營建廢棄物清理管理專案工作計畫

中文摘要 營建廢棄物多屬安定且無害之資源,此類資源是世界各國推動資源循環再利用之主要標的,而建立良好的廢棄物管理是國家推動循環經濟政策之關鍵。本計畫主要目的除了透過回顧歐盟、美國與日本等各國營建廢棄物之管理與循環政策外,並檢討建築物工程資源流向與數量。根據既有系統之統計與文獻資料,109年我國建築物大宗資源中,金屬類製品約使用545萬噸、混凝土約使用4,326萬噸;營建剩餘物部分,營建混合物約產生158萬公噸,而剩餘土石方約產生6,889萬公噸。此外,除檢視國內外營建廢棄物管理政策與國內現況外,本年度主要工作成果如下: 1.完成歐盟、荷蘭、美國、英國、日本等國家之營建廢棄物推動策略與制度,並檢討現階段國內廢棄物管理議題與政策等。 2.針對循環營建研擬出合適我國發展之循環營建推動藍圖,並建議我國可以廢磚及廢混凝土作為循環營建優先推動之項目。 3.參考國際石綿廢棄物處理之方式,評估國內含石綿廢棄物熱處理之可行性,並提出相關建議。 4.辦理兩場專家諮詢會議,確認營建拆除之管理效益及建議,並評估營建產業聯盟之策略及可行性。

Construction Waste Management Project

英文摘要 Construction waste is a kind of stable and harmless resource, and it’s also the main promotion item for recycling and reusing the whole world over. Therefore, establishing good construction waste cleanup and management strategies had become a significant key to the circular economy over the past few years. The main purpose of this project was to review and analyze domestic and international regulations and strategies of construction waste management. On the other hand, this project also reviewed the trails and quantities of lifecycle major resources and wastes for building constructions in Taiwan. Among the major resources of building constructions in 2019, the metal products were utilized over 5.45 million tons and concrete products were utilized over 43.26 million tons. Besides, the construction waste was generated over 15.8 million tons and surplus soil was generated over 68.9 million tons. In addition to reviewing the current status of construction waste management and building construction resources in Taiwan, other results of this project were as followed: 1. Reviewed the related construction waste management strategies of the European Union, the Netherlands, the United States, the United Kingdom, Japan, and so on, and analyzed the current waste management issues in Taiwan. 2. Developed a circulation blueprint for construction resources in Taiwan and suggested the waste bricks and concrete be given precedence for construction circulation. 3. Developed a recycling and management guideline draft for the construction resources, including building demolition sequence and waste classification, and resources reusing suggestions and related regulations. 4. Reviewed domestic and international asbestos waste management regulations, evaluated the possibility of heat treatment for asbestos waste, and suggested asbestos waste management methods in Taiwan. 5. Held 2 expert meetings to confirm the probable management benefits and suggestions for construction and demolition waste and evaluated the strategies of the construction industry alliance.
