110年度新竹縣移動污染源管制計畫

中文摘要 110年度新竹縣移動污染源管制計畫 摘要 據交通部統計資料顯示,目前設籍新竹縣機動車輛數已達553,038輛,尤其在機車部份更是高達315,035輛,約佔了本縣設籍車輛數57%。而機車雖為人類帶來便利性,但也因數量逐年增加,導致排放之廢氣不僅影響健康也加速地球暖化。為改善本縣空氣品質,新竹縣政府環境保護局委託辦理「移動污染源管制計畫」,以落實機車排氣定檢及推廣淘汰老舊機車換購低污染車輛之政策,以下針對本年度主要執行重點及成果摘要說明如下: 一、為提高本縣機車定檢率,本計畫針對未定檢機車執行巡查作業10,181輛及車牌辨識作業63,268輛,經統計分析後發現,新竹縣機車比例約佔6成,且以二行程機車及1~3期老舊機車定檢率較低。另為加強管制老舊機車,本年度針對14年以上老舊機車進行攔檢作業420輛,攔檢不合格率為13.1%,其中以1~4期老舊機車之不合格率及CO/HC平均濃度最高,建議未來持續加強1~4期老舊機車之定檢宣導及排放管制。 二、除稽查作業外,為提醒車主按期完成檢驗,本年度共計寄發210,000件機車定檢明信片及56,537件平信公文及10,230件雙掛號公文通知,本縣機車定檢率達88.4%。經統計分析後發現,在已定檢機車樣本中,約有77.6%的車主在接獲明信片通知單後,會在發照月份前後一個月去機車檢驗站完成年度定檢作業,而有22.4%的車主則是超過定檢期限後才去完成定檢。再進一步分析後發現,超過期限後才完成定檢之車主,有67.8%是在被稽查到或接獲公文通知後才去定檢,由此可知,藉由稽查作業並輔以公文通知作業,確實可有效提高本縣機車定檢率。建議未來除了持續寄發定檢通知單外,亦可結合機車定檢通知e化網頁,將收集到之機車車主手機資訊彙整後,篩選設籍於新竹縣出廠滿五年以上整機車,進行行動電話簡訊定檢通知,以提醒民眾按時完成定檢。 三、目前本縣共設置89站機車檢驗站,共計192位機車檢驗人員,為管理及輔導機車檢驗,本年度執行檢驗站定期查核作業,共計查核13站機車檢驗站有缺失,而缺失項目中以「耗材未確實更換」佔最多。另為深入瞭解機車檢驗站是否有擅調或違反規定之行為,本計畫派員偽裝成車主到站查核,共計查核到7站機車檢驗站由非合格人員執行檢測,已依管理辦法處以罰鍰,建議將本年度違反規定之機車檢驗站均列入明年度重點輔導對象,並且增加查核頻率,以提昇本縣機車檢驗站執行及檢驗品質。 四、而為了鼓勵民眾汰舊換新,行政院環境保護署於本年度提供汰舊換購電動二輪車或七期燃油機車補助(3,000~1,000元/輛),除此之外,新竹縣政府環境保護局亦加碼補助新竹縣縣民汰舊換新(2,000元/輛)。本年度共計有5,881輛老舊機車完成車體報廢及回收作業並申請換購電動二輪車或七期燃油機車補助,其汰舊後換購七期燃油機車佔92.8%,而汰舊後換購電動二輪車僅佔7.2%,顯示民眾仍較習慣使用燃油機車做為代步運具。 五、依據環保署公佈109年底設籍新竹縣老舊燃油機車(96年6月底前出廠)尚有78,731輛,在經由本年度加強老舊機車稽查、多元化宣導及提供汰舊換新補助等方式,本縣老舊燃油機車設籍數已降至68,953輛,共計淘汰老舊機車9,778輛,其中淘汰二行程機車721輛、淘汰四行程機車9,057輛。 六、本計畫減量來源主要來自於機車定檢不合格調修改善及機車淘汰等項目,依據計算結果,本計畫藉由機車定檢不合格調修改善及機車汰舊等方式,本縣NMHC(非甲烷碳氫化合物)削減量為53.809噸/年,CO(一氧化碳)削減量為313.858噸/年、PM2.5(細懸浮微粒)削減量為2.861噸。   表1 工作項目執行進度表 工作項目 年度目標 實際達成 達成率 機車巡查作業 10,000輛 10,181輛 100% 機車攔檢作業 400輛 420輛 100% 機車車牌辨識作業 60,000輛 63,268輛 100% 定檢明信片通知作業 210,000件 210,000件 100% 平信公文通知作業 54,000件 56,537件 100% 雙掛號公文通知作業 10,000件 10,230件 100% 檢驗站人員在職教育訓練 2場次 4場次 100% 製作機車定檢宣導標籤 80,000份 80,000份 100% 維護電動機車充電站 4季次 4季 100% 製作宣導品 2,000份 2,000份 100% 製作宣導文宣 2,000份 2,000份 100% 製作宣導海報 200份 200份 100% 製作檢驗站宣導旗幟 200面 200面 100% 廣播電台託播 600檔次 1,421檔次 100% 行動電話簡訊宣導 100,000則 100,000則 100% 停車怠速熄火宣導稽查作業 2,000輛 2,057輛 100% 整體進度達成情形 100%

