109年度環境教育人員增能及共創共學專案工作計畫

中文摘要 本計畫自109年1月1日至109年12月31日止，針對各級主管機關及相關單位和有意願或曾提出各項認證之設施場所或機構，辦理人員增能訓練，強化其專業知能，提升設施場所及機構營運績效，提供更專業的環境教育服務。執行成果簡要說明如下： 1.研擬環教人員增能培訓目標與主題：呼應國家地方創生政策，環境議題同時也與地方的生活息息相關，故結合各界專業人才發展跨域思維及實務運用課程，本年度訂定增能培訓目標為「【跨界crossover】環境創生行動」，規劃四大課程主題以及相關增能培訓課程，包含課程設計創新思維、行銷經營管理、教學方案精進以及專業知能提升。 2.環境教育人員增能需求調查：透過檢視環境教育推動現況以及人員職能發展，進行人員增能需求調查，並結合108年辦理培訓之學員回饋，作為本年度擬訂增能培訓目標與各課程主題之基礎。增能需求調查於2月27日~3月13日期間以線上問卷方式執行，結果顯示各場域類型對於「氣候變遷專業領域（職能）皆具有增能需求，由環境教育人員自我檢視其環境教育核心職能精熟度，則以「聯合國或各國案例作法」、「十二年國教融入」與「環境教育活動行銷管理」等三項最不精熟；以「活動設計與行銷」、「課程方案/教案設計」與「環境解說訓練」等課程內容為調查對象最常提及。 3.共創共學增能工作坊：於1月13日~14日辦理「環保署主管策勵營」，進行業務交流討論；以「森命力、綠生活」為主題，提升環保署各業務單位人員眼界及開放思維，於9月11日~12日辦理「環保署簡任非主管及科（組、隊）長級人員策勵營」；結合國家地方創生政策，邀請具推動在地環境教育與創生經驗之業界講師進行分享與實務練習，於10月27日~28日辦理「翻轉FL!P創生工作坊」。上述3場次參與人數共計271人。 4.主題性實務議題訓練：因應場域對於新科技需求，於5月12日辦理「環教VR創客•課」課程，透過手機、VR眼鏡與電腦實際操作，深入認識VR科技導入教育；說之以理、不如動之以情，為了讓環技教育更具有影響人心的力量，於6月24日辦理「故事力就是影響力」課程，透過分組實際演練了解故事吸引人的關鍵；因應網路行銷運用圖文趨勢，於7月3日辦理「圖文吸引力實戰演」課程，從了解何謂文案開始，並以學員現寫、講師現改的方式進行實作，使場域獲得可以突顯特色的專屬定位；為鼓勵企業進行環境教育，於8月11日辦理「綠色企業先行者」課程，認識企業推動環境教育的各種類型，並實際體驗結合本業核心的環境教育課程；因應108課綱上路，素養教育成為新的教學趨勢，於9月17日辦理「解析素養教育進行式」課程，說明十二年國教精神以及環境教育設施場所因應政策改變的經驗分享與教案體驗，帶領環教夥伴了解場域與素養教育連結的方式；面對國際間共同推動的SDGs，於9月24日辦理「從桌上開始的SDGs行動」課程，從教育角度了解SDGs發展歷程與其教學案例，並透過專業引導師進行SDGs桌遊體驗；因應教育趨勢的轉變，於9月29日辦理「玩轉議題式遊戲」課程，引導學員認識議題式遊戲如何提升學習者的自主學習能力；結合環訓所環境教育評鑑表揚暨網路人氣獎分享會，於11月17日在臺北市立動物園辦理「綠遊接地氣 環教齊接力」活動。 5.增修環境教育設施場所手冊:自108年12月1日至109年11月15日止，計16處環境教育設施場所手冊。

Project of Environmental Education Certificated personnel on Co-creation and EE Capacity Plan of 2020

英文摘要 The project period is from January 1 to December 31, 2020. The abstract of implementation is as following: I.Order the Goal and Theme of Training for Environmental Education Personnel: Combine professionals from all walks of life to develop cross-domain thinking and practical application courses, and order the training goal as "Crossover-Environmental Creation Action". Under the above goals, this plan planed four major curriculum topics and related training courses based on the results of this year’s energy enhancement demand survey. II.Survey on the needs of environmental education personnel: Conduct demand surveys to provide training courses that meet the professional and business needs of environmental education personnel. The survey results presented three items: "United Nations or other countries' case practices", "12 years of national education integration", and "environmental education campaign marketing management", which are the least proficient compared to other functions III.Workshop for Environmental Education Certificated personnel on Co-creation and EE Capacity: In the process of environmental creation, the public and private sectors also play an important role. On January 13th to 14th,September 11th to 12th and October 27th to 28th, the activities for environmental education to promote environmental education was held. There are 271 people participated in total. IV.Practical Issues Training: For the Sustainable development, corporate CSR, VR technology, literacy education, innovative teaching, marketing promotion and local creation demand of corporation, 8 sessions was held from May to November, in order to improve the environmental education practice workers' knowledge. V.Environmental Education Facilities Guidebook: From December 1, 2019 to November 15, 2020, there are 16 environmental education facilities that have been certificated, and we have completed the guidebook for these facilities.
