109年度花蓮縣柴油動力計排煙檢測站檢驗計畫

中文摘要 依據環保署相關統計資料顯示, 我國PM2.5 境外傳輸來源比率約為34%~40%,境內污染源比率約為60%~66%,而境內污染源中,移動源影響比率約為30%~37%、工業源約為27%~31%,其他污染源約為32%~43%,其中屬移 動源中柴油車所排出之粒狀污染物,為影響空氣品質主要污染來源之一,為管制本縣柴油引擎為主之移動性污染源,降低其污染排放量,以減少空氣污染對縣民造成之健康危害,花蓮縣環境保護局於本年度持續執行109 年度「花蓮縣柴油動力計排煙檢測站檢驗計畫」,執行各項柴油車管制相關業務,其主要工作為辦理 排煙站檢測、路邊攔檢稽查、柴油車油品檢測及各項行政相關工作,並針對環保署重大政策,協助推動設籍本轄第1 至3 期老舊大型柴油車主,配合中央政策申請汰舊換車、污染調修及加裝空氣污染防制設備等補助宣導作業,以持續維護本縣良好空氣品質。 依據交通部公路總局「蘇花公路改善計畫環境影響說明書」資料,蘇花改第一階段蘇澳東澳段已於107 年2 月通車,另於同年5 月7 日開放大客車通行,而108 年中旬則已開放大貨車通行,此外蘇花改全線,已於109 年1 月6 日通車,蘇花改為花蓮縣與宜蘭縣之重要聯外道路,為加強管制行駛該路段之柴油車,本計畫於蘇花改沿線道路執行路邊稽查、目視判煙及油品抽測等相關稽查作業,此外,亦已於109 年3 月,於中仁隧道北上入口及仁水隧道南下入口,各完成架設1 套車牌辨識系統,並依據車牌辨識資料庫篩選後寄發主動到檢或補助宣導通知單,以即時掌控行駛該路段之柴油車及補助政策曝光度。

Hualien Old Diesel Car large Vehicle Elimination and Installation of Filter Subsidy Review Project

英文摘要 According to relevant statistics from the Environmental Protection Agency, PM2.5 overseas transmission rate is about 34%-40%, domestic pollution rate is about 60%~66% of our country , and among domestic pollution, mobile pollution rate is about 30%~37% , Industrial pollution are about 27%~31%, other pollution are about 32%~43%, of which are particulate pollutants emitted by diesel vehicles in the power source are one of the main sources of pollution affecting air quality. They are used to control the county’s diesel engines as the main mobile pollution source, reduce its pollution emissions, and reduce air pollution to county residents. The Hualien County Environmental Protection Bureau continued to implement the 109-year "Hualien County Diesel Power Meter Smoke Exhaust Testing Station Inspection Plan" this year to implement various diesel vehicle control related businesses. Its main tasks are to handle smoke exhaust station inspections and road inspections. Border inspections, diesel vehicle fuel testing, and various administrative related tasks, and in response to major policies of the Environmental Protection Agency, assisted in promoting the establishment of the first to third phases of the old large diesel vehicle owners under the jurisdiction, and cooperated with the central policy to apply for replacement, Pollution adjustments and installation of air pollution prevention equipment and other subsidized publicity operations to continue to maintain good air quality in the county. According to the “Su-Hua Highway Improvement Project Environmental Impact Specification” of the Ministry of Transport, the Su-Ao-DongAo section of the first stage of the Su-Hua reform was opened to traffic in February 107, and bus traffic was opened on May 7 of the same year.
