109至110年度汽車空氣污染物驗證核章作業暨新車污染管制資料庫整合專案工作計畫

中文摘要 本計畫主要分為:進口車核章作業、國產車核章作業、系統維護操作及相關政策與其他配合工作等四大工作方向,執行汽車空氣污染物及噪音驗證核章與相關管制作業。民國(下同)109年(西元2020年)完成進口汽車申請驗證核章件數共33,306件,小計251,769輛。其中包含汽油車188,773輛(含油電34,685輛)、柴油車17,644輛(含油電261輛)、機車39,107輛(含油電24輛)及電動小客/貨車6,245輛。110年進口汽車完成33,501件申請,小計249,415輛。其中包含汽油車170,766輛(含油電42,636輛)、柴油車20,517輛(含油電447輛)、機車51,166輛、電動小客/貨車6,919輛及電動機車47輛。   109年國產車驗證核章資料傳輸,完成1,192,817輛。其中汽油車213,430輛(含9,986輛油電),柴油車21,176輛(含24輛油電),機車854,869輛,電動車103,342輛(含小客/貨車52輛、大客/貨車80輛及機車103,210輛)。110年國產車驗證核章傳輸、建檔作業,已完成1,054,327輛。其中汽油車221,446輛(含16,881輛油電),柴油車27,568輛,機車713,936輛,電動車91,377輛(含小客/貨車82輛、大客/貨車231輛及機車91,064輛)。   計畫持續跟進各項新車管制作業,確保新掛牌之汽車皆符合排放標準。近年環保署機車污染管制由五期、六期再到七期,大幅加嚴新車排放標準,使107年起機車各項污染物之平均審驗值均有大幅下降的情形。汽、柴油車則於108年起開始逐步進入六期,較為可見的是柴油車因NOx大幅加嚴平均審驗值有顯著下降。   政策配合工作事項方面,為使汽車驗證核章工作順利推動,計畫協助維護、增修「汽車空氣污染物驗證核章管理系統」、彙整各污染審驗合格證明與法規測試單位資料於「新車管制資訊管理系統」。每年更新、編修相關核章須知及系統操作手冊,以利申請核章業務民眾與相關單位瞭解核章業務推動內容。本年度亦配合關務署「跨機關車輛資訊整合創新服務平臺」建置專案,將環保署核章作業程序即時同步至該平臺,民眾在此單一平臺即可查詢各主管機關作業狀況。並透過持續改善與優化相關系統功能與作業流程,以落實法規管制、簡政便民及提升行政效率等目的。

The project of vehicle air pollution emission certification and authorization, and integration of new vehicle pollution emission certification and verification database

英文摘要   There are 4 main tasks of this project:certification and authorization of emissions and noises compliance verification for imported vehicle; certification and authorization of emissions and noises compliance verification for domestic made vehicle; project related new vehicle pollution emission verification system maintenance and operations, and coordinating with competent authorities for the related policy implementations. In 2020, there are 251,769 imported vehicles reviewed by 33,306 applications. The vehicle numbers are composed of 188,773 gasoline engine vehicles, 34,685 hybrid included, 17,644 diesel vehicles, 261 hybrid included, 39,107 motorcycles, 24 hybrid included, and 6,245 pure electric cars. As to domestic made vehicles, the total 1,192,817 composed of 213,430 gasoline engine vehicles, 9,986 hybrid included, 21,176 diesel vehicles, 24 hybrid included, 854,869 motorcycles/scooters, 52 electric cars/vans, 80 electric buses/trucks, and 103,210 electric motorcycles/scooters.   In 2021, there are 249,415 imported vehicles reviewed by 33,501 applications. The vehicle numbers are composed of 170,766 gasoline engine vehicles, 42,636 hybrid included, 20,517 diesel vehicles, 447 hybrid included, 51,166 motorcycles, 6,919 pure electric cars, and 47 electric motorcycles/scooters. As to domestic made vehicles, the total 1,054,327 composed of 221,446 gasoline engine vehicles, 16,881 hybrid included, 27,568 diesel vehicles, 713,936 motorcycles/scooters, 82 electric cars/vans, 231 electric buses/trucks, and 91,064 electric motorcycles/scooters.   All the measures we take are about to ensure every vehicle would comply with EPA’s emissions and noise standards and fulfill the completeness of EPA’s emission control requirements. The project continuously work on functional upgrade, data update and system maintains of the online application systems: “EPA Vehicle verification system for Imported Vehicles”,” EPA Vehicle verification system for Domestic Vehicles”, and integrated the data to “New Vehicle Certifications and Verifications Database of pollution emissions”. In addition, we edit and update the guidelines for application processes and system operation manual periodically, which can help applicants and competent authorities a quick understand to recent update of regulations and differences in application process.   The project also cope with Customs Administration on their new platform, synchronize our data to this platform to help applicant know all the The applicant and all public can check their application status of all the competent authorities on this single platform. Throught the continuous improvement and optimization of the online application system and relevant functions, the goal of application process simplification and the administrative efficiency improvement could be achieved.