2021 Hsinchu County mobile pollution source control plan

英文摘要 2021 Hsinchu County mobile pollution source control plan Abstract The number of motor vehicles registered in Hsinchu County already reached 553,038. This number includes 315,035 motorcycles that count 57% of the County’s motor vehicles. Although motorcycles bring convenience to human life, the increase thereof year-by-year not only affects our health, but also accelerates global warming due to the exhaust discharged thereby. To improve the air quality of the Hsinchu County, Hsinchu County Environmental Protection Bureau undertakes the “Mobile Pollution Source Control Plan” through outsourcing to implement the policy of having regular examination on motorcycle exhaust and promoting the replacement of old motorcycles with low-pollution vehicles. I. To increase the County’s regular examination rate of motorcycle, this plan has investigated 10,181 unexamined motorcycles and recognized the license plate of 63,268 motorcycles. According to the statistical analysis, the proportion of motorcycles in Hsinchu County is about 60% and the regular examination rate of two stroke engine motorcycles and old Phases I, II and III motorcycles is relatively low. Besides, to enhance the control of old motorcycles, Phase I to IV motorcycles above 14 years old are targeted to precede a routine spot inspection this year. In total, 420 old motorcycles have been inspected on spot with a unqualified rate of 13.1%. Among them, two stroke engine motorcycles and old Phases I, II and III motorcycles have the highest unqualified rate and average CO/HC concentration. Based on the aforesaid inspection results, it is suggested that the promotion of regular examination and exhaust control shall be continued and enhanced in the future, particularly to two stroke engine motorcycles and old Phases I, II and III motorcycles. II. Apart from the said inspections, 210,000 notification cards that promote regular examination and 66,767 official notification letters were sent to vehicle owners this year, reminding them to complete the examination on time. The County’s regular examination rate of motorcycles this year was 88.4%. According to the statistical analysis of samples collected among vehicle owners who have completed the said examination, 77.6% of them managed to complete the examination on time (one month before and after the issuance of license) due to their receipt of the notification card; and 22.4% completed the examination after the prescribed period. After further analysis, it is known that 80% of vehicle owners who failed to complete the examination on time took the examination only after being inspected or upon receipt of an official notification letter. This indicates that inspection plus official notification letter can effectively increase the county’s regular examination rate of motorcycles. III. Currently, the County has 89 motorcycle inspection stations and 192 motorcycle inspection technicians. To manage and facilitate motorcycle inspections, a regular check on inspection stations has been carried out this year. In total, 13 motorcycle inspection stations have been found with deficiency. Among all deficiency items, “failing to conduct the inspection based on the prescribed period” and “no improvement has been made to the deficiency revealed in last inspection” counted the most. Besides, to further understand whether the motorcycle inspection stations privately adjust the vehicle setup or violate any regulations, personnel camouflaged as vehicle owner has been sent to the stations for checkup this year. In total, 7 motorcycle inspection stations have been found of employing disqualified staffs to conduct the inspection; and have been imposed with a penalty according to relevant regulations. It is suggested that motorcycle inspection stations violating the rules this year shall be listed as the priority target for counseling next year; and that the number of checkup shall be increased to enhance the implementation and inspection quality of the County’s motorcycle inspection station.Promote buying electric two wheelers to the elimination of two-stroke motorcycles IV. Also, to encourage citizens to replace the old vehicles with new ones, Environmental Protection Administration, Executive Yuan offers a motor vehicle replacement subsidy (NTD1, 000 to 3,000/vehicle), enabling nationals to replace the old motor vehicle with an electric two-wheeler or Phase VII fuel motorcycle. In the meantime, Hsinchu County Environmental Protection Bureau further subsidize citizens of Hsinchu County to purchase electric vehicles with an amount of NTD2,000/ vehicle. Through the subsidy programs this year, 5,881 old motor vehicles have been replaced with new ones; and 1,240 new electric vehicles have been purchased. According to the types of vehicles used to replace the old ones, more than 91.9% of the citizens decided to purchase the Phase VII fuel motorcycles. Only account for 7.2% to replace the old vehicles with purchase electric vehicles. It shows that people are still more accustomed to using fuel locomotives as means of transportation. V. According to the announcement of the Environmental Protection Agency, there are still 78,731 old fuel locomotives registered in Hsinchu County at the end of 2020 (was manufactured before the end of June 2007). Through strengthening the inspection of old locomotives, diversified publicity and providing subsidies for replacement of old locomotives, etc. The county has eliminated 9,778 old motorcycles; reduce the number of registered old motorcycles in the County from 78,731 to 68,953. Among them, 721 two-stroke locomotives and 9,057 four-stroke locomotives were eliminated. VI. Based on this year’s motorcycle unqualified rate of regular examination, the County totally reduced 53.809 t of NMHC (non-methane hydrocarbons), 412.435 to of CO (carbon oxide) and 4.504 t of PM2.5 (fine particulate matter).
