109年度「屏南工業區污染巡稽查及減量輔導計畫」

中文摘要 目前設廠家數94家,其中屬固定污染源列管的有49家、非列管31家、暫時停工4家、設置中10家,總就業人口約3,666人。 共執行工業區工廠巡查678家次,巡查期間發現異常或缺失狀況38家次,約佔總巡查件數的5.6%,缺失率與107年相近但高於108年,多數經複查確認改善完成,但建信二廠、興惟及富廣鑫有重覆發生情況,改善品質不佳,分別透過橫向聯繫相關單位查處及專家學者輔導改善督促各廠改善污染狀況,仍持續改善中。 本年度空氣品質監測中,各污染物濃度均低於空氣品質標準或AQI 100,與鄰近空品監測站相較,濃度變化趨勢相近無明顯偏高情形,但第1季東海國小SO2、NMHC及第4季玉光國小PM10有偏高情形,參照鄰近空氣品質感測器監測結果,第1季東海國小SO2來源研判為周邊污染源或人為活動所致,非屬屏南工業區來源,第1季東海國小NMHC來源則可能為工業區內的億揚公司,第4季玉光國小PM10來源研判為周邊污染源或露天燃燒所致,非屬屏南工業區來源。 本年度空氣中戴奧辛測值平均0.025 (標準偏差0.031,不含PCBs) pg I-TEQ/m3,以WHO2005-TEF換算並納入PCBs後總毒性當量平均濃度約0.024 pg WHO2005-TEQ/m3(含PCBs),遠低於日本環境品質空氣標準年平均0.6 pg WHO2005-TEQ/m3。PCBs約佔總毒性當量的4.4~27.3%,與環保署108年「固定污染源環境空氣戴奧辛及重金屬排放調查與減量推動計畫」彙整空品監測站監測結果中PCBs所佔比例(0.9~29.4%)相較,本年度空氣中PCBs含量對空氣中戴奧辛類總毒性當量濃度之影響無明顯偏高情形,但第1季玉光國小濃度偏高,應是受空品不良日及周邊環境之影響,受第1季玉光國小濃度偏高影響,本年度濃度範圍與99~106年計畫及106年環保署屏東空品測站濃度範圍較相近。本年度底泥樣品濃度0.404~1.18 ng I-TEQ/kg,符合行政院環保署「底泥品質指標之分類管理及用途限制辦法」下限值,濃度範圍與曾文溪較為相近,無異常情形。 共完成PSN稽查3根次、戴奧辛稽查2根次、VOCs削減率驗證1根次與24項重金屬檢測1根次,均符合排放標準。 共完成13點次臭味官能測定,包括周界3點次與煙道9根次,另有1點次支援非屏南工業區異味檢測,其中聯友、建信二廠、環拓、華旗及承松煙道異味超過管制標準,已提報環保局依法告發處份。 工業區道路揚塵自主管理現有62家廠商參與,認養總長約6.29 km,認養作業方式以人工洗掃為主,109年總認養作業長度約為1,118.741 km,年度評比最佳廠商為聿陽、宏萊及泓達。定期執行工業區內道路髒污巡查,計畫期間巡查結果A級道路比例約68.8%、B級道路比例約31.2%;工業區道路髒污熱點計有工廠出入口3處及砂石場4處,以環拓公司C級比例最低,而鑫德、豐鼎及天人之C級比例均屬偏高,各C級狀況雖於查核當日要求改善完成,但仍持續發生,已提報承辦人員進行道路髒污巡查,巡查期間發現燁輝公司(空地)出入口有道路髒污情形,依法開單告發。 工業區內廠商與工業區周邊敏感地區聯絡窗口,包括鄉公所代表、村長及學校教職員代表等共70家加入「行動通訊app通報平台」;共拜訪工業區周邊敏感地區聯絡窗口33家次,感覺屏南工業區鄰近地區空品狀況有變好的受訪者約18.2%,高於感覺空品狀況變差的6.1%,大多數受訪者(75.8%)則表示空品狀況沒改變或不知道,感覺空品狀況有變好的受訪者比例略低於108年,但感覺空品狀況變差的受訪者比例則明顯低於108年,整體而言受訪者評價較108年改善。

The Project of Pingnan Industrial Park Pollution Inspection and Counselling for Reduction Project in 2020

