110年嘉義縣畜牧稽查管制暨廢水氨氮回收推動計畫」

中文摘要 為推動嘉義縣內河川流域之污染防治工作,嘉義縣環保局委託技佳公司執行「110年嘉義縣畜牧稽查管制暨廢水氨氮回收推動計畫」(以下簡稱本計畫),針對轄內畜牧業加強監測管理、輔導畜牧廢水資源化,致力改善水質污染等工作。本計畫執行期程為110年1月1日至110年11月30日止,工作進度成果(統計自110年1月1日至110年9月30日止)如下: 一、污染源許可管理 本計畫已完成56件許可審查作業及109年下半年定檢申報審查認可作業237件;包括水污染稽查案件、許可文件及告發處分案件已進行1246件電腦建檔及維護作業。 二、畜牧廢污水排放稽查處分 完成列管畜牧業稽查1106件次及非列管鴨鵝稽查輔導98件,針對列管畜牧業放流水採樣254件及非列管畜牧場採樣45件,結果共查獲47件違反水污法,主要以放流水排放超過放流水限值有41件;其中44件已依違反水污染防治法予以處分,處分金額65.03萬元。 三、污染即時監測查緝作業 查獲11支不明管線,10支已完成封閉移除。針對康樂橋上游、民雄大排、和平橋上游等32處執行水質連續監測,查獲放流水超標10件、繞流排放1件。 四、事業廢水處理設施功能評鑑 經由環保局圈選核定4家事業進行功能評鑑,已完成初評、複評、協談作業。 五、推動畜牧廢水氨氮回收 針對10家畜牧場進行沼渣沼液施灌後成效及對水質改善之效益評估;成立專家輔導團,辦理20家已取得「沼渣沼液農地肥分利用」核准畜牧場,輔導合理之施灌量及使用意願之提升。 本年度已提出沼渣沼液農地肥分使用計畫申請13場,年施灌申請量為18,240.36公噸。 六、沼液沼渣施灌者效益評估 105~109年度嘉義縣申請沼渣沼液農地肥分使用共計有86場,年施灌量195,509.26公噸,施灌作物包括水稻、狼尾草、玉米及甘蔗等,其施灌量對於河川污染推估BOD削減量1184.98公噸/年、氨氮削減量45.92公噸/年、SS削減量1,777.35公噸/年。 針對已取得沼液沼渣肥分使用核准之畜牧場,至少每3個月進行巡查工作,統計至目前平均巡查5.6次,已施灌總量計97,947公噸,後續對於施灌量小於50%之畜牧業,將加強稽查及採樣,以提升施灌量。 七、協助辦理法規說明會 已完成3場「嘉義縣推動畜牧糞尿資源化宣導」說明會,透過宣導、觀摩方式,加強廢水處理設施操作維護、沼渣沼液農地肥分使用的概念。 八、其他配合相關業務 完成25家畜牧場沼液沼渣告示牌製作及發放;配合辦理有關畜牧業或沼氣發電交流活動、協助辦理政策及法令宣導活動等計6場次。 為精進計畫工作事項執行品質及爭取環保署河川考核佳績,邀請專家學者共進行2次相關諮詢會議。 協助初審「補助購置沼液渣集運車輛施灌或機具農地貯存槽」1件沼液沼渣施灌營運計畫書,初審結果皆符合規定,已提送至環保署審查。另針對補助設置畜牧糞尿資源化處理設施集運處理其他畜牧場畜牧糞尿則有1家畜牧場提出補助計畫申請,預計處理他場1,900頭豬隻廢水,增建厭氧設施及沼氣發電,已邀請專家學者召開審查會議。

2021 Chiayi County Animal Husbandry Inspection and Control and Wastewater Ammonia Nitrogen Recovery Promotion Plan

英文摘要 A Summary of Executive Results With a view to promoting the prevention and control of pollution in the river basins of Chiayi County, the Chiayi County Environmental Protection Bureau entrusted GEGA ENGINEERS & TECHNOLOGY CO., LTD. to implement the "2021 Chiayi County Animal Husbandry Inspection and Control and Wastewater Ammonia Nitrogen Recovery Promotion Plan" (hereinafter referred to as the “Plan”) which aimed to strengthen monitoring and management, guide the resource utilization of animal husbandry wastewater, and strive to improve water pollution and other work for the animal husbandry within the jurisdiction. The implementation period of this plan was from January 1, 2021 to November 30, 2021. The work progress results (statistics from January 1, 2021 to September 30, 2021) are as follows: 1. Pollution source permit management This project had completed 56 permit review operations and 237 approval operations of regular inspection application review and in the second half of 2020; including water pollution inspection cases, permit documents and reported disciplinary cases with 1,246 computer file creation and maintenance operations had been performed. 2. Inspection and punishment of animal husbandry waste and sewage discharge A total of 1,106 audits of regulated animal husbandry and 98 non-regulated duck and geese inspections and counseling had been completed, and collected 254 samples of regulated animal husbandry runoff water and 45 samples of non-regulated animal farms. As a result, a total of 47 violations of the “Water Pollution Control Act” were found, 41 cases of them were mainly due to the effluent exceeding the quantity limit; 44 of them had been punished according to the “Water Pollution Control Act”, with the amount of the disposition at NT$ 650,300. 3. Real-time pollution monitoring and investigation operations 11 unidentified pipelines were seized, 10 of which had been closed and removed. Continuous monitoring of water quality was carried out in 32 places including the upstreams of Kangle Bridge, Minxiong Da Pai, and Heping Bridge, and 10 cases of discharge water exceeding the standard and 1 case of bypass discharge were found. 4. Functional evaluation of industrial wastewater treatment facilities A functional evaluation of initial evaluation, re-evaluation and negotiation to four industries of being selected and approved by the Environmental Protection Bureau had been completed. 5. Promote the recovery of ammonia nitrogen from livestock wastewater For 10 livestock farms, the effect of biogas residue and biogas slurry irrigation and the benefit of water quality improvement were evaluated; an expert guidance group was established to handle 20 livestock farms that have obtained the approval of "biogas residue and biogas slurry for agricultural land and fertilizer utilization", and provide guidance for reasonable irrigation. This year, 13 applications for the use of biogas residue and biogas slurry for agricultural land and fertilizer distribution have been submitted, with an annual application volume of 18,240.36 metric tons. 6. Benefit assessment of biogas slurry and residue irrigators From 2016 to 2020, a totoal of 86 farmlands in Chiayi County had already applied for the use of biogas residue and biogas slurry and the annual irrigation amount was 195,509.26 metric tons, in which the irrigation crops included rice, pennisetum, corn and sugarcane. It was estimated that BOD reduction would be 1,184.98 metric tons/year, 45.92 metric tons /year of ammonia nitrogen reduction, and 1,777.35 metric tons/year of SS reduction. For livestock farms that had obtained the approval for the use of biogas slurry and biogas residue fertilizer, inspections were carried out at least every 3 months. According to statistics, an average of 5.6 inspections have been conducted so far, and the total amount of irrigation had been 97,947 metric tons. In animal husbandry irrigation less than 50%, inspections and sampling would be strengthened to increase the amount of irrigation.
