Chiayi City promoted the indoor air quality maintenance and management program(2020)
This project carries out from February 6 to December 15, 2020, and the outcome of it is demonstrated as follows:
(1)Guidance meeting:
During the annual project was conducted, two information sessions about indoor air quality (IAQ) have been held this year. The topics of advocacy are "Explicating indoor air quality policy trends" and "Common IAQ maintenance and management issues and improvement cases". All the representatives show that they are quite comprehensive and satisfied with the meeting.
(2)Investigation of indoor air quality of 100 sites (200 times):
The IAQ in 200 locations have been inspected. With portable automatic detection monitors, abnormal IAQ have been detected in 61 locations. The abnormal results were found to be the majority of elementary schools, followed by junior high schools and gyms. Most of the IAQ detection anomalies in all locations are PM2.5, PM10 and O3, which are related to poor outdoor air quality. In addition, CO2, CO, HCHO, and TVOC were abnormal in some places, mainly due to insufficient indoor ventilation and instrument interference caused by alcohol disinfectant.
(3)Aiding 100 sites to set up maintenance and management regulations:
This project has aided 100 locations to set up and fill up maintenance and management plans with examinations.At the same time, this project also offers strategies and solutions while the indoor air quality is necessary to be improved. At first, we illustrate related laws and duties that they should follow and fulfill, and we remind them of the daily maintenance regulations.
(4)Holding inter-bureau coordination meetings:
The inter-bureau coordination meeting was held to keep track of the issues brought up at 2019 yearly meeting. Besides, we suggest the related bureaus deal with the following issues of 2020: to fulfill the scheduled tasks, to investigate the targeted sites on the list, such as elementary Schools, junior high schools, and kindergartens.
(5)Examining the standards of indoor air quality at 19 locations:
This project has commissioned the organizations certificated by the Environmental Protection Administration to inspect and examine 12 announced sites and 7 sites with abnormal IAQ. The results show that 19 sites exceed IAQ standard.
(6)Continuously inspecting CO2 at 5 locations:
The project conducted a week of continuous carbon dioxide monitoring at three locations. We have accurately checked the CO2 concentration at different times, and then provided them with suggestions on how to maintain and manage ventilation as their necessary reference. Through air conditioning, we can understand the influence of indoor air quality on outdoor background concentration on indoor air quality. Provide measures to manage indoor air quality during periods of poor outdoor air quality. The results show that in a naturally ventilated place, attention should be paid to the indoor CO 2 concentration under the condition of air conditioning and the change of outdoor background concentration to adjust the window ventilation time. If you are using central air-conditioning, you should use external air introduction equipment, and select the appropriate filter material to filter the introduced external air.
(7)On-site aiding 18 locations to maintain and manage indoor air quality:
Two experts and scholars were invited to conduct on-site counselling for 18 locations. The 18 locations selected are due to abnormal indoor air quality, poor maintenance management and voluntary participation of companies, such as classrooms for public secondary and elementary schools with fresh air ventilation system. Common IAQ problems observed from on-site counseling are insufficient ventilation, fan is not regularly cleaned up, and dust accumulation on the outlet of fan.
(8)Investigation of indoor air quality at 30 non-publication sites:
The indoor air quality of 60 non-publication sites have been inspected, including homes, shops and offices. We have provided related suggestions for them to maintain indoor air quality.
(9) Printing 200 guidebooks to promote maintenance and management of indoor air quality:
The plan has completed the production of 200 folds of indoor air quality advocacy. It includes important IAQ laws and regulations, potential IAQ problems, maintenance and management methods, and IAQ improvement cases over the years. These advocacy pages are distributed during inspections and counseling of public places, providing reference for the implementation of IAQ management at various places in the city.
(10)Integrating indoor air quality information and maintaining its databases:
Updating and maintaining the basic information of public locations in Chiayi. Updating and maintaining the information network of indoor air quality in Chiayi.
