109年度桃園市資源回收工作綜合計畫(資收工作計畫)

中文摘要 本計畫辦理環保署推動執行機關加強辦理資源回收工作績效考核工作,統計至109年12月15日已取得154.04分,資源回收率為59.66%;在辦理會議方面,已完成12場次委辦計畫業務檢討會議、8場次中隊推動資源回收工作檢討會議;在辦理宣導活動方面,已完成10場次漁港媒體宣傳車資源回收宣導,44場次永安漁港及竹圍漁港設置常設資源回收站宣導/兌換活動,共計3230人次參與,47人完成兌換活動,回收929.6公斤資收物,辦理43場次結合企業、賣場、學校辦理資源回收宣導活動,7場次新住民或外籍勞工資源回收宣導,共計4514人次參與,另於大專院校及高中職校分別辦理1場校際資源回收實地標竿學習活動,讓各校老師參訪績優學校,交流分享資源回收執行經驗;在查核巡查方面,完成三次13區中隊資源回收相關報表數據查核,12場漁港資源回收設施維護狀況巡查,協助大隊掌握桃園市資源回收成效及漁港回收點位狀況;在辦理資源回收競賽方面,辦理完成35所高中職及17所大專院校資源回收校際競賽,共計9所大學、18所高中職獲得獎勵,辦理國民中小學校園回收廢乾電池暨資訊物品競賽活動,共計有92家國中小學參與,回收廢乾電池及可攜式電腦、鍵盤等資訊物品1322公斤;在提報環保署考核成果資料方面,所有項目皆於考核規定提送時間內提送,如第一、二、三季港口資源回收調查彙整表、上半年度一般廢棄物減量措施執行辦理成果及其他相關資收成果;在其他協助事項方面,蒐集彙整桃園市內資源回收、廢棄物再利用相關活動或競賽訊息60則,其他縣市競賽活動77則,協助大隊辦理完成108年度環保署複核會議,109年度實地現勘行程,協助強化復興區農藥廢容器及廢包裝袋之收集、清運作業,並提報執行作業成果,辦理4車次資源回收物垃圾分類組成分析,提報相關成果,以作為後續改善資源回收方式數據參考,制訂110年各區中隊垃圾減量、資源回收績效評比考核計畫及110年度資源回收「亮點」工作及目標,以協助大隊達成110年度署考核目標;在創新作為方面,彙整本市資源回收成果製作資源回收宣導短片,透過媒體播放方式向民眾宣導資源回收作為;結合桃園捷運於捷運站、捷運車廂上撥放資源回收宣導影片,宣導人數達93萬人次,結合遊覽車公會於遊覽車上辦理資源回收宣導,向外來遊客宣導資源回收環保行為,共計1961人次參與;延續108年校園創新作為調查,今年結合10間大專院校辦理校園誤投率調查,各校誤投率自最低0.64%至最高17.48%,校內誤投資收物以紙容器類為最多,將調查數據提供各校,並協助學校加強紙容器回收宣導。

2020 General Recycling Program for Taoyuan City

英文摘要 This project promotes executive agency to strengthen the performance evaluation of resource recycling as requested by the Environmental Protection Administration. According to the statistics up to November 20, 2020, a score of 154.21points was received, achieving a resource recycling rate of 59.66%. In terms of the meetings, 11 review meetings for the commissioned projects and 8 review meetings for promoting resource recycling work by the squadron have been completed. With regards to the promotional activities, 10 sessions of resource recycling promotions carried out by fishing harbor advertising vehicles and 38sessions of promotional/exchange activities for setting up permanent resource recycling stations at Yongan and Zhuwei Fishing Harbors have been completed, with a total of 2700persons participating in the events; 47persons engaged in the exchange activities; and 929.6kg of materials being recycled. In addition, 42 sessions of resource recycling promotional activities in collaboration with enterprises; stores; as well as schools, and 7sessions of resource recycling promotional activities for new immigrants or foreign workers were conducted, with a total of 4,402persons participating in the events. Moreover, one resource recycling benchmarking and field learning activity for universities, colleges and high schools were conducted respectively, allowing teachers to visit schools with outstanding resource recycling performance to exchange and share experience. For checking and inspection, three inspections on the resource recycling data and reports of the 13-districtsquadrons, and 11 inspections on the maintenance status of fishing harbor resource recycling facilities were completed, assisting the Division to get hold of the resource recycling performance in Taoyuan and the status of the fishing harbor recycling locations. In terms of organizing the resource recycling competition, inter-school resource recycling competitions between 35 high schools and 17colleges/universities were conducted, with a total of 9 universities and 18 high(vocational) schools receiving the rewards. Furthermore, inter-school competitions in the recycling of waste batteries and information technology products for elementary and middle schools were organized. A total of 92elementary and middle schools participated in the events, and 1322kg of waste items such as dry batteries, portable computers, and keyboards were recycled. For the submission of the results required for the assessment conducted by the Environmental Protection Administration, all items were submitted within the specified date, such as the summary table for the harbor resource recycling survey in Q1;Q2; and Q3, the implementation results of general waste reduction measures in the first half of the year, and other related resource recycling results. With regards to other assisting work, 56news on resource recycling and waste reutilization activities and competitions in Taoyuan, and 71news on related competitions in other counties and cities were collected and summarized, assisting the Divisionin completing the 2019 Environmental Protection Administration review meeting. The 2020 on-site audit helped strengthen the collecting and cleaning operations of pesticide waste containers and waste packaging bags in the Fuxing District, and the results of the operations were reported. The composition analysis of the 4 truck-load of recycled wastes was conducted, and the results were reported, serving as a reference for improving the resource recycling method in the future. Moreover, the 2021 waste reduction and resource recycling performance evaluation plans for the squadron of each district as well as the 2021 resource recycling "priority" tasks and targets are determined to assist the Division in achieving the 2021 assessment goals as required by the Environmental Protection Administration. In the aspect of innovation, the resource recycling results of Taoyuan were compiled to produce a promotional short film for resource recycling, promoting related measures to the public through media broadcasts. In collaboration with the Taoyuan MRT, the resource recycling short film was broadcasted inside the Taoyuan MRT stations and MRT cars, reaching a total of 930,000people. In addition, by collaborating with tour bus association, promotion of resource recycling was conducted on tour buses to introduce resource recycling and environmental protection related measures to the tourists, with a total of 1,961persons participating in the events. Following the 2019 survey of innovative recycling measures in schools, the survey on mis-classification in recycling for 10 colleges/universities was conducted this year. The rate of mis-classification ranged from the lowest of 0.64% to the highest of 17.48%, with paper container as the major item of mis-classification in schools. The survey results were provided to schools, and assistance in strengthening the promotion of paper container recycling was provided.
