The task team carried out "The Project Plan on Guidance of Waste Paper Tableware Recycling-Friendly Stores of Pingtung County in 2020". The execution period is from April 23 to December 31 of 2020. The results of final report are counted until December 15 of 2020. The quantitative targets of each work item have been completed. The implementation results of the plan are summarized as follows:
1. Make an inventory of the cafeteria and bento shops operating within the jurisdiction of Pingtung County.
A total of 415 businesses were checked. When performing operations of making an inventory, according to the listing and controlling conditions, "The store provides seats and disposal paper tableware (including cups, bowls, plates, dishes, lunch boxes, paper tableware in the lunch box) for customers to eat on the spot after ordering, and sell bento, lunch boxes and other fixed dishes are also included, and the selling location is in the building". Those who meet the above-mentioned conditions will be listed and included in the guidance objects of setting up waste paper tableware sorting, stacking and recycling facilities. The task team completed the operations of making an inventory before June 30 of 2020. According to the listing and controlling conditions, 415 businesses were checked, among which 204 businesses met the requirements for listing and controlling, and the remaining 204 businesses did not.
2. Coach 5 waste paper tableware recycling-friendly stores as demonstration operators
This project needs to coach 5 waste paper tableware recycling-friendly stores as demonstration operators. According to the instructions of the Environmental Protection Bureau, Pingtung County Government (PTEPB), the task team has completed the guidance of 7 businesses, including Shanghai Vegetarian Restaurant, Youyi Vegetarian Restaurant, Tianxi Vegetarian Cafeteria, Qiaoxiangyuan Cafeteria, Xiuyu Vegetarian Restaurant, Shangde Vegetarian Cafeteria and Qingzong Cafeteria, as the demonstration operators of waste paper tableware recycling-friendly stores. The task team went to the store to explain the reasons to the operators for the government's policy to promote “Waste Paper Tableware Recycling-Friendly Store", and also asked the operators to do their part for the earth and cooperate with the policy for waste paper tableware recycling. The site is configured according to the current situation in each store, and the location of the waste paper tableware recycling facility should be set up near the entrance and exit of the store. Trash bins and food waste bins should also be provided. Guide the restaurant operators about the sorting and stacking measures for waste paper tableware recycling facilities. Overall guiding the restaurant operators set up the recycling facilities for waste paper tableware, and the specifications are not lower than those specified by the Environmental Protection Administration (EPA).
3. Coach the restaurant operators of Pingtung County to set up the sorting and stacking recycling facilities for waste paper tableware in accordance with regulations and assist them in applying for subsidies.
After completing the checks of cafeteria and bento shops in Pingtung County before June 30, the task team coordinates with the Joining Subsidy Program for the waste paper tableware recycling-friendly stores of the EPA of the Executive Yuan since July 1, 2020 and assists the listed restaurant operators to obtain the application form for joining subsidy from the PTEPB.
There are a total of 204 listed and controlled stores in Pingtung County, among which 94 stores have completed setting up the waste paper tableware recycling facilities and 110 stores have not applied for subsidies. The task team coached each stores 5 times, including on-site coaching and on-telephone guiding. Among them, 68 stores said that they will wait for the announcement of the regulations and then set up according to the regulations, 12 stores are still evaluating their own setting locations and methods, 4 stores indicated that they will consider switching to eco-friendly tableware after the announcement of regulations, 3 stores will change to not providing to eat in after the regulations are announced (the number of dine-in tables was small), 4 stores will change the current recycling facility to comply with the standardized model specified by EPA, and 19 stores is setting up in progress.
The stores have not applied for subsidies or set up their own recycling facilities can only be handled through guidance because the regulation is not mandatory. All stores have also obtained the information that the future regulations will mandate the installation of waste paper tableware recycling facilities. Therefore, after the future regulations specified by EPA is passed, all businesses can install immediately after notification to comply with regulations.
In addition, the task team assisted the PTEPB in carrying out 4 electronic media and 5 mass transportation media publicity, and strengthened the advocacy promotion of the new action of "cleaning, sorting and stacking" for waste paper tableware.
4. Print the "Waste Paper Tableware Recycling-Friendly Store" promotional posters and logo stickers, and record the waste paper tableware sorting promotional voice.
This plan is based on the design files provided by the EPA to print waste paper tableware recycling promotional posters and "Waste Paper Tableware Recycling-Friendly Store" logo stickers for distribution. The promotional posters are printed in A3 (42 29.7 cm) size, and request the restaurant operators to post them in obvious places around the waste paper tableware recycling facility. The sticker should be posted at the entrance of the store. Promotional posters and logo stickers are printed with waterproof materials to reduce the rate of damage. After interviewing with the restaurant operators, they have all recommended recording in Mandarin, a common language, which is more in line with the overall public cognition. Therefore, the voice will be recorded in Mandarin for the restaurant operators to broadcast.
5. Handle 3 sessions for waste paper tableware recycling-friendly stores activities.
In conjunction with the taxation promotion activity of the “Ping-An Tax Month” on September 19 (Northern Pingtung Fair), the number of participants was 1,500. Coordinate with the Pingtung Sports and Culture Season Event (Northern Pingtung Fair) on September 25 for publicity. The publicity venue is Pingtung County Gymnasium. The publicity objects are citizens of Pingtung City and students, teachers and parents of Pingtung County. The number of participants was 1,800. In conjunction with the Double Ninth Festival Gala (Central Pingtung Fair) at the Kindness Temple of Xinyuan Township on October 23, the propaganda objects are residents of Xinyuan Township, with 650 participants. In conjunction with “Do Resource Recycling Together” promotion activity in Linbian Township (Southern Pingtung Fair) on October 24, the advocacy objects are the residents of Linbian Township, with 700 participants. In each activity, the public should do a good job of "cleaning, sorting, stacking", recycling clean and tidy, to promote the recycling of waste paper tableware. A simulated paper tableware recycling facility was set up in a simulated sales store, and prepare lunch boxes (paper tableware), general garbage, and kitchen waste. The staff of this team play the role of store operator, and the people as the guests, and use role-playing games to educate the people to achieve the effect of entertaining in education and strengthen the awareness of the public.
