110年度嘉義市固定污染源許可稽查管制及空污費催補繳查核計畫暨環保許可整合計畫

中文摘要 本計畫針對各項空氣污染管制措施,為落實污染防制根本作業。今(110)年度主要管制作業為固定污染源許可稽查管制及空污費催補繳查核作業、揮發性有機物稽查及其他管制作業。本計畫執行期間自110年2月20日起至110年12月15日止,完成進度100%,主要工作項目執行成果摘要如下: (一)推動許可管制制度 本年度計有24件次許可案件提出申請,分別為設置許可證申請1件次,操作許可證申請(新設)計2件次,操作許可證申請(異動)計4件次,操作許可證基本資料異動換補發計1件次及許可展延15件次。平均審查日數3.34日,均符合法定期限(30日)。另為有效落實許可制度,執行許可查核25件次,法規符合度100%。 (二)固定源列管資料清查 現階段共完成列管資料清查72家,工作達成率100%。經更新後,嘉義市固定污染源總列管公私場所為244家。由完成建檔固定污染源資料庫資料統計顯示,製程污染排放量更新後轄區列管之空氣污染量,粒狀污染物為18.59噸/年、硫氧化物15.27噸/年、氮氧化物106.54噸/年、揮發性有機物126.90噸/年、一氧化碳33.22噸/年。 (三)空污費徵收與查核作業 在空污費徵收方面,完成109年第1季至109年第4季空污費徵收審查作業,總計空污費列管公私場所79家,平均申報率及到繳率為100%。其中,109年度實收之金額為905,644元;110年度至第3季為止,實收之金額為670,793元,因仍有年申報26家尚未申報,非完整資料故未列入分析。 空污費查核方面,硫氧化物及氮氧化物完成45件次,揮發性有機物完成42家次,粒狀物查核46家次,作業達成率100%。 對本市VOC重大污染源之臺灣中油股份有限公司溶劑化學事業部執行設備元件檢測1,000點次,稽查抽測結果,洩漏濃度值0~500ppm所佔比例最高,約100%,計1,000點,洩漏濃度值介於501ppm~1,000ppm,佔0%,而洩漏濃度值介於1,001ppm~10,000ppm,佔0%。整體抽測結果,均低於法規洩漏定義值10,000ppm。抽測1,000點次中,抽測採樣結果符合空污費申報情形。 (四)稽巡查作業 本年度共完成稽巡查作業604件次。其中,巡查作業299件次,主要針對轄區污染排放量較大及配合環保署排放量計畫或補助辦法進行巡查,如石油煉製業、加油站業、旅館業,目前各廠巡查狀況良好。稽查305件次中,以主動稽查佔30%為最高,其次為陳情稽查佔28%。 (五)固定污染源許可暨空污費宣導說明會 辦理1場固定污染源相關法規宣導會議,針對最新空污法規修正重點差異說明,其內容為新增違反空氣污染防制法規定者(尤其涉及排放有害空污物、在空品惡化期、空品不良區加重空污狀況)、修正鍋爐空氣污染物排放標準全面加嚴(自109年7月起應符合新制)等重點差異說明。本次邀集嘉義市轄區領有許可證、空污費及粒狀物逸散之公私場所,總計87個單位,本次會議共計83個單位出席,參與人數85人,出席率約為95.4%。

2021 Fixed Pollution Sources in Chiayi City

英文摘要 Summary of 2021 Fixed Pollution Sources in Chiayi City English Abstract The summary of the implementation results of the various tasks of this project is as follows: (1) Promote the licensing control system This year, 24 applications were filed for license cases, including 1 application for license installation, 4 application for operating license (new design), 1applications for operating license (transition 2nd version), 15 for license extensions. The average number of review days was 3.34 days, which all met the legal deadline (30 days). In addition, in order to effectively implement the licensing system, 25 license inspections were performed. Regulation compliance were 100%. (2) Inventory of fixed source listing data At the present stage, a total of 72 inventory management data have been checked, and the work achievement rate is 100%. After the update, there are 244 public and private places under the management of fixed pollution sources in Chiayi City. According to the statistics of the fixed pollution source database after the completion of the establishment of the archives, the air pollution volume under the jurisdiction after the update of the process pollution emissions includes particle pollution 18.59 tons/year, sulfur oxides 15.27 tons/year, and nitrogen oxides 106.54 tons/year, volatile organic compounds 120.90 tons/year, and carbon monoxide 33.22tons/year. (3) Collection and verification of air pollution fees In terms of air pollution fee collection, the air pollution fee collection review was completed from the first quarter of 2020 to the fourth quarter of 2020. A total of 88 public and private places were listed in the air pollution fee, and the average declaration rate and payment rate were 100%. Among them, the actual amount collected in 2020 was $NT 905,644; the first quarter to the third quarter of 2021, the three-quarter settlement received was $NT 599,483, because there are still 23 places not declared, which was with incomplete information so it was not included in the analysis. In terms of air pollution fee verification, 45 cases of sulfur oxides and nitrogen oxides were completed, 42 places of volatile organic compounds were verified, and 46 places of particulate matter verifications were completed with the operation achievement rate 100%. The Solvent Chemistry Division of Taiwan Petroleum Co., Ltd., which is a major source of VOC pollution in this city, has been performed equipment component inspections with 1,000 points. According to the results of inspection and sampling, the leakage concentration value of 0-500ppm accounts for the highest proportion, about 100%, totaling 1,000 points. At 501ppm~1,000ppm, it’s about 0%, and the leakage concentration value between 1,001ppm~10,000ppm, it’s about 0%. The results of the overall sampling test are all lower than the defined value of 10,000 ppm for leakage. Among the 1,000 sampling points, the sampling results were in line with the air pollution fee declaration situation. (4) Inspection operations At this stage, 604 inspections have been completed. Among them, 299 inspections were conducted mainly for inspections in areas with large pollution emissions and in line with EPA emission plans or subsidies, such as the petroleum refining industry, gas station industry, and hotel industry. The current inspections of the factories are in good condition. Among the 305 audits, 30% of the audits were reported as the highest, followed by audits were reported as the highest with 28%. (5) Fixed pollution source permit and air pollution fee promotion briefing There has been one law advocacy meeting related to fixed pollution sources held and it focused on the refined differences in the latest air pollution regulations. The content is to add new violations of the air pollution control law (especially related to the discharge of harmful air pollution, during the deterioration period of air pollution, poor air quality areas with serious air pollution situation), and the revised boiler air pollutant emission standards have been comprehensively tightened (should comply with the new system since July, 2020). A total of 87 units including public and private places with permits, air pollution charges, and the escape of particulate matter in the Chiayi City were invited. A total of 83 units attended this meeting, with 85 participants and the attendance rate was about 95.4%.
