我國本島民生水庫水質管理指標精進計畫

中文摘要 本計畫主要透過優養化比率高之水庫水質調查及藻類生長因子分析,探討現行水質營養狀態指標(CTSI)於我國民生水庫水質管理之適切性,並建立我國水庫(含淨水場)水質預警管理機制,最後研提「我國水庫水質管理指標精進說帖」,作為環保署未來精進水庫水質管理制度之參考,以提升水庫水質治理施政成效,保障民生用水品質。 研究結果顯示,四座代表性水庫(石門、寶山、鯉魚潭及湖山)優勢藻種四季多為綠藻及矽藻,但於夏季時(6~8月),寶山、鯉魚潭與湖山水庫熱分層現象顯著,可能分泌藻毒之藍綠藻生長潛勢升高。此外,藻數與葉綠素a濃度具高度相關(P=0.81)且經主成份分析,藻數與葉綠素a濃度具高度共變關係,葉綠素a適合作為國內水庫藻類生成潛能指標。水庫管理單位可改採用葉綠素a評估水質營養狀態。 目前國內水庫(含淨水場)藻華預警管理機制主要著重於藻毒事件預防及應變,水庫管理單位主要採取定期檢視水庫取水口藻華情形,而水場主要使用線上總有機碳(TOC)分析儀即時監測原水TOC濃度,以輔助判斷藻華發生與否。當藻華發生時,水庫主要採取調控水源或切換取水層,避免取到藻華原水給淨水場,水場則採取改變加藥方式及劑量(如加氯量或混凝劑量)或增加沉澱池清洗及濾池反洗頻率因應。綜上所述,我國民生水庫水質管理指標精進關鍵在於水質管理目標與指標選用目的須契合,水庫管理單位藉此可落實自主水質管理,環保署亦可透過飲用水管理體系中葉綠素a指標的加值應用,有效提升飲用水水質安全管理效益。 另一方面,本計畫製作完成我國民生水庫水質管理指標推廣資料,宣傳內容主要介紹我國民生水庫營養狀態指標、水質優養化成因與意義,以及水庫水質管理指標用途及效益;同時,提出我國「民生水庫水質管理指標精進說帖」及使用說明指引,主要闡述葉綠素a可作為水質管理精進指標之作用(水質營養狀態指標及水質安全預警指標),提供環保署未來指標推廣及提升水質管理效益之參考。

Water Quality Index Advancing Plan for Reservoir Management in Taiwan

英文摘要 The goal of this project is to investigate the suitability of Carlson trophic state index (CTSI) for the management of drinking water reservoir in Taiwan through the survey on water quality of high eutrophication potential candidates and the analysis of influencing factors towards algal growth. Then, the mechanisms of management in early warning of problematic water quality for reservoir and water treatment plant will be established. Finally, the draft of water quality index advancing plan for drinking water reservoir will be proposed. It is anticipated that Environment Protection Agency (EPA) would improve the effectiveness in water quality management for the guarantee of safe drinking water in the future based on the advanced mechanism in water quality management. The results of water quality analysis for four candidates (i.e., Shimen, Baoshan, Liyutan and Hushan reservoirs) showed that diatoms and green algae are predominant in each reservoir, while blue-green algae growth potential would increase at summer season (from June to August) for Baoshan, Liyutan and Hushan reservoirs where thermal stratification is particularly pronounced. In addition, algae density and chlorophyll a (Chl-a) are well correlated (P=0.81). Thus, Chl-a is proposed to be a proper indicator towards algal growth potential and water quality management for Taiwan reservoirs. The administration of reservoirs can use Chl-a as an alternative indicator to evaluate the trophic state of reservoir water. In Taiwan, the mechanisms of management in early warning of algae bloom for drinking water reservoir and water treatment plant mainly focus on the prevention of algae toxin event and its response. The administration of reservoir periodically takes a visual check if the algae bloom occurs, while water plant use on-line total organic carbon (TOC) analyzer to check TOC level and then judge the occurrence of algae bloom. As algae bloom occurs, the administration of reservoir would take action to change water source or water intake level to avoid algae-laden water supply to water plant, while water plant would adopt other dosing approach and dosage (e.g., chlorine and coagulant dosage) or increase the washing frequency of sedimentation tank and sand filter. In summary, the key point to improve the effectiveness of water quality index in reservoir management is the consistence in the goal of water management and the index selection. Then, the administration of reservoir can implement self-management in water quality, and EPA can also significantly improve the effectiveness of drinking water safety management through the value-added application of Chl-a index in drinking water quality management system. On the other hand, the promotion brochure of water quality index for drinking water reservoir management has been edited with the introduction of trophic state index, the cause and meaning of eutrophication and the purpose and effectiveness of water quality index. Meanwhile, “the draft of water quality index advancing plan for drinking water reservoir” and its guide book has been proposed for the promotion of the index as well as improvement in water quality management by EPA.
