Over the years, Yunlin County takes agriculture, fishery and animal husbandry as its main industries. However, after the expansion of major constructions such as the Outlying Islands Industrial Zone, Formosa Plastics Corp’s (FPC) sixth naphtha cracker complex, and the Technology Industrial Zone, the industrial distribution of Yunlin County has undergone structural changes. There are 1,081 restricted industries and 170 industries of waste cleaning, waste treatment and waste reuse in Yunlin. If these institutions do not have effective inspection and control guidance during the process of waste storage, removal, and treatment, they will often cause potential pollution factors for waste and wastewater. Therefore, in order to prevent improper disposal of waste in the plant or at the stage of waste storage, removal, and treatment, which will produce odor, which will seriously affect the environment, cause soil pollution and threaten irrigation water, etc；This project assists in the implementation of the control checking counseling work of the county’s management business, animal husbandry, reuse agencies, removal agencies, and processing agencies to improve the quality of the county's living environment. In summary, waste treatment and waste and sewage control are controlled through point, line, and surface management methods, and this case is through waste flow tracking management methods to conduct waste treatment and waste sewage inspection and flow management, because It is a combination of different management modules, which can strengthen the management of the overall environment, so it is necessary to implement this case. The period of the final report is from April 1, 2020 to March 31, 2021. The following will explain the results of the implementation during the period.
During the implementation period, the wastewater (sewage) inspection of the livestock farms (80 pieces), the wastewater inspection of the reuse mechanism (81 pieces), auditing of the clear agency vehicle real-time tracking system (GPS) (12 times), blocking inspections of clearance agencies, processing agencies, reuse agencies, or cargo transportation vehicles(25 trips), the wastewater energy inspection of the processing agencies (14 pieces), self-checking the declaration situation (240 times) in June, September, and December 2020 and in March 2021.
7 sites on the list of illegal abandoned had been provided by this project on April 15, 2020；EPA added 8 illegally abandoned sites to the list in October 2020；Including the original 7 sites, there are a total of 15 listed sites; In accordance with the regulations of labor procurement and performance of the contract, the implementation of this project is to inspect the listed sites once every 2 months. During the current implementation period, the inspection of illegal abandoned sites was carried out from April 2020 to February 2021 to continue following up inspections and records every 2 months.
The number of cases assisted in the review during the implementation of this plan is explained as follows: 1. A total of 752 review of applications for the disposal of industrial waste disposal plan, 2. A total of 94 review of removal agencies, processing agencies, and input and output application cases, and 3. A total of 85 applications of GPS removal machine tool were reviewed.
During the project period, implement a total of waste edible oil inspections (180 times), 2 related briefing sessions, 4 implementation progress report meetings, construction of pollution source types and data (12 times), and 14 points of waste sewage sampling by public institutions analysis operations, 12-point sampling of illegally abandoned sites or analysis operations of business units, rent 2 wifi sharing devices (including network) and 500 promotional materials. The above execution content is in compliance with the requirements of the project's performance specifications.
Finally, by compiling statistics on various types of industrial waste, assist Yunlin County EPB to effectively grasp and control the output and flow of non-managed enterprises and industrial waste within its jurisdiction, and reduce the incidence of illegal incidents.
