110年「柴油車動力計排煙檢測及非法油品檢測計畫」

中文摘要 爲降低臺中市柴油車輛排放黑煙對空氣品質的影響,臺中市政府環境保護局持續推動「柴油車動力計排煙檢測及非法油品檢測計畫」,執行柴車排煙檢測、油品管制及相關工作。本年度以管制黑煙排放與查緝非法油品為執行重點,執行項目包括動力計排煙檢測、路邊攔檢排煙檢測、目判高污染車輛及油品管制等工作,亦配合臺中港區之管制、柴油車自主管理、車牌辨識系統、環保車隊宣導及柴油車NOX檢測等。 本計畫以轄區內柴油車排煙檢測站之動力計全負載排煙檢測,共檢測6,807輛次,不合格218輛次,不合格率3.3%;路攔無負載檢測468輛次,不合格輛次為87輛次,不合格率18.6%;目測判煙通知到檢2,587輛次;油品抽測送驗樣品數共25件。而為瞭解路攔及目判各路段高污染車輛之比例,執行移動式車牌辨識系統作業,進行高污染車輛篩選,本年度已完成200次之高污染車輛篩選作業,整體來看,車辨路段高污染柴油車輛(1~3期)所佔比例大約是2~3成。 同時為鼓勵轄區內客貨運業者、清潔車輛和校車定期保養維護及到站檢驗,推動自主管理及保檢合一制度,並已核發7,216張柴車自主管理通行證,同時透過環保車隊宣導,鼓勵車主淘汰老舊車輛並使用4~5期車。今年更首創臺中市柴油車NOx檢測,以判斷車輛SCR系統是否運作正常,NOx檢測設備由本計畫自行額外投入經費自國外訂購,已完成NOx檢測設備(MAHA-met6.3)之裝設及檢測軟體之攥寫。 本計畫是臺中市政府環境保護局為維護國民健康,提高生活品質,針對柴油車輛加強管制,減少移動污染源,以達到清淨環境。

2021 Project of Taichung City on Inspections of Diesel Engine Vehicle Emission and Illegal Diesel Oil

英文摘要 In order to reduce the impact of black smoke emitted by diesel engine vehicle on Taichung’s air quality. Environmental Protection Bureau of Taichung City Government continued the project of " Inspections of Diesel Engine Vehicle Emission and Illegal Diesel Oil " to conduct the quality control of diesel engine vehicle emission, diesel oil and associated works. This year's implementation focused on the control of black smoke emissions and the detection of illegal oil products. The implementation projects included dynamometer exhaust inspection, roadside spot inspection exhaust inspection, the visual inspection of exhaust fume of high-polluting vehicles and oil control, etc. It also cooperated with the Taichung Harbor’s control area, the autonomous management of diesel vehicles, the license plate recognition system, the eco-friendly convoy’s campaign, and the NOX detection of diesel vehicles. The testing results indicated that 218 of 6,8074 vehicles (3.3%) failed under full-load smoke emission inspection in the smoke emission dynamometer station; 87 of 468 vehicles (18.6%) failed in road inspection/no-load inspection station. Roadside spot inspection are 2,587 vehicles. The sampling tests of diesel oil were 25 of sulfur content. And in order to understand the proportion of roadblocks and visually judging the high-pollution vehicles in each section, when performing diesel roadside inspections and visual inspection smoke inspection operations, with a group of mobile license plate recognition systems, screening operations for high-pollution vehicles had been completed 200 times. For high-pollution vehicle screening operations, overall, no matter whether it was the roadside blocking inspection or the location of the visual judgment operation, the proportion of high-pollution diesel vehicles is about 20~30%. Simultaneously, to encourage passengers and freight operators, clean vehicles and school buses in the jurisdiction to regularly maintain, maintain and inspect on site, promote self-management and warranty inspection and a system, and had issued7,216 diesel vehicle self-management passes. At the same time, through the eco-friendly convoy’s campaign, car owners were encouraged to eliminate old vehicles and used the phase of 4-5 vehicles. This year, the first NOx detection of diesel vehicles in Taichung City was used to determine whether the SCR system of the vehicle was operating normally. The NOx detection equipment was purchased from abroad with additional funds from this project. The installation of NOx detection equipment (MAHA-met6.3) and the detection software had been completed. This research was from Environmental Protection Bureau of Taichung City. To safely guard residence health, and improve the life quality, tighten control the diesel vehicle emissions to reduce mobile pollution sources to have clean environment.
