In order to lessen the impact of black smoke emission from diesel vehicles on the air quality, Environmental Protection Bureau of Taichung City Government continue the project of "Inspections of Diesel Vehicle Emission and Illegal Diesel Oil" to conduct the quality control of diesel vehicle emission, diesel oil and associated works. The reduction of black smoke emissions from diesel vehicles and the management of illegal diesel oil are the focus of this year. The working items include smoke emission dynamometer inspection, roadside inspection, visual inspection of high-pollution vehicles and illegal oil inspection, associated with the Taichung Harbor control project, self-management of diesel vehicles, license plate recognition system, and vehicle emissions inspection & maintenance (I/M) program.
The testing results indicate that167 of 6,322vehicles (2.6%) failed under full-load smoke emission inspection in the smoke emission dynamometer station; 106of 579 vehicles (18.3%) failed in road inspection/no-load inspection station. The sampling tests of diesel oil were25 of sulfur content. The elimination old diesel vehicles application document accepted 1,153pieces and47 pieces of diesel particulate filter application.
In order to understand the proportion of roadblocks and visually judging the high-pollution vehicles in each section, when performing diesel roadside inspections and visual inspection smoke inspection operations, with a group of mobile license plate recognition systems, screening operations for high-pollution vehicles have been completed 274 times. For high-pollution vehicle screening operations,overall, no matter whether it is the roadside blocking inspection or the location of the visual judgment operation, the proportion of high-pollution diesel vehicles is about 30%.
In terms of quality assurance, in order to ensure the inspection quality of the inspection station, the correlation test of the quality assurance vehicle was completed with ARTC on June 30, 109. The test results were in compliance with the specifications. In addition, the TAF was completed in August and October, respectively. External audit and complete improvement based on committee members’ opinions.
In order to encourage passengers and freight operators, clean vehicles and school buses in the jurisdiction to regularly maintain, maintain and inspect on site, promote self-management and warranty inspection and a system, and have issued 6,279 diesel vehicle self-management passes
To safely guard residence health, protect living surroundings and improve the life quality, Environmental Protection Bureau of Taichung City strengthens the control of diesel vehicle emissions to reduce mobile pollution sources to achieve clean environment.
