109年度屏東縣推動土壤及地下水污染防治暨監測、維護工作計畫及配合環保署各項計畫

中文摘要 本計畫乃屏東縣政府環境保護局(以下簡稱環保局)依據「土壤及地下水污染整治法」第六條之規定,針對轄區內土壤及地下水品質狀況進行定期檢測,檢測結果若有污染物濃度達土壤或地下水污染監測標準或管制標準者,均應採取適當之措施。工作項目包括地下民井水質採樣分析、鹽埔鄉揮發性有機物潛勢區監測井採樣分析及九如鄉農地土壤、農地具污染潛勢10處採樣分析作業。本計畫執行之效益乃掌握屏東縣土壤及地下水之環境現況,以確保本地土水品質及人民健康。 地下民井水質檢測:本計畫於新園鄉新洋段391、392、399、400等地號附近擇3口地下水民井及潮州鎮劉厝庄段984地號附近擇2口地下水民井,並選取使用抽水馬達抽取地下水之民井採取地下水,分析項目為8項重金屬(銅、汞、鋅、鉛、鉻、鎘、砷、鎳),於地下水民井的枯水期及豐水期檢測結果顯示,該5口民井的地下水重金屬檢測項目均低於第二類地下水監測標準;並依評選承諾加測潮州鎮劉厝庄段984地號檢測之3口地下水民井(民井1(潮州鎮崙仔頂崙興宮)、民井2(潮州鎮彭城一巷32號)、民井3(潮州鎮彭城路86號) ) 地下水重金屬(汞)檢測結果均低於第二類地下水監測標準0.01 mg/L。 鹽埔鄉揮發性有機物潛勢區監測井水質檢測:本計畫針對鹽埔鄉區域地下水監測井T00256、T00257、T00258、T00414-1、T00414-2、T00415-1、T00415-2及T00469,共8口監測井進行採樣及分析揮發性有機物(VOCs)含量,結果如下說明: 1. 109年上半年度枯水期檢測結果顯示,本計畫8口地下水監測井水中揮發性有機物檢測,1,1-二氯乙烯在其中5口地下水監測井有檢出,分別為T00256的測值(0.00084 mg/L)、T00414-1的測值(0.00323 mg/L)、T00414-2的測值(0.00330 mg/L)、T00415-1的測值(0.00222 mg/L)及T00415-2的測值(0.00306 mg/L)均低於第二類地下水監測標準值(0.035 mg/L)以及地下水檢出揮發性有機物查證基準建議值(0.006 mg/L),其餘3口地下水監測井的1,1-二氯乙烯測值均為ND,低於第二類地下水監測標準值(0.035mg/L)。 2. 109年下半年度豐水期檢測結果顯示,本計畫8口地下水監測井水中揮發性有機物檢測,1,1-二氯乙烯在其中5口地下水監測井有檢出,分別為T00256的測值(0.00099 mg/L)、T00414-1的測值(0.00361 mg/L)、T00414-2的測值(0.00356 mg/L)、T00415-1的測值(0.00275 mg/L)及T00415-2的測值(0.00348 mg/L)均低於第二類地下水監測標準值(0.035 mg/L)以及地下水檢出揮發性有機物查證基準建議值(0.006 mg/L),其餘3口地下水監測井的1,1-二氯乙烯測值均為ND。 九如鄉農地土壤檢測:本計畫執行九如鄉農地土壤60個區塊的土壤8項重金屬(銅、汞、鋅、鉛、鎘、鉻、鎳、砷)採樣分析作業,分析結果顯示S34及S39區塊採樣測得鋅濃度分別為311 mg/kg、358mg/kg,已超過食用作物土壤監測標準260mg/kg;S34及S37採樣測得銅濃度分別為121 mg/kg、187mg/kg,已超過食用作物土壤監測標準120mg/kg,其餘區塊8項重金屬檢測濃度並未超過食用作物農地土壤監測標準之測值。另外依據期中報告審查意見,針對九如鄉農地(S05)具有參與屏東縣沼液沼渣作為肥份使用之農地進行沼液重金屬銅、鋅含量之檢測(S05以沼液進行施肥澆灌),分析結果:銅含量為0.028mg/L;鋅含量為0.11 mg/L。 10處農地具污染潛勢區土壤檢測:本計畫執行10處農地具污染潛勢區土壤重金屬(銅、鋅或砷、鎘) 採樣分析作業,分析結果顯示T10298(屏東縣萬丹鄉廣安段565地號)採樣測得鋅濃度為306 mg/kg;T10300(屏東縣長治鄉華榮段389地號)鋅濃度為348mg/kg;T10302(屏東縣鹽埔鄉永隆段116-2地號)鋅濃度為385mg/kg,已超過食用作物土壤監測標準260mg/kg,其中T10300(屏東縣長治鄉華榮段389地號)銅濃度為170mg/kg,亦超過食用作物土壤監測標準120mg/kg,建議後續應定期監測。T10145(屏東縣崁頂鄉港東段123-35地號)砷、鎘重金屬檢測濃度均未超過食用作物農地土壤監測標準之測值,其餘6處農地之銅、鋅重金屬檢測濃度均未超過食用作物農地土壤監測標準。 本計畫預期效應乃藉由執行針對有污染潛勢之區域土壤及地下水檢測,以維護區域民眾用水安全,以及農地土壤品質調查工作,以確保農作物食用之安全。

