110年推動低碳垃圾車更新及清運優化專案工作計畫

中文摘要 本(110)年度計畫執行期限自110年1月1日起至110年12月10日止,本年度計畫執行成果略述如下:本年度協助完成80輛垃圾車車後站人防墜落設施改安裝作業,收集清潔隊員實際使用觀感與建議,並回饋修正垃圾車車後站人防墜落設施安全作業規範。 此外,本計畫在110年度協助環保署完成補助地方換購95輛低碳垃圾車,並協助環保署確實掌握各縣市採購辦理進度,同時定期彙整地方政府與各機關利用共同供應契約訂購之垃圾車種類及數量供各單位參考。另本計畫配合環保署政策需求,於本年度完成引擎動力壓縮式垃圾車共同採購作業,並接續辦理下一階段低碳垃圾車共同採購招標作業,最後為能促使地方維持垃圾車正常汰換,本計畫已協助研擬下一階段垃圾車補助汰換計畫,並納入多元化垃圾處理計畫-第2期計畫(草案)。 此外,本計畫協助蒐集國外低底盤垃圾車相關資訊及使用環境,並評估該等車輛引進國內使用之可能性,同時,本計畫持續彙整環保署補助各縣市之電動壓縮垃圾車實際使用情形,並估算節能減碳效益,另外,本計畫持續彙整各單位一般廢棄物環境清潔車輛及人力基線資料,評估各地方垃圾車配置合理性,並協助彙整推動低碳垃圾清運工作辦理成效與節能減碳效益以及協助辦理其他相關工作等。

Project of promoting the renewal of low-carbon refuse trucks and optimization for clearance, 2021

英文摘要 The implementation period of this project was from January 1, 110 to December 10, 110. The results of this project were summarized as follows: This project assisted in completing the installation which was the fall protection equipment at the rear of the refuse truck of 80 refuse trucks, collecting the actual use feelings and suggestions of the cleaning team members, and giving feedback to revise the safety operation specifications of the fall protection equipment at the rear of the refuse truck. In addition, this project assisted the Environmental Protection Agency in 2021 to complete the subsidy of 95 local low-carbon refuse trucks, and assist the Environmental Protection Agency to control the procurement progress of local government. Meanwhile, it also regularly counted the types and quantities of garbage trucks ordered by local governments and various agencies through the Inter-entity Supply Contracts for reference by each unit. This project also assisted to complete the procurement of engine-powered compression refuse trucks, and proceed with the next stage of low-carbon refuse truck procurement bidding. Finally, in order to promote local maintenance of the normal replacement of refuse trucks, this project has been assisted in drafting the next stage of the refuse truck subsidy project into the diversified garbage disposal project-Phase 2 (draft). In addition, this project investigated the information and use environment of foreign low-entry cab refuse trucks, and evaluated the possibility of introducing such vehicles into domestic use. Meanwhile, this project continued to consolidate the actual use of refuse trucks with electrical loading system in local cities, and estimated the benefits of energy saving and carbon reduction. This project also took inventory of sanitation vehicles for the general waste and personnel baseline data of each unit, assessed the rationality of garbage truck allocation, and assisted in compiling the effectiveness of low-carbon clearance, energy saving and carbon reduction benefits, and other related works.
