The main work items of the project are: “Assisting in Processing Various Industrial Waste-Related Permit Review”, “Counseling Industrial Waste Tracking”, “Checking Real-Time Waste Cleaning Machinery Tracking System”, “Holding Seminar on Laws of Industrial Waste”, and “Assisting the Environmental Protection Administration in Achieving the Result Review on the City’s Waste Control-Related Operations”. The status of the completion of the execution starting on January 1, 2020 when the project personnel entered the Environmental Protection Bureau to assist in executing related works until December 31, 2020 is as follows:
(1)Assist in processing various industrial waste related permit review
The project has completed the review on industrial waste related permit, including 2,017 reviews on industrial waste cleaning projects, 13 audits on industrial waste import and export permit, 40 reviews on professional technician establishment, 5 cases on starting new business, 299 cases on public and private waste disposal and processing, 68 reviews on waste food-grade oil work permit, 704 cases on vehicle GPS examination, and 1394 applications for business control number, for a total of 4570 cases, which has already surpasses the 3,500 cases required in the project. The project is still ongoing according to the actual quantity in terms of reviews and accepting applications.
(2)Counseling industrial waste tracking
Every month, business on-line reporting for routine, project-based, and GPS relevance checking are executed per set schedule; counseling in abnormal businesses for making improvement has been done as well. The project-based perform inspections according to the EPA’s "Industrial Waste Report and Management System" set schedule. Results of the routine inspection for a total of 2784 abnormalities, which has already 835 abnormal in the project based and 1257 problem cases on GPS inspection. Abnormal reports are mostly of wrong reporting or non-reporting problems, which are processed in the form of notification by letter. Severe abnormal business conditions are processed by on-site inspection or transferred to the Environmental Protection Bureau for tracking.
(3)Innovative approach
Those who have both recyclable waste recycling industry and processing industry qualifications, to handle in-depth interview by professor, to confirm the operation status, fire fighting equipment, waste pollution prevention equipment, etc., whether it meets the waste methods and facilities standards. Professors provide related attention, suggestions and improve. Experts provide industry attention and suggestions for improvement, by strengthening advocacy, environmental safety and according to regulation operation.
(4)Hosting seminar on laws of industrial waste and guidance on on-line application and reporting
In terms of law promotion, the project has hosted “Transparent government, clean enterprise” with civil service ethics offices of Taichung City government on July 22, 2020, and “Taichung City Waste Disposal Act” on October 16. According to related waste laws and regulations and policy, the project actively assists the Environmental Protection Bureau in achieving the result review on waste control while the project has compiled related public announcement on industrial waste control and information on the law which are posted in Taichung City Environmental Protection Bureau’s website to provide the public for viewing the latest information.
(5)Process administrative support
The labor quality, administrative compliance, work time, holiday activities, and education training during the execution period of the project have all been processed according to the contract, and work progress discussion every two weeks has been on time. The execution result is compiled and reported to the Environmental Protection Bureau for review every month. All of the above are still being executed.
Summation on the execution results: the content of the project execution is of administrative assistance in nature. Most of the work content is the preparation work of administrative operation such as permit review, application checking, on-site inspection, improvement counseling, setting application procedure, and estimating result audit which have complied with the Taichung City Environment Protection Bureau in terms of execution. The project has taken in the consideration for the limited funding of local environmental protection bureau. However, due to the heavy work load and limited manpower and funding, it has extensively deployed all human resources to achieve successfully the goal of the project.
