110年度加強街道揚塵洗掃作業暨規劃管理計畫-規劃與管理

中文摘要 本計畫自110年05月01日開始執行,截至111年04月30日本計畫所有工作項目均均依規定完成,並力求質與量的確保,除了落實各項監督查核的機制外,也積極橫向聯繫其他單位之執行狀況,以呈現本縣整體道路洗掃作業的狀況,以下為本年度執行成果摘要進行說明。 洗街及掃街作業執行量超越合約規定里程數;完成執行36點次檢測, 洗掃後第1小時平均改善率為提升40.7%,洗掃後第2小時平均改善率為提升30.4%,洗掃後第3小時平均改善率提升16.1%;完成200筆採樣及分析資料,平均灰塵負荷量為1.01g/m2,平均坋土負荷量為0.21g/m2。完成道路髒污普查及路段調整12次;洗掃作業查核缺失共計26次,已於現場立即改善,並每月工作檢討會議中提出討論,以減少缺失率。 農耕機具污染防制方面,本年度建立全國首創之農耕機具道路污染防制作法,完成調查農田基本資料及季節性污染源161處次、農田翻耕訪查136處次、巡查農耕機夾帶泥土污染路段121處次,辦理2場次農耕機具翻耕作業污染改善說明會、2場次農耕機具翻耕作業污染改善再教育說明會,輔導業者遵循污染防制措施,以維持道路乾淨度與空氣品質;辦理1場次辦理農耕機具清洗示範觀摩,使業者更能具體了解清洗農耕機具之要點;辦理農耕道路污染改善評鑑,評選轄區內表現優良業者3名,配合環保局之公開會議進行表揚以茲鼓勵。有線電視台電視頻道跑馬燈宣導 50天次;公私部門機關跑馬燈宣導17處150天;宣導圖卡6張,宣導農耕機具污染對環境空氣品質狀況與道路安全之影響及處分事宜。另針對針對農耕機具污染之地主陳述意見20件次;污染屬實告發4件次;協請農政單位、警察單位、鄉鎮市公所、環境巡守隊共同加強農機宣導,避免污染道路。本年度已成功輔導一位代清洗業者,接受委託清洗農機、代耕班2家自行攜帶抽水馬達沖洗機具、25處農田執行農機污染防制做法及提升農民對於環境污染改善概念。 在道路車行揚塵污染及道路完整度部分,因屏東縣街塵來自多元的污染源,工業區道路、砂石場疏濬道路、廟會繞境路線、農田翻耕後夾帶泥土至路面等皆會影響屏東縣內道路乾淨度,為解決道路環境污染、車行揚塵污染問題及用路人行車安全,本年度成立並辦理2場次「屏東縣道路車行揚塵減量聯合推動小組」,建立分小組組織及權責分工體系,召集業者及相關單位,共同研商污染改善行動作法及洗掃街作業量能整合,優化道路洗掃作業及污染改善,達到整合改善道路環境之成效提升道路乾淨度。並辦理易髒污路段會勘作業2場次,建立因應作法及權責認養、分工,解決高樹鄉新高樹大橋下方引道周遭揚塵污染及路面色差影響甚大及里港鄉江南巷砂石車外環道砂石車夾帶泥水污染沿線道路等道路污染問題。 整體全縣A級道路94%較去年度提升2%,民眾滿意度問卷調查,委託國立中山大學社科院民意與市場調查中心執行全縣性問卷,有92.1%民眾認為洗掃街車可改善車道揚塵,另本計畫自行針對洗掃路段執行問卷調查,有92%民眾認為洗掃後道路乾淨度有提升。由數據顯示,本計畫除了有效改善車行揚塵污染,提升道路乾淨度外,更獲得民眾的肯定。

The project of enhancing the washing and sweeping operations for street fugitive dust and their planning management in 2021 - planning and management

