110年底泥品質管理計畫

中文摘要 本計畫主要協助環保署推動及辦理底泥品質管理各項工作,計畫期間合計完成412件各類水體底泥品質採樣及檢測計畫書及261件底泥品質檢測申報資料之審查作業。完成底泥品質污染潛勢分級管理策略,同時挑選16處超過上限值或污染潛勢較高之水體辦理底泥品質查核調查作業。此外,另針對尚未完成底泥品質申報之水體管理單位,均已逐一聯繫催辦應於限期內完成第二輪底泥品質檢測申報作業。 考量底泥品質管理需掌握其環境特性及長期趨勢變化,依據最新資安規定完成「底泥品質申報備查作業系統」及「底泥品質檢測資訊公開網頁」更新系統程式提升系統效能、強化GIS資料庫平台功能、新增底泥品質資料與申報備查系統即時自動串接功能、電子書影音專區及無障礙網頁設計等,豐富瀏覽內容以優化使用者系統網站服務。針對「底泥品質指標之分類管理及用途限制辦法」與「目的事業主管機關檢測底泥品質備查作業辦法」依據底泥品質管理實務需求提出修正方向。對於近年國內外底泥品質管理所著重關切之物質項目,本計畫亦已蒐羅國內外列管或優先控管的化學物質,並執行嘉磷塞、大克蟎及短鏈氯化石蠟之基本特性、環境流布、檢測方法等資料蒐集。另亦協助製作2份宣傳文案,教育全民並宣導底泥保護觀念。

2021 Project of Sediment Quality Administration

英文摘要 The purpose of this project is to assist the Environmental Protection Administration, Executive Yuan (EPA) to achieve yearly goal of implementation of contaminated sediment management strategy. In total, 412 submitted sediment sampling plans and 261 reports of sediment quality survey were reviewed and revised. Results of sediment quality analysis in the first run (2014-2019) conducted by corresponding administration of water bodies were also collected and analyzed in this project. Among those results, 78 water bodies exceed the upper limit of Taiwan sediment quality guidelines, which are required to initiate further risk assessments thereafter. Also, a framework of contaminated sediment management strategy were established based on the role and characteristics of water body and their pollution potential. Meanwhile, 16 water bodies which exceeded the upper limit of Taiwan sediment quality guidelines or which have highest pollution potential were selected to be further investigated for confirmation. This project also collected regular monitoring of sediment quality 528 water bodies in the second run (2019-2024) by corresponding administration. According to those confirmation results, classification procedures of sediment mixing with background substances are also established. In order to better manage sediment, ‘The sediment quality reviewed and revised system’ and ‘Regular monitoring of sediment quality open data website’ were renewed and optimized. According to depicted experiences by administrate sediment and results of sediment quality survey in the first run, we also revised ‘Regulations for classified management and used restriction of bottom sediment quality indicators’ and ‘Regulations for regularly test sediment quality resulting data by the industry competent authorities ’ of the proposed agreement. For the list of domestic or foreign concerned emerging chemical pollutants in sediment, Glyphosate, Dicofol, Short-chain chlorinated paraffins (SCCPs) were selected to collect their distribution and characteristics in the sediment. To propagandize the concept of protecting sediment quality in the water bodies, 2 copies of sediment-protecting flyers was also drafted in this project.
