110年高雄市低碳永續家園建構推動計畫

中文摘要 本計畫之執行係為提升高雄市全民氣候變遷認知,動員全民共同參與低碳永續家園工作,另也協助本市推動因應氣候變遷與城市之綠色轉型相關工作,主要目標為作為實行高雄市調適政策之具體措施,以及藉由推動市轄內各層級參與環保署評比認證制度,以展現高雄市所累積之永續方案成果。本計畫之執行工作包含「推動低碳永續家園相關業務」、「輔導及協助本市村里社區參與取得認證評等」、「輔導及協助本市轄內之建築物推動綠化降溫及因地制宜行動項目」、「辦理以社區為本進行社區提升氣候變遷調適培力及示範」、「辦理媒合民間資源推廣村(里)社區、學校等公私場所進行節能改善」、「辦理低碳永續家園或氣候變遷相關媒體宣導」以及「辦理低碳飲食推廣活動」等大項工作。 今年度藉由召開「技術諮詢與評等審查小組」研商會議、低碳永續家園跨局處研商會議,亦期望作為本市低碳永續家園未來推行目標及方向,並成為各局處及區公所相互溝通及協助之平台,共同提升本計畫在低碳永續工作上之執行成效。在輔導及協助本市各村里或社區參與認證評等成果上,於區銀級之籌備工作,已從109~110年間陸續加強輔導具有銀級潛力之行政區,如大樹區、阿蓮區、燕巢區等;而在里取得報名成功成果上,由於本市的里數眾多,仍有相當大的成長空間,本年度已輔導4個里取得銅級認證及99個里取得報名成功,並進一步完成1個里取得銀級認證,累計高雄市整體之里報名成功數量已達504個(含4個達里銀級、50個達里銅級及450個取得報名成功),報名成功數於全國佔比也從109年的51%提升至57%,成長幅度相當大,未來也將持續提升認證數量。在輔導及協助本市轄內之建築物推動低碳永續行動項目成果上,已全數完成13處社區低碳作為,因應民眾民生需求,普遍對於推動設備節能(推廣使用節能電器及推廣使用節能燈具等)較為有感,推估合計年減碳量可達8,119 kgCO2e。在媒合機關或民間資源推廣村(里)社區、學校等公私場所進行節能改善成果上,已順利完成2處媒合輔導及進行燈具改善及汰換作業,分別為台灣志氯媒合鳳林國中、台灣電力股份有限公司南部發電廠媒合獅甲國中,推估合計年減碳量可達1,138 kgCO2e。 節能減碳工作的推行,不單純僅是政策擬訂執行或是低碳技術研發,更重要的是每個人需有的共識與知識,由每個人發自內心地參與及落實,才是節能減碳行動能廣泛推廣與徹底執行的核心主軸;為打造高雄低碳城市之形象,且加速全民落實節能減碳作為,未來將持續鼓勵更多區里(社區)參與低碳永續工作。

2021 Kaohsiung City Low Carbon and Sustainable Homeland Construction and Promotion Project

英文摘要 The implementation of this project aims to raise public awareness of climate change in Kaohsiung City, encourage they to participate in the tasks of low carbon and sustainable homeland, and also assist the city government in promoting green transformation and climate change related actions. The main goal is to implement specific measures for adaptation in Kaohsiung City, and to promote the participation of EPA’s Low Carbon and Sustainable Homeland Certification Mechanism in communities to demonstrate Kaohsiung City’s achievements in sustainability. The implementation of the project includes “promoting low carbon and sustainable homeland related tasks”, “counseling and assisting communities to participate in certification and rating”, “counseling and assisting greening and cooling for buildings within the Kaohsiung regions”, “promoting community-based climate change adaptation training and demonstration”, “promoting energy-saving improvement in public and private places”, “promoting media promotion for low-carbon and sustainable homeland or climate change”, as well as “holding low-carbon diet activities”. In 2021, the “Technical Consulting and Evaluation Review Group Meeting” and the Low-Carbon and Sustainable Homeland cross-sectoral meeting acted as a platform for communication between bureaus and district offices, in order to jointly enhance the effectiveness of project implementation. In addition, counseling operations have accomplished for 99 (villages) communities which registered to participate EPA’s low-carbon and sustainable homeland certification. There is one village achieved silver certifications, and the cumulative number of successful registrations has reached 504 (including 4 silver and 50 bronze certifications for villages, as well as 450 successfully registered). There had been considerable growth rate in the number of successful registrations, from 51% (2020) to 57% (2021), and we will continually increase the amount of certification in the future. As for counseling and assisting buildings to promote low carbon and sustainable action within the city’s jurisdiction, low-carbon initiatives in thirteen communities have been completed. In generally, the public is more aware of the promotion of equipment energy saving (the use of energy-saving appliances and energy-saving lamps). It is estimated that the total annual carbon reduction can reach 8,119 kgCO2e. Regarding matching the central or private sector resources to promote energy conservation improvements in communities and schools, two projects have been completed. The Taiwan Chlorine Industries LTD. and Nan-Pu Thermal Power Plant assisted Fenglin Junior High School and Shihjia Junior High School in the improvement and replacement of lamps respectively. It is estimated that the total annual carbon reduction could reach kgCO2e. The implementation of energy-saving and carbon-reduction is not only about policy formulation or low-carbon technology research and development. More importantly, it is necessary to build consensus and knowledge for local public, and it is the core principle that action can be widely promoted and thoroughly implemented. In order to enhance the city’s image of low carbon, as well as accelerate the action of energy-saving and carbon reduction, we will keep encouraging more districts (communities) to participate in low carbon and sustainability.
