109年全國水環境巡守隊運作輔導及培力計畫(南區)
| 中文摘要 | 為協助南部七縣市經營河川巡守隊，長榮大學河川保育中心於今年度透過縣市訪查輔導、民眾參與流域環境管理經驗交流討論會議等方式來促進縣市經驗交流及討論經營河川巡守隊的困境與解決對策，並透過增能活動、種子教師培訓來協助縣市辦理巡守隊教育訓練工作。為持續協助整合民間河川守護能量參與河川流域環境管理規劃，河川保育中心於今年度召開三次重點河川污染整治民間討論會，整合各民間團體意見，提案至環保署之跨單位河川整治聯繫會議，且協助推動水環境巡守隊投入畜牧業巡檢、沼渣沼液農田肥分使用推廣，共同協助改善污染源源頭減量。今年度南區計畫亦負責調整縣市經營水環境巡守隊績考評指標及優良水環境巡守隊評選指標，協助環保署對全國各縣市水環境巡守隊經營的績效考核工作。 本計畫完成南部七縣市現地訪查工作；完成3場次重點河川污染整治民間討論會議，總參與人次103人；完成巡守隊增能教育課程（總參與人數52人）及種子教師培訓營（總參與人數41人）；完成縣市經營水環境巡守隊績考評指標及優良水環境巡守隊評選指標，並協助環保署編定109年度全國水環境巡守隊經營工作手冊；完成「縣市經營水環境巡守隊指引」及「運作水環境巡守隊指引」初稿；完成3場次108年度優良巡守隊座談會（總參與人數124人）；完成水環境領域女性楷模故事初稿。其他計畫工作，如運作河川保育中心經營重點河川民間守護團體、聯繫南區各縣市環保局主管科人員皆持續進行，發揮河川保育中心在地協調的功能。 為進一步強化民眾參與意願及效率，本計畫建議未來持續擴大推動水環境巡守隊制度，並促進民間巡守隊網絡協助各項水污染管制策略（包含沼液沼渣農田肥分使用、認養水質淨化場域作為環境教育及特色發展）、促進跨縣市河川召開河川污染整治民間討論會議、辦理擴大巡守隊大會以促進水環境巡守政策的能見度及跨縣市巡守隊的交流。 | ||

2020 Promoting Public Participate on Water Environment Watch and Training Programs in Southern Taiwan
| 英文摘要 | Being the regional center to assist the seven cities and counties in the Southern Taiwan to manage their river watch program, the River Restoration Center of Chang Jung Christian University promotes experience exchange among counties and cities, through on-site visits and consultations, as well as hosting workshop of public participation on watershed management. The center also conducts training course and seed-teacher workshop to assist local EPB to equip river watch volunteers with needed knowledge and skill. In order to integrate the local voices to the decision process of watershed management, the River Restoration Center also held three watershed public participation meetings for Erren River and ChiShui River, both are listed as the Priority River to be remediated. The conclusions of the watershed meetings are presented to the EPA-hosted Executive Meetings of River Pollution Cleanup Projects. To encourage the participation and recognize the long-term contribution, this project hosts the Southern Taiwan River Watch Commendation Conference. This year, the Southern Region Project is also responsible to modify the performance evaluation index of the management of River Watch program for local EPB and of the National Excellent River Watch Team. The project has completed all the above tasks, including EPB visitings, public participation meetings (with total particpants of 103), a training course (with total particpants of 52), a seed-teacher workshop (with total particpants of 41), and the performance evaluation index. To assist the program of water environment volunteer in both EPB and group leader levels, the project has compiled a ‘Water Environment Watcher Management Guidelines’ and a ‘Running a Water Environment Volunteer Group Guidelines’. The project also held three panel discussions for the 108 Excellent Water Watch Team (with total particpants of 124). An interview was made to a female role model and her story was written. The River Restoration Center has been continuedly operated to assist the communication among stakeholders, including NGOs and government agencies. In order to further strengthen the willingness of the public participation in the future, we suggest: (1) further extension of River Water Program to establish a comprehensive, strong public network for river protection, (2) involving the public forces in every pollution control measures, including recycling of treated swine wastewater to agriculture field as fertilizer, as well as adoption of water purification facilities for environmental education, (3) involving public voice in watershed management meetings, especially for the priority rivers, (4) holding river watch convention to increase the visibility and experience exchange among the river watch teams in the Southern Region. | ||
