地下水水質管理及污染預防示範計畫

中文摘要 本計畫主要辦理環保署地下水水質監測整合管理、地下水關切物質成果彙整及調查評估、地下水關切物質清單滾動檢討、水質連續監測應用研析及強化地下水管理業務聯繫與交流等工作。首先檢討及調整區域性監測井監測頻率及項目,另篩選疑似受生活污水影響水質之監測井,辦理井位適宜性評估,並以環域分析掌握氮類重點熱區之工業、農業及生活等潛勢來源,另為有效整合監測資源,藉深淺層地下水井網氮類及砷水質數據,探討來源成因及掌握潛勢範圍,提出地下水聯合預警監測方案。同時,為釐清農業施肥行為與地下水氨氮來源關聯性,利用水質自動連續監測設備,掌握地表及地下水水質連續數據,及建置地表氨氮垂直入滲模型及地下水氨氮溶質傳輸模型,推估農業活動產生之氮類傳輸情形。 此外,本計畫持續彙整關切物質歷年相關環境介質調查成果,並辦理地下水關切物質全氟化合物、農藥的追蹤及補充調查,評析地下水關切物質流布情形及國內外管理現況,提出關切物質管理建議。鑒於地下水硼來源可能受自然背景或人為活動等影響,辦理地下水硼高潛勢調查、地質鑽探及土壤分析,研析我國地下水硼流布情形及可能來源,研提地下水硼來源釐清及管理方法。本計畫亦建立PCCL滾動式檢討機制,完備地下水關切物質之管理策略,另透過專家諮詢會議、研商會等,彙整地下水管理建議與跨單位合作議題。

Groundwater Quality Management and Pollution Prevention Demonstration Project

英文摘要 The main tasks of this project are the integrated management groundwater quality monitoring of the Environmental Protection Agency, the investigation result reviews, the investigation and evaluation of substances on the Contaminant Candidate List(CCL), the rolling review of the groundwater preliminary concern candidate list(PCCL), the research and analysis of continuous water quality monitoring applications, and the strengthening of communication of groundwater management. First, review and update of monitoring items and their frequencies of regional monitoring wells, suitability assessment of well location by a screening of those monitoring wells that are suspected to be affected by domestic sewage, with identification of the potential sources of industry, agriculture and residential in key nitrogen hotspots by buffer analysis. In addition, for the efficiency of monitoring resources, a joint groundwater early warning monitoring plan for nitrogen and arsenic has been proposed by identifying their sources and potential areas in both deep and shallow groundwater well networks’ data. Besides, to determine the relationship between agricultural fertilization behavior and groundwater ammonia nitrogen sources, automatic continuous monitoring equipment for water quality was employed to observe continuous data of surface and groundwater water quality, and a vertical infiltration model of surface ammonia nitrogen and a groundwater ammonia nitrogen solute transport model was established to estimate the production of agricultural activities of nitrogen transport. Moreover, the recent years’ CCL’s substances investigation results of relevant environmental media are integrated. Their management recommendation is proposed by conducting a follow-up and supplemental investigations of Per-and Polyfluoroalkyl substances (PFASs) and pesticides and evaluating the domestic and foreign management status of these CCL’s items. Because the source of boron in groundwater may be affected by natural backgrounds or human activities, boron in groundwater investigation from industries, geological boring, and soil analysis has been conducted for better knowledge of boron distribution and its potential sources in domestic groundwater. A workflow to identify boron sources in groundwater with suitable management options has been proposed. A PCCL review mechanism in groundwater is built to optimize the management strategies in this project. Last, the integration of recommendations for groundwater management and issues of cross-unit cooperation through expert consultation meetings and public meetings is completed.
