高。 (2).地下水監測結果中,氨氮及鐵濃度長期超標;TOC濃度變化情形較大;總硬度及TDS濃度無明顯變化情形。 (3).空氣品質硫化氫監測結果顯示符合空氣污染周界物排放標準。 5.土壤監測結果 (1).租用台糖土地之東勢場、土庫場、古坑場及北港場109年土壤檢測結果,均符合土壤污染監測標準。 6.掩埋場督導結果 (1).營運場管理成效以莿桐場較佳,其他場營運管理常見缺失包含現場管理人力不足、未能編列經費購置覆土土方及沼氣管、未能落實營運紀錄填寫與防止垃圾飛散隔離網損壞等問題。 (2).掩埋場垃圾悶燒之問題,管理單位須不定期派員灑水或將其垃圾覆土,降低掩埋或堆置高度以預防火災再度發生。 (3).縣內封閉場多作為垃圾轉運暫置使用,管理單位需每日辦理環境整潔、消毒及污水/滲出水收集返送之作業。 7.各鄉鎮市清潔隊業務及掩埋場相關業務 (1).辦理健康關懷講座課程,講座中包含「預防中暑、預防傷害及嚴重特殊傳染性肺炎防疫措施」課程。 (2).建立清潔人員傷亡通報平台,以瞭解縣內清潔隊員傷亡原因並督導改善。 (3).彙整全國各縣市職業安全衛生作法及調查本縣各鄉鎮市作為,以利研擬設置本縣清潔隊職業安全衛生督導要作業規範。 (4).慰勞清潔隊員的辛勞,以職業安全衛生教育訓練結合清潔隊餐敘,加強隊員對於安全衛生之認知及慰勞隊員們辛勞。 (5).清潔隊暨焚化再生粒料業務觀摩活動,以此增加環保局及清潔隊對垃圾處理的專業知識。 8.本計畫相關業務 (1).協調雲林縣內各級工程單位的申請量及去化量,及透過跨局處合作以預估未來去化量,協助成立雲林縣內跨局處溝通小組。 (2).透過說明會推動焚化再生粒料作為產品料源與產品化,鼓勵產品取得環保標章。 (3).透過焚化再生粒料推廣暨公共工程使用現勘說明會,可使更多公共工程單位了解及使用。 (4).辦理雲林縣轄內公有廢棄物掩埋場相關操作人員之教育訓練課程,據以增加管理人員專業知識,提升掩埋場營運管理品質。

109 Yunlin County Public Landfill Site and Waste Disposal, Supervision and Management Plan

英文摘要 A summary of the main work items in 109, including: 1.Environmental monitoring of the use site and temporary storage site of incineration recycled pellets (1).In the soil part of environmental monitoring, arsenic, cadmium, chromium, copper, mercury, nickel, lead, zinc and dioxin have been detected in all test items, but none of them exceeded the legal standards. (2).Trace amounts of mercury were detected in groundwater sampling points, and trace amounts of cadmium, chromium, copper, lead, zinc, and nickel were detected, but none of them exceeded the second type of monitoring standards; ammonia nitrogen, iron, and Manganese has exceeded the second type of monitoring standards. (3).The conductivity value of chloride salt exceeding the second monitoring standard is also high, and the arsenic test result exceeds the second monitoring standard. 2.Verification of the use location and temporary storage location of incineration recycled pellets (1).In this plan, monthly inspections of recycling treatment plants, temporary storage, processing and reprocessing, and engineering use locations are not found to be abnormal and all comply with the regulations. (2).During the planning period, there were a total of applications for the use of incineration recycled pellets. The main defect was that the application was not submitted 15 days before the use of incineration recycled pellets. The second was that the construction schedule, the site number of the wrong planting project, and the Indicate the expected construction site and photos of the construction notice board, etc. (3).During the implementation of this project, the main applications for the use of incineration recycled pellets are Controlled-Low-Strength-Materials (CLSM), with a total of 58 applications, followed by landfill covering operations with a total of 5 applications. 3.109 years of the buried site launch test results (1).The water quality items of the landfill exceeding the monitoring standard, including total hardness, total dissolved solids, ammonia nitrogen, total organic carbon, sulfate, iron and manganese, etc. (2).Analyze the concentration of the upstream and downstream measured values of each test item in each field, and the changes in the long-term monitoring situation are not the same. (3).Compared with the regional groundwater monitoring wells set up by the Environmental Protection Agency, ammonia nitrogen, iron, and manganese all exceed the second-category groundwater monitoring standards. 4.Huwei Field Environmental Monitoring Results (1).The measured values of COD, iron and ammonia nitrogen in the surface water monitoring results are relatively high. (2).In the groundwater monitoring results, the ammonia nitrogen and iron concentrations have exceeded the standard for a long time; the TOC concentration has changed significantly; the total hardness and TDS concentration have not changed significantly. (3).The air quality hydrogen sulfide monitoring results show that it meets the air pollution perimeter emission standards. 5.Soil monitoring results (1).The 109-year soil test results of Dongshichang, Tukuchang, Gukengchang and Beigangchang, which leased the land of Taiwan Sugar, all meet the soil pollution monitoring standards. 6.Results of burial site supervision (1).The management effect of the operation farm is better than that of the Tongtong Farm. The common deficiencies in the operation and management of other farms include insufficient on-site management manpower, failure to allocate funds to purchase earthwork and biogas pipes, failure to implement operational records, fill in and prevent garbage scattering isolation network Damage and other issues. (2).For the problem of smoldering garbage in the landfill site, the management unit must send personnel to sprinkle water or cover the garbage from time to time to reduce the height of the burying or stacking to prevent the fire from recurring. (3).Closed sites in the county are mostly used as garbage transfer and temporary storage, and the management unit needs to handle daily environmental cleanup, disinfection, and sewage/seepage water collection and return operations. 7.Businesses related to cleaning teams and burial sites in various towns and cities (1).Conduct health care lecture courses, which include courses on "Prevention of Heat Stroke, Prevention of Injuries, and Prevention of Severe Special Infectious Pneumonia" courses. (2).Establish a notification platform for cleaning staff casualties to understand the causes of cleaning staff casualties in the county and supervise improvement. (3).Summarize occupational safety and health practices in counties and cities across the country and investigate the actions of towns, towns, and cities in the county in order to develop and plan to set up the county’s cleaning team occupational safety and health supervision guidelines. (4).To comfort the hard work of cleaning team members, through occupational safety and health education and training combined with cleaning team meal narration, strengthen the team members' awareness of safety and health and comfort the team members for their hard work. (5).Observation activities of the cleaning team and incineration of recycled pellets business, in order to increase the environmental protection bureau and the cleaning team's expertise in garbage disposal. 8.Business related to this project (1).Coordinating the application volume and sales volume of engineering units at all levels in Yunlin County, and estimate the future sales volume through cross-bureau cooperation, and assist in the establishment of a cross-bureau communication team in Yunlin County. (2).Promote incineration of recycled pellets as a product source and productization through briefing sessions, and encourage products to obtain environmental protection labels. (3).Through the promotion of incineration regenerated pellets and the exploratory seminar on the use of public works, more public works units can understand and use them. (4).Provide education and training courses for relevant operators of public waste landfills under the jurisdiction of Yunlin County, so as to increase the professional knowledge of management personnel and improve the quality of operation and management of landfills.
