The main purpose of this project lies in the implementation of control of diesel vehicles for reduction of pollution emissions. In order to effectively mitigate the pollution emissions of the diesel vehicles in use, the measures imposed on the diesel vehicles on the road to inspect highly-polluting vehicles and urge for improvement include visual inspections of smog emissions, roadside inspections, and reporting on vehicles emitting smog. During inspections, fuel contents were randomly checked to prevent vehicle owners from using illegitimate fuel products. Besides, in order to expand the levels of control, regional control or multiple autonomous management programs are promoted based on specific regions or specific targets; additionally, to further boost vehicle owners’ willingness to obtain the autonomous management stickers, inspections available at trucking companies are provided to facilitate inspections within vehicle owners’ short reach to increase the rates of diesel vehicles under inspection and management. Moreover, continuous guidance is offered to repair and maintenance shops for the conducting vehicle maintenance work to achieve the effect of emission reduction from the source, and ultimately effectively improve the air quality in Tainan City.
The summaries of results of each work items are described as follows:
(1) A total of 2,077 vehicle were notified of pollution concerns from the visual inspections of smog emissions, representing a target achievement rate of 103.9%, where 402 vehicles were visually inspected from the roadside, representing a target achievement rate of 100.5%Continuously maintain the webpage of visual exhaust determination photos and reporting photos provided by public which is convenient for public to search and achieve energy saving and carbon reduction as well as for the convenience of citizens.
(2) Continuous maintenance of the webpages providing inquiries into photos of visual inspections of smog emissions and inquiries into photos or videos of reporting cases by the public, facilitating the photo inquiries by the public, while achieving the dual effects of energy saving and carbon reduction as well as convenience for the public.
(3) A total of 6,602 vehicle were tested for opacity by the dynamometer, representing a target achievement rate of 146.7%, where 433 vehicle failed the opacity testing. Out of the 424 failed inspections, the owners of the 28 vehicles opted for the opacity re-tests, where 13 vehicle still failed opacity re-tests, adding up to a total of 418 vehicles failing opacity test, representing a failure rate of 6.3%.
(4) A total of 2,975 vehicles for roadside smog inspections were performed in a strict screening mechanism, where opacity testing for 166 vehicles were performed and 60 vehicles failed the opacity testing, representing a failure rate of 37.3%. Out of the 60 failed vehicles, the owners of the 33 vehicles opted for the opacity re-tests, where 4 vehicle still failed re-tests, adding up to a total of 33 vehicles failing opacity test, representing a failure rate of 19.9 %.
(5) A total of 51 sessions of inspections at the trucking companies were carried out, where a total of 929 vehicles were requested for inspections, opacity testing for 916 vehicles was performed, and 49 vehicles failed the test, whereas the other vehicles passed the inspections.
(6) A total of 10 random samples from the fuel tanks of the vehicles were performed, and 15 samples were taken from roadside inspections, making a total of 25 samples for the random inspections and the target achievement rate of 100%. No samples of oil products for inspections exceeded the standards.
(7) A total of 3 sessions of promotion seminars were held on September 30, 2020, and in the morning and afternoon on October 14, 2020, respectively; and 1 session of event for commending excellent environmental-protection units was held in joint effort on December 23, 2020, where 5 business organizations were commended for their excellent autonomous management of diesel vehicles, representing a target achievement rate of 100%.
(8) A total of 4 press releases were published, representing a target achievement rate of 100%.
(9) A total of 104 sessions of inspections in the specific regions or on the roadsides were carried out, where a total of 1,262 vehicle were requested for inspections, and 122 vehicle were tested for opacity with 23 vehicle failing the tests. A total of 5 sessions of visual inspections were performed, where 208 vehicles were inspected, and 8 vehicle were revealed to be concerns for pollutions, representing a target achievement rate of 136.9%.
(10) One video clip on mobile pollution sources was completed, representing a target achievement rate of 100%.
(11) A total of 7,637 autonomous management stickers for diesel vehicles were issued, representing a target achievement rate of 218.2%.
(12) Completion of submitting a proposal for guidance of the fixed-point inspections, a proposal for allocating the control of specific regions, a proposal for commending the excellent environmental-protection units, a proposal for guiding the 2-in-1 of the insurance and inspection operations, and a proposal for work schedules.
(13) One session of pre-employment education and training for employees was conducted on April 13, 2020, representing a target achievement rate of 100%.
(14) Quarterly quality assurance materials were submitted to the Environmental Protection Bureau for filing in April, July, and October 2020 and in January 2021, respectively, during the project period according to the requirements of the contract, representing a target achievement rate of 100%.
(15) As for the certification for the TAF laboratory system, the certification was passed on October 30, 2019 under the extended evaluation, and the certified TAF laboratory system still maintains effective in operation.
(16) 15 times of inspections for quality assurance and quality control were conducted and the control drawings were completed, respectively, for each of 2 inspection stations, showing the normality of the inspection capabilities and inspection qualities of inspection stations.
(17) The average rate of fail opacity testing and overall inspections at the inspection stations and on the roadsides have been decreasing year by year, while the average rate of horsepower has been increasing year by year, which shows the significant improvement of the pollution situations by the diesel vehicles in Tainan City.
(18) Comparing with the control performance in the previous years (between 2015 and 2020), the pollutions by trucks of all phases have improved, and the number of vehicles of phase-1 to phase-3 has decreased year by year yet the pollutions by the vehicles of phase-4 require attentions, and the roadside inspections have shown improved results year by year with the improvement rate of about 55.7%.