Pingtung County promoted soil and groundwater pollution prevention, monitoring, and maintenance plans in 109, and cooperated with the Environmental Protection Agency's plans

英文摘要 This plan is based on the Pingtung County Government Environmental Protection Bureau (EPB) in accordance with the provisions of Article 6 of the "Soil and Groundwater Pollution Remediation Law" to conduct regular inspections on the quality of soil and groundwater in the jurisdiction. The work items include sampling and analysis of water quality in underground civilian wells, sampling and analysis of monitoring wells in the potential area of volatile organic compounds (VOCs) in Yanpu Township, and sampling and analysis of 10 sites for the potential of pollution of agricultural soil and agricultural tools in Jiuru Township. The benefit of the implementation of this project is to monitor the environmental status of soil and groundwater in Pingtung County to ensure the quality of local soil and water and the health of the people. The groundwater sampling was performed at 3 underground water civilian wells near 391, 392, 399, 400, etc. of Xinyang Section of Xinyuan Township, and 2 underground water civilian wells near 984 of Liucuozhuang Section of Chaozhou Town. The analysis items are 8 heavy metals (copper, mercury, zinc, lead, chromium, cadmium, arsenic, nickel), The results of the dry season and the wet season showed that the groundwater heavy metal detection items of the 5 civilian wells were all lower than the second-category groundwater monitoring standards; and additional testing, including 3 underground water civilian wells #1 (Lunzi Dinglunxing Palace, Chaozhou Town), #2 (No. 32, Pengcheng 1st Lane, Chaozhou Town), and #3 (No. 86, Pengcheng Road, Chaozhou Town) of the 984 site in the Liucuozhuang section of Chaozhou town, the groundwater heavy metals (mercury) testing results are all lower than the second type groundwater monitoring standard of 0.01 mg/L. Water quality testing of 8 monitoring wells in the potential area of VOCs in Yanpu Township was performed at groundwater monitoring wells T00256, T00257, T00258, T00414-1, T00414-2, T00415-1, T00415-2 and T00469 in Yanpu Township. The test results in the dry season showed that 1,1-Dichloroethylene (1,1-DCE) was detected in 5 groundwater monitoring wells, which the measured values were T00256 (0.00084 mg/L), T00414-1 (0.00323 mg/L), T00414-2 (0.00330 mg/L), T00415-1 (0.00222 mg/L) and T00415-2 (0.00306 mg/L). In the wet season, the measured values of 1,1-DCE were T00256 (0.00099 mg/L), T00414-1 (0.00361 mg/L), T00414-2 (0.00356 mg/L), T00415-1 (0.00275 mg/L) and T00415-2 (0.00348 mg/L). The values all were lower than the second type of groundwater monitoring standard value (0.035 mg/L) and the recommended value for the verification of VOCs detected in groundwater (0.006 mg/L). The 1,1-dichloroethylene of the remaining 3 groundwater monitoring wells are all ND. Sampling and analysis of 8 heavy metals (copper, mercury, zinc, lead, cadmium, chromium, nickel, arsenic) in 60 blocks of agricultural soil in Jiuru Township, the analysis results showed that the zinc concentrations measured by sampling in blocks S34 and S39 are 311 mg/kg and 358 mg/kg respectively. which exceeded the edible crop soil monitoring standard of 260 mg/kg; blocks S34 and S37 samples measured copper concentrations of 121 mg/kg and 187 mg/kg respectively, which exceeded the edible crop soil monitoring standard of 120 mg/kg. The test results of the remaining blocks were all lower than the edible crop soil monitoring standard. In addition, based on the review opinions of the interim report, the heavy metal copper and zinc content of the biogas slurry was tested for the agricultural land in Jiuru Township (S05) where the biogas slurry was used as fertilizer. The analysis result showed that the copper content was 0.028mg/L; the zinc content is 0.11 mg/L. The project implemented the sampling and analysis of heavy metals (copper, zinc or arsenic, cadmium) in soil of 10 potential pollution areas of agricultural land. The analysis results showed that the zinc concentration at T10298 (No. 565, Guang'an Section, Wandan Township, Pingtung County) was 306 mg/kg; T10300 (No.389, Huarong Section, Changzhi Township, Pingtung County) was 348mg/kg; T10302 (No. 116-2, Yonglong Section, Yanpu Township, Pingtung County) was 385mg/kg, which all exceeded the edible crop soil zinc monitoring standard of 260mg/kg. The copper concentration of T10300 (No.389, Huarong Section, Changzhi Township, Pingtung County) was 170mg/kg, which exceeded the edible crop soil monitoring standard of 120mg/kg. It is recommended that follow-up monitoring should be carried out regularly. The concentration of copper and zinc heavy metals in the remaining farmlands did not exceed the soil monitoring standards for edible crop farmland. The prospect of this project is to maintain the safety of local people's water use by performing soil and groundwater testing in areas with potential for pollution, and to ensure the safety of crops for food consumption. The relevant results implemented by the team have met the requirements of this plan.
