109年度雲林縣濁水溪河川揚塵監測宣導暨揚塵污染環境洗街計畫

中文摘要 行政院於107年核定3年11億餘元的「濁水溪揚塵防制及改善行動方案」,區分「水利」、「造林」及「防災應變」三大主軸,主要由水利署等負責「水利」治本工作,農委員等負責「造林」治本工作,環保署與地方政府負責預警監測及「防災應變」等治標工作,治理原則為:分段整治、河道整理、減少裸露地及降低揚塵等四項為主,各單位相互合作提高濁水溪河川揚塵防制效益。 依據「濁水溪揚塵防制及改善行動方案」,106 年為基準年河川揚塵事件日為 59 天,在中央與地方共同治理下,109 年揚塵事件日僅發生 9 天,110年前半年度僅發生 1 天,而裸露地面積由 106 年 1500 公頃降至 109 年 927 公頃,改善面積達 573 公頃,除此之外,麥寮與崙背測站PM10較107年平均減少 15 μg/m3及 21 μg/m3,麥寮測站 109 年 PM10 均未超過小時濃度 255 μg/m3,崙背測站則在12 月 30 日受現地強勁風速及農民翻耕影響,小時濃度出現 592 μg/m3 高值,其餘應變相關量化結果均顯示濁水溪河川揚塵已獲得改善。 本計畫期末報告期程109年7月6日至110年7月5日總計12個月,計畫工作項目已符合契約規定,執行項目內容如下說明: (1)更新空氣品質監測數據與水文資料並比對歷年數據 (2)現地巡查達 187 點次 (3)無人載具現地拍攝作業 6 次 (4)購置濁水溪沿岸裸露地圖資 6 幅並區分河川揚塵潛勢區位 (5)檢討濁水溪揚塵預警及通報標準作業程序機制之運作 (6)執行濁水溪揚塵通回報作業 (7)河川揚塵事件日解析 (8)維護河川揚塵預警及通報系統平台 (9)建置濁水溪河川揚塵監測站資料庫API系統開發及公開網站 (10)濁水溪河川揚塵防護演練作業 1 場次 (11)懸浮微粒連續監測作業 2 處共 397 天次 (12)細懸浮微粒連續監測作業 1 處共 197 天次 (13)濁水溪沿岸裝設攝影機連線至環保局共 188 天 (14)河川揚塵防制業務聯繫會議 2 場次 (15)成立河川揚塵巡守隊 (16)河川揚塵巡守隊宣導說明會總人數達 36 人次 (17)辦理濁水溪河川揚塵溝通協調會議 (18)河川裸露地改善示範觀摩及說明會達 77 人 (19)村里長河川揚塵應變教育訓練 2 場次總人數達 45 人 (20)村里「河川揚塵自我防護宣導說明會」 4 場次總人數達 244 人 (21)校園「河川揚塵自我防護宣導說明會」 2 場次總人數達 125 人 (22)有線電視台進行跑馬燈宣導共 20 天 (23)維護空品顯示電子面板 8 處 (24)環境清理洗街作業共 18,145.8 公里 (25)堤防路霧砲除塵作業共 1,621.6 公里 (26)道路調查分級作業共 2,137.2 公里。

Zhuoshuixi River Dust Monitoring and Advocacy Promotion and Street flushing Plan at Yunlin County in 2020

英文摘要 In 107, the Executive Yuan approved the "action plan for dust prevention, control and improvement of Zhuoshuixi River" of more than 1.1 billion yuan over three years. The Environmental Protection Agency and local governments are responsible for early warning, monitoring and "disaster prevention and response" and other symptoms. The governance principles are: subsection regulation, River consolidation, reducing bare land and reducing dust. All units cooperate with each other to improve the efficiency of dust control in Zhuoshuixi River.
