中文摘要 成果摘要完成日期:109年11月5日 一、中文計畫名稱:108年度花蓮縣河川揚塵預警、宣導及改善推動計畫 二、計畫契約書編號:EPB1080052552 三、執行單位:日揚環境工程股份有限公司 執行單位住址:花蓮市忠義一街32號 執行單位電話:03-8246028 四、計畫主持人(包含共同主持人):林世欽 五、契約簽約日期:108年10月25日 六、執行結束時間:109年10月24日 七、中文摘要關鍵詞: 花蓮溪、立霧溪、秀姑巒溪、河川揚塵、裸露地、風飛砂、粒狀物、TSP、PM10、自動監測、緊急應變 八、中文成果摘要: 本計畫自合約簽約日108年10月25日執行,截至109年10月24日止,計畫共執行366日,工作成果提報摘要如下: (一) 河川易揚塵裸露地清查 進行每月1次例行性巡查目前共執行12次(108年11月~109年10月),花蓮溪、立霧溪與秀姑巒溪沿線易產生揚塵之裸露地,花蓮溪流域裸露地17處,立霧溪流域裸露地2處,秀姑巒溪流域裸露地4處,共計23處,每月每處填寫巡查記錄表並予說明河床變化情形,今年度花蓮溪增加27公頃綠覆蓋面積,立霧溪於富世橋下游增加0.09公頃綠覆蓋面積,秀姑巒溪高寮大橋北側增加漁塭式水覆蓋5公頃,大禹堤防增加梯田式水覆蓋6公頃,本計畫每月紀錄現場裸露地情形,並同時建置裸露地資料庫系統。 (二) 砂石業者巡查 每月1次例行性巡查花蓮溪與秀姑巒溪沿線砂石業者,花蓮溪流域14家、秀姑巒溪流域4家合計18家次,目前共執行各12次巡查作業(108年11月~109年9月),完成砂石場巡查共216家次,各業者皆執行定時灑水、維護洗車設施正常操作及出入口清潔,本計畫於每月10日前提送前月砂石業清冊與巡查紀錄表。 (三) 揚塵預警系統維護 本計畫於立霧溪、花蓮溪與秀姑巒溪監測系統,每月固定進行相關設備檢查及保養工作,使設備正常運作。維護紀錄表將隨同每月工作月報於10日前提送至局內備查。 (四) PM10自動監測 懸浮微粒24小時監測自契約完成日至契約結束止,監測數據輸出為至少每小時1筆數據,扣除設備維修、網路異常等因素後,監測期間數據有效率至少在90%以上,計畫執行期間108年11月至109年10月24日止,立霧溪新城站有效率為99.55%,花蓮溪壽豐站有效率為99.18%,秀姑巒溪玉里站有效率為99.78%。且將逐時監測數據建置於上述網頁提供查詢,自動監測站數據分析報告紀錄表將隨同每月工作月報於10日前提送至局內備查。 今年度3測站,測得PM10最高值分別為立霧溪108年11月19日13時測得210g/m3當時發生河川揚塵,花蓮溪108年11月19日測得551g/m3當時未發生河川揚塵,秀姑巒溪108年12月12日測得128.45g/m3當時未發生河川揚塵。 108年11月19日花蓮溪PM10監測研判當日風勢較大粉塵吹入儀器中,使得數據升高之原因為當時為計畫執行初期,計畫人員無相關處理經驗,經現場勘查確認無揚塵情形後與檢測公司聯繫進行故障排除與重新校正後,儀器得以恢復正常功效。 (五) 道路洗掃作業 於河川揚塵好發期配合辦理洗街作業,降低揚塵對民眾健康的危害,洗街地點分別為新城鄉、壽豐鄉以及玉里地區,於揚塵發生時進行主要道路洗街作業,本年度須執行洗街5,400公里,推廣業者認養洗街600公里,年度洗街總長度為6,000公里以上,至10月24日,執行洗街共5,438.5公里,執行進度100%,推廣業者認養洗街600公里,結至10月30日達4,673.297公里,達成率超過100%完成預定目標。 (六) 花蓮地區河川揚塵事件緊急應變演練演習 109年3月25日邀集立霧溪河川管單位及縣府相關局處及各協助演練單位,假立霧溪出海口旁進行「河川揚塵預警防護演練」。模擬河川發生揚塵之狀況,藉由各級應變單位參與實況演練,加強熟悉事件發生之通報流程及權責分工,以達揚塵日時應變之成效。 (七) 花蓮地區河川揚塵影響範圍劃定(ISCST模擬) 本計畫依流域不同來作個別分級劃分,再根據自動監測濃度、風向、風速資料及ISCST作的模擬推估影響範圍與程度。 (八) 近5年監測數據分析 藉由統計各測站從104年至108年,每月平均測值,可觀察較長期的趨勢曲線與特性,顯示各測站因季節不同而呈現較明顯的趨勢。如圖1至3所示,各監測站在進入秋季後都於9月份測值曲線普遍有上升趨勢,在10月達該年度最大值,空氣品質快速下降,而從2月之後趨於平緩,由歷年統計發現秋季發生揚塵事件的機率確實有明顯增加。 進入秋季後新城測站、壽豐測站與玉里測站三處測站因受東北季風影響,造成PM10濃度上升的機會較大。此三處測站較為相似,但壽豐測站、玉里測站略高一些,因監測站架設於河床旁,所受河川揚塵影響較直接,而影響PM10濃度日平均值。透過中央氣象局的氣象資料,107年及108年夏季花蓮地區降水日數>=0.1毫米每月平均12日,日照時數每月平均約183.7小時,因降雨天數較少加上日照時間長,使裸露地含水度降低,秋季(9至11月)揚塵機率相對夏季(6至8月)月份為高。 (九) 河川裸露地揚塵防制工法評析 近年來第九河川局於管理之花蓮溪及秀姑巒溪,採用過多種揚塵防制工法,由早期單一工法逐年累積經驗後,近年優先考量較適應當地地形地勢之複合式工法,如綠覆蓋、攔沙石籬及種植防風林等,排除效果較差之工法,再以水覆蓋工法提升改善裸露面積,除降低成本亦可提升揚塵防制效益,且希望連結河床綠覆區域與河岸兩側綠帶,將花東縱谷塑造成生態綠網、藍綠逢補廊道之目標與願景,值得其他河川管理單位借鏡學習。 (十) 歷年揚塵事件分析 經分析104年~108年揚塵事件日,風速對於懸浮微粒的影響發生河川揚塵之因素包含1.風速2.風向3.裸露面積較大4.氣候乾燥,由近年揚塵事件日資料顯示,本縣平均風速達4.5m/s可能發生河川揚塵,相對溼度低於70%發生揚機率較大,揚塵事件日多發生於秋、冬季東北季風盛行季節,雖氣溫較低但仍可能發生河川揚塵,故氣溫與河川揚塵較無相對關係。 (十一) 河川揚塵教育宣導會 巡迴村里、社區、校園或巡守隊辦理教育宣導會,今年度已辦理完成4場次: 1.108年12月17日假秀林鄉富世國民小學辦理第一場次教育宣導會全校師生共83人參加。 2.109年3月19日假鳳林鎮南平里辦理第二場次教育宣導會,邀請鄰近民眾,共46人參加,本場次進行宣導問卷填寫前測及後側,其中河川揚塵監測站架設,前測僅14人知道相關訊息,經宣導後知道相關訊息人數增加至33人。權責分工部份前測時有20人知道「環保單位」負責監測、預警及宣導,經宣導後了解 「環保單位」負責監測、預警及宣導提升至40人。 3.109年8月19日上午假瑞穗鄉迦納納部落,辦理第三場次教育宣導會,邀請鄰近民眾共61人參加,本場次進行宣導問卷填寫前測及後側,其中『清淨空氣行動計畫(104年至109年) 』中推動河川揚塵防制中「環保單位」權責劃分為何,前測僅32人勾選正確,經宣導後知道相關訊息人數增加至56人。 4. 109年8月19日下午假光復鄉大同社區辦理第四場次教育宣導會,邀請鄰近民眾共63人參加,本場次進行宣導問卷填寫前測及後側,其中『清淨空氣行動計畫(104年至109年) 』中推動河川揚塵防制中「環保單位」權責劃分為何,前測僅32人勾選正確,經宣導後知道相關訊息人數增加至61人。 (十二) 網頁維護更新 每月5日前進行「花蓮縣河川揚塵預警通報平台」與環保署「河川揚塵防制推動資訊網平台」網頁資訊更新及維護,更新之項目為每月辦理活動訊息、本計畫監測站即時監看數據後台之維護及上傳計畫執行成果資料,完成計畫期程共12個月份網站資料更新。 (十三) 創新作法 本計畫於108年11月30日提送「立霧溪即時監視」及「洗掃車有感宣傳」,做為本年度之創新作為至局內核備,經環保局核定後,立霧溪監視器已於109年1月29日完成設置,1月30日至10月24日止立霧溪共進行269天預報,預測為黃燈等級(待命應變,可能發生河川揚塵) 共11天,依環保局河川揚塵標準作業程序,須於預報待命等級當日上午及下午分別前往該河川確認是否發生河川揚塵情形,以本公司前往立霧溪往返單次車程60分鐘計算,今年度架設立霧溪監視系統,共節省1,320分鐘車程及660分鐘河川揚塵應變時效。 本計畫於108年12月開始執行有感洗街,派遣洗街車作業時請車輛以廣播方式播放語音檔,除可提醒村民注意揚塵;另車斗外側邊懸掛紅布條,提醒村民花蓮環保局正協助抑制揚塵或道路清洗作業中,向村民宣傳環保局正積極進行抑制揚塵做為。 計畫人員於109年9月26日、9月28日及9月29日於立霧溪楊塵影響較為嚴重之秀林鄉富世村與新城鄉新城村邀請於當地民眾進行問卷調查共100份,問卷填寫之民眾新城村21人,富世村79人,共有86人於當地居住超過10年以上,新城鄉問卷填寫之民眾對於環保局為降低河川揚塵揚塵進行監測、道路洗街等管制作為之滿意度問卷調查,有12人覺得非常滿意、34人覺得滿意、35人覺得普通、10人認為不滿意、9人認為非常不滿意。 (十四) 揚塵預警通報系統 本計畫PM10自動監測站設置於花蓮溪、立霧溪及秀姑巒溪,進行監測河川揚塵濃度變化,監測站採樣每小時PM10達126 μg/m3以上,即發送預警通報簡訊,若濃度達600μg/m3且持續兩小時以上,立即啟動應變機制。 另每日依氣候條件進行未來三日立霧溪、花蓮溪及秀姑巒溪揚塵預警評分,將總分區分為綠、黃、紅三等級: 1. 綠色等級0~19分-發生河川揚塵機率偏低,無需作為。 2. 黃色等級20~26分-有發生河川揚塵之虞,前一日透過通訊軟體通報相關單位待命,當天上、下午請志工或本計畫人員現場檢視有無揚塵情形,若有揚塵請相關單位進行抑制揚塵相關作為。 3.紅色等級-27分以上,或發生揚塵機率高(黃燈25-26分) 前一日請地方電視台進行跑馬燈託播,提醒鄰近揚塵河段附近居民進行防護工作。 統計從11月1日至10月24日,本計畫進行揚塵預測共計358天,總共進行1,074點次預測,其中綠燈1,012點次,黃燈待命應變61點次,紅燈1點次,除11月18日立霧溪及3月12日秀姑巒溪預測綠燈,但發生揚塵預測錯誤外,其餘點次綠燈預測皆準確預測。 (十五) 汛期前後購置衛星影像圖 為掌握本縣易揚塵河川裸露地變化情形,本計畫於依109年汛期前(2月及3月)與汛期後(5月及6月)分別購置衛星影像圖,紀錄今年度河川裸露地變化情形,109年汛期前立霧溪乾裸露地面積206.1公頃,汛期後減少至185.9公頃。花蓮溪汛期前乾裸露地面積1511.9公頃,汛期後減少至1063.1公頃。秀姑巒溪汛期前乾裸露地面積639.8公頃,汛期後減少至557.8公頃。 九、計畫本期完成比率:99.9% 十、計畫本期控管比率:99.9%
