109年臺中市固定污染源暨環保陳情案件稽巡查及檢舉違反廢清法案件查處催收計畫
| 中文摘要 | 本計畫執行期程自109年1月1日至109年12月31日止，現階段各作業項目均已依工作進度規劃期程辦理，整體進度達成率為100％。固定污染源法規符合度查核作業係針對具許可證工廠執行，查核114家共計缺失22家，其中13家因製程設備、原物料項目異動或防制設備操作參數不符許可依法告發處分、9家因基本資料更動或增設防制設備者函文限改，已有22家提出許可申請或複查完成改善；固定逸散源法規符合度查核184家次之中共計28家次查有缺失，主要缺失原因為物料堆置灑水範圍不足及車行路徑未保持清潔，其中3家複查未改善，依法告發處分，總計22家複查完成改善；協助稽查隊查核指定陳情廠家，計查獲6家違規而依法告發處分；於空品不良日執行測站區域之農田及工廠巡查，查察及遏止空氣污染行為，計查獲1處農廢露燃行為及1家工廠防制設備未依許可操作而告發處分；執行陳情案件稽查檢測，共計13家工廠之檢測結果超過排放標準依法告發處分；環境污染專案查核及調查作業目前已受理執行環保局交付的20個案件，全數辦理完成，除了釐清污染來源及深入稽查陳情廠家之法規符合度情形，亦針對2家違規工廠告發處分並要求改善污染防制情形；協助民眾陳情案件稽查作業共計執行11,333件，約佔民眾陳情案件數21.2%，以環境衛生陳情案件佔多數；民眾檢舉違反廢清法陳情案件共計受理17,667件，皆已完成查證作業，共計告發處分5,647件；協助辦理環保罰鍰案件移送行政執行計9,780件，已完成追繳1,750件，總計追繳罰鍰新臺幣616萬6,737元。 | ||

2020 stationary pollution sources and environmental pollution petition cases inspections and obtained evidence for violation of Waste Disposal Act accusing
| 英文摘要 | This project is executed in the period from Jan. 1, 2020 to Dec. 31, 2020. Every task has been carried out by the schedule. The whole project is currently delivering an achievement rate at 100%, and is in line with the scheduled progress.114 checks of legal compliance of stationary pollution sources with permit are done, with 22 non-compliances found and 13 reports for legal disposal made by operating Equipment or material items changed, 22 factories who have changed their basic information or added control devices are restricted. Already 11 factories have submitted permit applications or recheck improved ; 184 checks of fixed fugitive emission sources are done, with 28 flaws found, the main reasons are the insufficient sprinkler range of the material stacking and the driving path dirty, 3 reports for legal disposal made by non-improved and 22 recheck improved； assist the inspection team to check the designated manufacturers and 6 reports for legal disposal made by operating with no permit. Carry out farmland and factory inspections around the daily air quality monitoring station on AQI> 100 status to detect and stop air pollution, 2 reports for legal disposal made by agricultural waste burning and control equipment operating not in accordance with permission. Carry out inspection and testing of petition, the odor test results of 13 factories exceeded the emission standards, and sanctions were reported according to law. Checking and investigation on environmental pollution projects has now been carried out in 20 cases that were assigned by EPB, all cases have been done, except for clarification of the pollutant source and in-depth inspection of the compliance status of the reported manufacturers,it also reported sanctions against 2 factories that violated regulations and requested improvements in pollution prevention and control. Assistance in auditing people’s petitions has been given in 11,333 cases, approximately 21.2% of the public complaints, environmental sanitation petition cases are major. A total of 17,667 cases of people’s report on violation of Waste Disposal Act were accepted, in which checking has all been completed, with report to disposition made in 5,647 cases. Assistance in turning environmental fine cases to administrative execution was given in 9,780 cases, in 1,750 of which the fines have been duly paid, a total of NT$6.166 million in fines was recovered. | ||