英文摘要 This project has been implemented since May 01, 2021. As of April 30 of 2022, various supervision and verification mechanisms are carried out to ensure the quality and quantity of all task items required by the contract. In addition, the task team also actively contact with other units for their implementation results to present the status of overall road washing and sweeping operations of Pingtung County. The implementation results of this year are summarized and described as the followings. The amount of street washing and street sweeping operations performed exceeds the mileage specified in the contract. Sample analysis of 36 stations has been completed. The average improvement rates were 40.7%, 30.4%, and 16.1% in the first, second, and third hour after street washing and street sweeping operations, respectively. Completed 200 sampling and analysis data, the average dust load and silt load was 1.01g/m2 and 0.21g/m2, respectively. Completed road pollution levels survey and pollution levels adjustment of road section 12 times. A total of 26 defects were found for inspections of washing and sweeping operations, which were immediately improved on-site, and were discussed in the monthly work review meeting to reduce the defect rates. In terms of pollution control of agricultural machinery, an innovative feature of a road pollution control method is established this year. Completed 161 surveys of basic information on farmland and seasonal pollution sources, 136 visits of farmland ploughing, inspection of 121 road sections with soil pollution carried by agricultural machinery, management of 2 briefing sessions on pollution improvement of farming machinery tillage operations and 2 briefing sessions on pollution amelioration re-education of farming machinery tillage operations to guide the operators to follow pollution control measures to maintain road cleanliness and air quality. A session of cleaning demonstration and observation of agricultural equipment was held, so that the operators can better understand the main points of cleaning processes. In addition, conducted the assessment of the pollution improvement of agricultural road, selected 3 excellent operators in Pingtung County, and cooperated with the public meeting of the Environmental Protection Bureau, Pingtung County Government (PTEPB) to praise their efforts. Performed the Electronic scroll propaganda on cable TV for 50 days (times) and at 17 public/private sectors for 150 days (times). Six promotional picture cards were designed to promote the impact of pollution by agricultural equipment on ambient air quality and road safety and the matters of punishment. In addition, asked the owners of the land polluted by agricultural machinery to state their opinions 20 times and 4 cases of pollution were reported. Furthermore, the agricultural administration unit, the police unit, the township and city office, and the environmental patrol team were invited to jointly strengthen the publicity of pollution prevention of agricultural machinery to avoid polluting the roads. This year, the task team has successfully coached an agent cleaning operator to accept contracted cleaning of agricultural machinery and 2 agent farming classes carried their own pumping motor to wash agricultural machinery. Furthermore, executed agricultural machinery pollution control practices in 25 farmlands to enhance farmers the concept of environmental pollution improvement. In terms of road dust pollution by vehicles and road integrity, since the street dust in Pingtung County comes from multiple pollution sources, roads in industrial areas, dredging roads of gravel fields and procession routes of temple fairs as well as the soils after farmland ploughing entrained to the road surface will all affect the road cleanliness in Pingtung County. In order to solve the pollution problem of road environment and vehicle dust as well as the safety of road users, this year set up and held 2 sessions of meeting of "Pingtung County Road Vehicle Dust Reduction Joint Promotion Group," established a group organization and division of rights and responsibilities, and convened industry and relevant units to jointly study and discuss the pollution improvement action measures and the integration of street washing and sweeping operations, optimize road washing and sweeping operations and pollution improvement, and achieve the effect of improving road environment to enhance the road cleanliness. In addition, 2 surveys were carried out for the easily polluted road sections. The corresponding measures, maintenance rights and responsibilities, and labor division were established to solve the dust pollution and road color aberration around the approach road under the Xingaoshu Bridge in Gaoshu Township as well as to solve the problems of mud and water pollution from the sandstone vehicles in the outer ring road of Jiangnan Lane in Ligang Township. As a whole, 94% of the A-level roads in Pingtung County increased by 2% compared with last year. The public satisfaction questionnaire survey was subcontracted to the Center of Public Opinion and Market Research, College of Social Sciences, National Sun Yat-sen University to carry out the questionnaire of whole county. The public perception to the improvement of road cleanliness by street washing and sweeping is 92.1%. In addition, a questionnaire survey conducted by the task team on the washing and sweeping sections, and 92% of the public believed that the road cleanliness was improved after street washing and sweeping. According to the survey results, this plan not only effectively improves the dust pollution of vehicles and improves the cleanliness of the road, but also has won the affirmation of the public.
