This project conducted from January 1, 2019 to December 31,
2020. It is a two-year project and has continuity. The auditing
and certification include certificated volume auditing,
irregular examination, operating procedures. The auditing
targets focus on north of Taichung, including Keelung, Yilan,
Nantou’s wasted vehicle recycling agencies who are qualified as
subsidized institution. Since September 1, 2020, the executive
team had changed from Taiwan Tip Top Consultant Co. Ltd to
E-TITANIUM INTERNATIONAL INC.. To fully present implementation
results, the statement of the handling situation includes the
execution period of the original project (from January 1, 2019
to December 31, 2020), even though E-TI consultant company only
executes from September to October, 2020.
The work items listed in project contract have all been
accomplished. Among them, the auditing and certification of
wasted motor vehicles shall be carried out respectively for
1,114 inspections of engine certification and auditing and
certification of wasted vehicle body impurities. According to
the statistics of wasted motor vehicle certification recycling
volume, there are 175,515 wasted vehicles and 486,024 wasted
scooters. A total of 107,899,008 kilograms of wasted ve hicle
body certification. The export certification was checked as
138,679 wasted vehicles and 223,851 wasted scooters. Prevented
overpayment of subsidies and saved 2,188,445 NT dollars in
subsidies. Assisted the subsidized institutions in application
and changing in 11 times. Among them, the recycling agencies
newly established 3 times for review, 5 times completed the
changing application, and another 3 times the recycling agencies
applied for abolition. In addition to auditing procedures, it
also includes various certification documents, results report,
procedure analysis, and manual revision.
According to the results of the implementation to judge
the recycling agency's field management, through the recycling
waste auditing and certification operation manual, and
incorporate it into the self-management form application, it is
expected to improve the agency's independent management ability
and effectively reduce the occurrence of abnormal events.