英文摘要 There are 94 factories installed at present, of which 49 are regulated for stationary sources, 31 are not regulated, 4 are temporarily suspended and 10 are in installation with a total employment of approximately 3,666. A total of 678 factories were inspected in the Industrial District. During the inspection, abnormal or defective conditions were found 38 times, accounting for about 5.6% of the inspection, The defective rate of this year is similar to 2018, but higher than 2019. Most of the improvements have been completed after re-examination. However, Jianshin's second Factory, Fuguangxin, and Xingwei had repeated occurrences, and the improving quality also needs to be strengthened. To continuous advanced, they contacted reference units and accepted the expert's advice to improve the pollution situation. The concentration of each pollutant is lower than the air quality standards or AQI 100 in the air quality monitoring of this year, compared with the neighboring air quality monitoring stations, the trend of concentration change is similar without any obvious situation of moving higher. However, Donghai Elementary School SO2 and NMHC in the first quarter and Yuhkang Elementary School PM10 in the fourth quarter were significantly higher. According to the monitoring results of the neighboring air quality monitoring, SO2 did not source from the Pingnan Industrial District, instead, it caused by surrounding pollution sources or human activities, and the source of NMHC might be Yiyang Company. PM10 was determined that caused by surrounding pollution sources or open burning, rather than Pingnan Industrial District. The analytical sample average of Dioxin is 0.025 pg I-TEQ/m3 (standard deviation = 0.031, excluding PCBs) of the perimeter air and sediment this year. The average concentration of total toxicity equivalency is about 0.024 pg WHO2005-TEQ/m3 (including PCBs), which is converted with WHO2005-TEF. It is quite lower than the annual average, 0.6 pg WHO2005-TEQ/m3 of Japan's ambient air quality standard. PCBs account for about 4.4%-27.3% of the total toxicity equivalency. Comparing with the monitoring results, PCBs = 0.9%-29.4% summarized by the Environmental Protection Administration in 2019 Air Quality Monitoring Stations (The Project of Stationary Sources Emission Investigation, Environmental Monitoring and Emission Reduction Promotion Plan Targeting on Dioxin and Heavy Metals), the effect of PCBs on the total toxic equivalency of Dioxin in the air is not significant this year. However, in the first quarter, the concentration of Yuh Kang Elementary School were apparently high, which was suspected that it was caused by the days of poor air quality and the pollution sources nearby. The concentration range of this year is similar to the project of 2010-2017 and the concentration range of Pingtung air quality monitoring station in 2017. The concentration of sediment samples was 0.404-1.18 ng I-TEQ/kg, which was in line with the lower limit value of "Regulaions for Classification, Management and use of Sediment Quality Indicator and Restrictions" by the Environmental Protection Administration of Executive Yuan this year. Besides that, the concentration range was similar to the Zeng-Wen river, and there’s no abnormal occurrence. In the inspections part, there have been completed with 3 times of PSN implemented, 2 times of Dioxin, 1 time of the verification of VOCs reduction rate, and 1 time of the 24 items of heavy metal detection. All the Detect were in compliance with the regulatory standards. The organic function measurement of odor had been implemented 13 times, including 3 times from the perimeter, 9 times from the gas duct, and 1 time assist the odor audit inspection of the non-Pingnan Industrial Park. Among them, the flue gas odor inspection results of Lianyou Metals, Jian Shin Second Factory, Enrestec, Hwa Chient, and Cheng Song have exceeded the standard, that has been reported to Environmental Protection Administration to punish according to law. There are currently 62 manufacturers participating in the independent management of road dust emission in the Industrial Park with about 6.29 km total length, and the operating method is mainly by manual cleaning. The total operation length is about 1,118.741 km in 2020, and the best vendors in the annual competition are Yuyang, Honglai, and Hongda. Patrol inspections were been implemented regularly for the dirty road in the Industrial Park, and the patrol inspection during the Program period resulted in the proportion of A-level roads was approximately 68.8%, and the proportion of B-level roads was approximately 31.2%. The Industrial Park road dirty hotspots include 3 factory entrances, 4 gravel plants. Besides that, Enrestec company has the lowest Class C status ratio, and the proportion of Class C status of SunnyWin, Fengsheng, and Tianren are on the high side. Although all Class C status has been requested to complete the improvement on the day of audit inspection, it continues to occur, and have been referred to the contractor for road dirty inspection. During the inspection, it was discovered that the entrance and exit of Yehui Company were dirty, and a fine was issued according to law. The contacts between manufacturers in the Industrial Park and sensitive areas around the Industrial Park, Including the head of the township office, the village head, and teachers, a total of 70 groups joined the "Mobile Communication App Reporting Platform". After visiting 33 groups of representatives from the surrounding areas of the industrial zone during the Program period, about 18.2% of the respondents felt that the air quality in the neighboring Pingnan Industrial Park has been improved, which is higher than 6.1% of the respondents who felt that the air quality was worse. Most respondents (75.8%) expressed that the status of air quality wasn’t changed or wasn’t aware of. The proportion of respondents who feel that the air quality has improved is slightly lower than in 2019, but the percentage of respondents who felt that the status of air quality has deteriorated is significantly lower than that in 2019. Overall, the evaluation of respondents has improved compared with that in 2019. By using air quilty microsensor to audit high concentration areas, As a result, a total of 11 cases in violation of Air Pollution Control were discovered, 8 cases of them have been reported, the total reported amount is currently NT$2.37 million.
