土壤及地下水污染整治費徵收與運用計畫 (第2期)

中文摘要 土壤及地下水污染整治費收費辦法第4次修正施行已逾4年,本計畫賡續前期計畫工作重點,完成整治費徵收複審作業,持續檢視整治費整體徵收現況及成效,提出精進建議,協助推動整治費課徵與審理制度。另透過滾動式估算後續基金規模需求,及研析整治費公告課費項目與費率,評估其經濟效益與衝擊,提出未來整治費徵收調整方案建議,並針對整治費退費獎勵措施與加速推動整治之財務工具提出可行性方案,整體規劃基金後續運用方向,協助研擬土壤及地下水污染整治費收費辦法修正草案及配套措施,以完善整治費徵收制度。本計畫執行成果包括: 1.完成1,894件整治費申報、77件出口退費、72件保險退費與37件工程退費複審案件,以及20場次現場查核,分析整治費徵收成效及物質徵收結構變化,配合申報金額結構,提出整治費申報簡化方案,以達降低審理成本及簡政便民之目的。 2.修正整治成本估算參數、整治規劃監測與驗證經費比例,並滾動式更新整治場址資料,估算未來整治基金需求為250.3億元,提出整治費徵收建議方案,評估受影響產業及脆弱產業,進行總體經濟衝擊,作為研提費基調整方案之參考依據。 3.配合近年基金收支運用情形,提出基金安全水位調節機制,提出強化工程防護項目、升級環境保險規範與其他獎勵措施之整治費退費制度轉型方向,以及研擬土水整治信用保證制度之加速推動整治籌措財務方案等減少基金支出之建議方案,並依據環保署施政情境,提出未來基金整體運用之建議。 4.完成研擬廢棄物自行處理或再利用之整治費優惠措施,以及強化工程退費項目修正之收費辦法修正草案、法制作業推動及相關配套措施,並評估對整體經濟衝擊評估。 5.完成9場次專家諮詢會議,研議(1)土污基金加速整治多元支援方案;(2)土壤及地下水污染整治貸款信用保證制度建置之兩議題,以及2場次徵收對象座談會,研商有關(1)「土壤及地下水污染整治費收費辦法」廢棄物自行處理或再利用優惠措施、(2)工程退費範疇排除現有法規項目等兩項修正草案議題,作為後續政策推動及收費辦法修正內容之參考。

Project on collection and utilization of the soil and groundwater pollution remediation fees (2nd)

英文摘要 It has been more than four years since the implementation of the 4th amendment to the Regulations Governing Collection of Soil and Groundwater Pollution Remediation Fees. This project, in continuation of the pre-project work focus, has completed a case review on the collection of the soil and groundwater pollution remediation fees. In order to continue examining the current situation and effectiveness of overall remediation fee collection, improvement recommendations have been proposed. Assistance has also been offered to promote the remediation fee collection and review system. Additionally, through a rolling forecast on subsequent fund size requirements and the analysis of the remediation fee levy items and rates announced, the economic benefits and impacts shall be evaluated to put forth remediation fee collection adjustment plans and suggestions in the future. Furthermore, targeting the incentive measures for remediation fee refunds and the financial instruments for speeding up promotion and remediation, feasible plans, the direction of overall subsequent fund utilization planning, combined with the direction of modifications to the collection guidelines, drafts, and supporting measures shall also be formulated to improve the remediation fee collection system. The project execution results include: 1. 1,894 cases of remediation fee declaration, 77 cases of export refunds, 72 cases of insurance refunds, and 37 review cases of engineering item refund, and 20 sessions of on-site inspections have been completed. The effectiveness of remediation fee collection and changes in the substance collection structure have been analyzed. In conjunction with the declaration amount structure, a plan for simplifying the remediation fee declaration has been proposed in order to achieve the purpose of reducing trial costs and streamlining administration for public convenience. 2. The remediation cost estimation parameter amendment, remediation plan monitoring, and fund ratio verification have been carried out. The remediation site data has been rolling updated. The estimated remediation fund requirement amounts to NTD25.03 billion. Recommendations for the addition of 5 substance items and 73 waste items at risk of soil and groundwater pollution, future remediation fee collection plans, and the evaluation of affected and vulnerable industries have been proposed to carry out total economic impact (TEI), which shall serve as a reference for formulating a fee calculation base adjustment plan. 3. In connection with the utilization of fund revenues and expenditures in recent years, a fund safety level adjustment mechanism, engineering item protection strength, environmental insurance upgrade specifications, and remediation fee refund system transformation plans according to other incentive measures have been proposed. Moreover, the accelerated promotion of remedial rectification and financing in soil and water remediation credit guarantee systems and other recommended plans for reducing fund expenditures have been formulated. Furthermore, in accordance with the administration situation of the Environmental Protection Administration, recommendations for the overall utilization of funds in the future have been proposed. 4. The formulation of preferential measures on remediation fees for independent waste handling or reuse has been completed. The amendment draft for guidelines on the collection of reasonable project refund item amendments, legal system operation promotions, and relevant supporting measures have also been completed. The overall economic impact assessment has also been evaluated. 5. Nine expert meetings have been completed. The two issues of (1) the multiple support plans for accelerating remediation of Soil and Groundwater Remediation Fund; (2) The establishment of the soil and underground pollution remediation loan credit guarantee system has been discussed. Two seminars have been conducted for the collection targets to discuss two issues in the amendment draft: (1) Preferential measures for remediation fees on independent business waste disposal in factories; (2) Amendment to the strengthen project refund items, which shall serve as references for subsequent policy promotion and contents of the amendment to the collection guidelines.
