110年度營建工程污染管制及查核作業計畫

中文摘要 1.本計畫主要工作重點為協助環保局加強辦理各項營建工地,管線、道路施工之稽、巡查管制工作,並將列管工地資料建檔管理,透過宣導資料發放及法令宣導說明會之進行,加強工地對污染防範之認知,以落實污染改善之目的。 2.為提升環保局空氣污染防制工作執行績效,爭取環保署考核佳績,110年度營建工程削減率60.5 %,巡查納管率77.6 %。 3.營建工程空氣污染防制費總申報件數計有4,056件,總淨收繳金額為94,609,321元。總計納管7,118處工地,累計巡查數達9,408處次,經由例行性巡查並將工地資料完成建檔外,且辦理4場次營建工地法令宣導說明會議,輔導95處營建工地執行道路認養,洗掃總長度達121,915.64公里,PM10削減達316.96公噸。 4.針對雲林縣營建工程進行施工機具普查,共計276輛次,其中機具數量最多為開挖機。執行106輛次施工機具不透光率檢測作業,施工機具檢測結果符合1.0m-1共有77輛次,其中已完成自主管理標章核發數有69輛次;檢測值大於1.0m-1者共有29輛次。已針對施工機具不透光率檢測值大於1.0m-1之機具所有者輔導應落實維修保養,如調修燃油控制系統、引擎系統、噴射泵浦及噴油嘴等,後續並定期追蹤維修保養狀況。 5.落實「加強公共工程空氣污染及噪音防制管理」,調查轄內61處公共工程是否落實「公共工程空氣污染及噪音防制管理」。完成82處工地噪音檢測作業,其中24處工地為噪音陳情案件進行檢測,另58處為公共工程,檢測結果皆符合法規標準。

The Project of construction pollution control and inspection for Yunlin County in 2021

英文摘要 1.The primary objects are to give assistance with tighten up construction management business, including inspect and control of building sites, lay pipes and cables, and create governed construction sites information files for the EPB. By the methods, included publicity material, construction pollution conferences, construction site assistance, and educating the knowledge of pollution prevention to achieve the purpose of reduction pollution. 2.To make every effort to raise performance results of air pollution prevention operation of the EPB and improve performance evaluation results from the EPA. The efforts are as follows. The rate of construction emission volume is 60.5 %. The rate of the emission inspection and governed inspection are 77.6 %. 3.The declarations of air pollution fee for construction are 4,056 cases and air pollution fees amounted to 94,609,321 N.T. dollars; the number of air pollution fees declarations of this year is highest in three years. Governed construction sites are 7,118 places and the amount of inspection for building sites are 9,408 times; sites information collected during routine inspection was created files on schedule;4 construction site pollution consultations were held. Constructors (95 sites) were encouraged to join the adopt-a-road program. The street cleaning operation was completed 121,915.64 kilometers, and PM10 volume was reduced 316.96 tons. 4. Conducted a general inspection on construction machinery used in Yunlin County’s construction and engineering projects. Totally 276 vehicles and most of them are excavator. 7. Implemented opacity detection on machinery vehicles for 106 times. 77 of the tested targets complied with the 1.0m-1 standard and 69 of them received the self-management label; 29 of the tested targets were above the 1.0m-1 standard. With respect to those that are above the 1.0m-1 standard, the owners thereof have been guided to implement related maintenance works (ex., to adjust the fuel control system, engine system, injection pump and injector) and to regularly track the maintenance status of their vehicles. Implemented “Reinforced Public Engineering Air Pollution and Noise Controls and Management” and conducted an inspection on 61 public engineering projects within the jurisdiction to ensure their compliance with “Public Engineering Air Pollution and Noise Controls and Management”. 5.Conducted noise detection on 82 construction sites. Among them, 24 sites were inspected due to reported noise and the other 58 sites were carrying out public engineering projects. The detection results indicate that the above sites comply with regulatory standards.
