110年度花蓮縣固定污染源稽查管制計畫

中文摘要 本計畫今年度各項工作逐月完成數量及累計進度均依照預定進度達成合約規範。本計畫除了要求數量上達成,亦要求能在品質上提昇,因此工作小組每月提送月成果報告於環保局核定,各項工作詳細成果說明請參閱後續各章節內容所述,以下就本年度計畫執行之成果摘要說明如下: 固定污染源許可制度之推動,目前列管工廠領有核發操作許可證者有94家合計121張操作許可證,其中排放規模達環保署公告應申報排放量有42家,本年度持續辦理固定污染源資料庫建立及維護工作,針對公告應申報排放量業者完成清查作業42家次,除確認現場污染防制現況以及更新污染排放量外,並於資料庫建置更新及擴充資料,配合環保署檢核結果每月修正資料庫異常欄位1,147處。 為維護花蓮良好空氣品質本計畫持續推動空氣污染減量工作,今年度已核發之操作許可證中,共有6個製程完成污染排放減量作業,削減方式為改用低污染性燃料、加強鍋爐保養頻率等,總計粒狀污染物削減81.1公噸、硫氧化物削減150.5公噸及氮氧化物削減191.8公噸。 今年度聘請專家學者完成4大廠許可審查合約規範至少4件,目前4大廠提出許可申請共計4件,分別為亞洲水泥股份有限公司花蓮製造廠(M02、M03)操作異動、台灣水泥股份有限公司和平分公司和平廠(M01、M02)操作異動。另,委外審查作業部分,針對有「設置、變更、操作及4大廠」許可申請案件合約規範至少8件,本階段執行臺灣基督教門諾會醫療財團法人門諾醫院(M03)、維閣實業股份有限公司二廠(M01)及新展東股份有限公司(M01)共3件。 完成30廠次計106本檢測計畫書及54廠次計157本檢測報告書之審查作業,以往檢測報告書常見之缺失,如資料不全或資料比對的一致性不足等,在持續要求下,檢測公司大多已能做好品管作業。 在稽巡查管理作業方面,共計完成稽巡查記錄建檔2,577件,包括本計畫執行法規符合度巡查數2,365件(逸散1,167家次)及稽查數212件,稽巡查對象以民眾陳情案件以及重大污染源為主;另工業區名單已完成工業區法規符合度查核241家,查核率為100%。周界異味官能測定完成5點次檢測與分析;排放管道戴奧辛完成5根次及重金屬完成4根次,採樣分析結果均符合排放標準。此外,針對稽巡查及檢測結果,本階段共處分10件次,合計處分金額260萬元,改善完成率90%,因在改善期限內,將持續執行輔導改善追蹤作業。 110年第3季空污費申報月為110年10月1日至12月31日,本階段已完成110年第3季審查與核算,因此,統計其硫氧化物及氮氧化物應申報139家,總申報排放量分別為SOx排放量1,265公噸,NOx排放量3,155.23公噸,兩者合計核算金額為33,705,839元。粒狀物空污費應申報225家,總申報排放量559.77公噸,空污費申報總金額為新台幣18,816,297元。揮發性有機物空污費應申報127家,總申報排放量46.89公噸,核算金額為742,345元。鉛、鎘、汞、砷、六價鉻及戴奧辛空污費應申報家數225家,總申報排放量0.255公噸,實徵總金額為新台幣101,944元。總計110年第3季徵收之空污費為53,366,425元,尚需催補繳20家,總催補繳金額為831,257元。 逸散管制部分,分別完成管理辦法符合度查核1,111家次、土石及預拌混凝土業協談305件及76件、砂石車跟拍車輛數929輛、道路認養簽署81家、維護1套港區車辨系統及2處河川疏濬車辨系統;針對查核不符之業者均要求業者限期完成改善作業。持續推動企業認養洗掃道路,總認養道路長度63.8公里,本階段洗掃總長度35,634.7公里,TSP削減量為491.8公噸、PM10削減量為93.4公噸,PM2.5削減量為21.6公噸,較109年提升2.3%。 創新作法部分,為配合環保署建議花蓮港各項活動排放污染防制/減量應納入污防書並執行相關協商部分,本工作團隊以「精實港區污染管制,提升污染物削減率」作為年度創新作法標題,爰此,先於110年2月18日辦理污染減量研商會議,港區全數業者簽署自主污染減量承諾書。此外,3月26日及7月21日針對港區作業區執行PM10及PM2.5監測,監測結果顯示車輛行經時濃度偏高情形,已列入加強管制對象。工作團隊又分別在11月9日及11月24日執行監測以掌握業者改善情形,當有車輛行經PM10及PM2.5濃度略有波動,但濃度已有明顯下降。此外,亞泥公司在110年5月12日完成水泥船全岸電工程,共計用電38萬度,共減少使用船舶用油517.92公噸,削減NOx 344.81公噸及SOx 79.64公噸,並減排CO2 1,872.57公噸。 今年深度查核作業已完成中華紙漿廠及台泥和平廠等2廠深度查核工作,採用不告知業者查核時間方式進行查核,查核內容包括現場查核、委員實地勘查、文書查核、夜間查核及不明氣體採樣分析(GC/MS)等幾項重點工作。另,透過與重大計畫合作,首次在華紙大門架設空品監測站,執行廠區周界硫化氫連續監測,並結合氣象資料逆軌跡分析污染源,配合紅外線顯像測漏儀現場查核,掌握排放特性與異味潛勢。並依測站監測數據聘請專家學者於110年8月13日及11月12日針對中華紙漿廠執行二階段進廠診斷,發現泥洗泥機雖密閉,但未設置集氣設備進行後續處理,及蒸解釜投料處因未設有集氣設備,當開蓋時有明顯臭異味逸散導致濃度飆高。污泥洗泥機廠房預計於2021年12月底完成增設密閉空間集氣風車及洗滌設備;11座蒸解釜集氣設備已編列預算,預計明年4月完成。台泥和平廠則在10月28-29日完成專家學者進廠現勘,所有真段建議與缺失均在10月25日完成改善。 除完成合約規範之工作目標外,本工作團隊依據議價記錄議約事項在110年2月4日提送6項議約事項並經環保局核備後納入合約工作,目前均依預定進度執行。

In addition to confirming the current status of on-site pollution control and updating the amount of pollution emissions, updated and expanded information was established in the database to cooperate with the EPD’s inspection results every time. Corrected 1,147 abnormal fields in the database every month. In order to maintain good air quality in Hualien, this plan continues to promote air pollution reduction.
