Follow the framework of preliminary project, this project continues to analyze on 3 parts: to prepare the instrument of HAPs control of stationary sources, to analyze ambient levels for HAPs, and to develop the VOCs control tool for coating/paint and consumer products. During the project period, the drafts of emission standards for HAPs of stationary sources have been revised. The investigation of vinyl chloride and polyvinyl chloride manufacturer (10 plants) has completed to investigate the compliance. The revision of Control and Emission Standards of Air Pollutants for Vinyl Chloride and Polyvinyl Chloride Manufacturing are proposed based on the operational suggestions. Based on the analysis results of the VOC emission data of the past three years, the transportation related coating operations including marine, aircraft, rail, and heavy-duty trucks coating processes were chosen to be the designated processes for field visit (20 processes). In addition, the literatures of test procedures for the air to liquid volume ratio (A/L) of dispensing nozzles, including California, European Standard and Mainland China, have been reviewed. The air to liquid volume ratio measured by two type flowmeters, difference pressure flowmeter and positive displacement flowmeter, at 10 stations were tested respectively. A guideline of determination of A/L ratio of vapor recovery systems of gas station is also proposed. On the control tools of stationary sources, ten workshops on the emission reporting system and the maximum ground level concentration modelling tool for HAPs has be held. In order to acquire the information on the ambient concentrations of HAPs, the ambient concentrations data of five special industrial parks of the year 2017-2019 were collected and the data of organic air toxics and heavy metal were analyzed. The 84 ambient HAP samples were collected and analyzed in Kaohsiung Xiaogang District since July this year. For control of hot zone with high health risk potential, 6 factories were consulted and discussed about the reduction in HAP emissions. For the control of VOCs in architectural and industrial coatings and consumer products, 72 products are tested to collect the data of VOCs contents from D to J coating categories, hair cosmetics and liquid cleaners. In addition, the framework of the component standards for VOCs in consumer products has been drafted.
