無機資源於營建工程循環利用整合管理專案工作計畫

中文摘要 根據行政院環境保護署事業廢棄物申報及管理資訊系統之統計,我國每年產生之無機資源,包含飛灰底渣類、爐碴類、廢水與淨水處理污泥類、耐火/黏土建材及其他陶瓷製品類、玻璃及其製品類、土木及建築廢料類、產品製造廢料類及其他非金屬礦物製品類等8類,超過1,800萬噸。這些無機資源透過安定化及產品化後,其性質不亞於天然粒料,甚至有多項資源已成功導入營建工程使用。營建工程每年約有3,700萬噸之粒料需求,以瀝青混凝土、預拌混凝土、控制性低強度回填材料、水泥製品、水泥與磚品等使用為大宗,且多數集中於控制性低強度回填材料、其他雜項非金屬礦物製品、其他未列名水泥製品等項目上。透過使用量及需求量調查,我國資源供需差距懸殊,無機資源應亟具循環利用之潛力。除了盤點無機再生材料及粒料項目、種類與產出量外,本年度其他工作成果摘要如下: 1. 研擬無機再生材料及粒料於營建工程循環利用整合管理機制,包括盤點或推估無機再生材料及粒料項目、種類與產出量,研擬本計畫無機再生材料及粒料選定原則與整合管理範疇、研析無機再生材料及粒料整合管理之關鍵問題,並研擬整合管理機制,包括種類與供需量變動趨勢、循環利用推動重點項目調整影響因素等,製作無機再生材料及粒料於營建工程循環利用推動藍圖。 2. 彙整我國無機再生材料及粒料產出及營建工程使用之申報資訊與相關統計報表,並依整合管理機制需求,研提精進措施、研析廢棄物清理或再利用申報系統等之架構、項目、程序及相關統計報表,探討各數據於無機再生材料及粒料循環利用整合管理之適用性。 3. 盤點無機再生材料及粒料於營建工程循環利用之粒料品質規範項目與相關法令,包括環保法規、CNS國家標準、施工規範、使用手冊等,並配合本計畫無機再生材料及粒料與營建工程項目討論範疇,研提粒料標準修正事項,以提升無機再生材料及粒料品質,俾利後續適材適所推廣應用。 4. 辦理四場研商或座談會議,評估無機再生材料及粒料多次循環及營建循環之關鍵課題,並檢討建立整合管理機制之適用性。

A project to i ntegrated m anagement of i norganic r esource r ecycling in c onstruction e ngineering

英文摘要 According to the statistics of the Industrial Waste Reporting and Management Information System of the Environmental Protection Agency of the Executive Yuan, the inorganic resources produced in my country every year include fly ash bottom slag, furnace slag, waste water and water purification sludge, refractory/clay building materials and others. Eight categories, including ceramic products, glass and its products, civil engineering and construction waste, product manufacturing waste and other non-metallic mineral products, exceeded 18 million tons. After stabilization and productization of these inorganic resources, their properties are no less than that of natural pellets, and a number of resources have even been successfully introduced into construction projects. The annual demand for aggregates for construction projects is about 37 million tons, which are mainly used for asphalt concrete, ready-mixed concrete, controlled low-strength backfill materials, cement products, cement and brick products, and most of them are concentrated in controlled low-strength backfill materials , other miscellaneous non-metallic mineral products, other unlisted cement products and other items. Through the survey of usage and demand, there is a huge gap between the supply and demand of resources in my country, and inorganic resources should have the potential to be recycled. In addition to the inventory of inorganic recycled pellets and aggregate projects, types and output, the other work results of this year are summarized as follows: 1. Develop an integrated management mechanism for the recycling of inorganic recycled aggregate in construction projects, including inventory or estimation of inorganic recycled aggregate projects, types and output, and to develop the selection principles and integrated management scope of inorganic recycled aggregate in this project. Research and analyze the key issues of the integrated management of inorganic recycled aggregate, and develop an integrated management mechanism, including the trend of changes in types and supply and demand, and the factors that affect the adjustment of key projects for recycling, and make a blueprint for promoting the recycling of inorganic recycled aggregate in construction projects. 2. Assemble the reporting information and related statistical reports of the production and use of inorganic recycled pellets and aggregate in construction projects in my country, and according to the needs of the integrated management mechanism, develop advanced measures, and analyze the structure, projects, and reporting systems for waste cleaning or reuse. Programs and related statistical reports to discuss the applicability of each data in the integrated management of the recycling of inorganic regenerated pellets. 3. Inventory the pellet quality specification projects and related laws and regulations for the recycling of inorganic recycled pellets and aggregate in construction projects, including environmental regulations, CNS national standards, construction specifications, user manuals, etc., and cooperate with the inorganic recycled pellets and aggregate and construction projects of this project. In the discussion area, the revision of pellet standards will be researched to improve the quality of inorganic recycled pellets and aggregate, so as to facilitate the subsequent promotion and application of suitable materials. 4. Organize four research discussions or seminars to evaluate the key issues of multiple cycles of inorganic recycled pellets and aggregate and construction cycles, and to review the applicability of establishing an integrated management mechanism.
