The project started on 1th January, 2021, and the main works included RATA and supervision audit, OP and supervision audit, CGA, Zero/Span, the efficiency inspections on NO2/NO transformer, regulatory compliance audit, original signal check and comparison of CEMS, explanation session for online and regulations, CEMS evaluation; The test on odor pollutant, particulate matters in discharge pipes, SOx, NOx, heavy metals, Dioxin, liquid fuel and sulfur content of bituminous coal; Inspection for indoor air quality, regulation explanation session, public and private indoor air quality audit and testing; Maintaining the manual monitoring station’s operating and correcting functions; Maintaining detecting and testing facilities in the Zhongyang Protection Network; Maintaining the pollutant source fingerprint database and contingency inquiry system; Air quality detecting in the Zhongyang industrial area by vehicles and VOCs sampling by steel cylinders; Environmental volume detecting and petitionary cases management. The period of data statistic had been started from 1th January, 2021 to 31th December, 2021, and the contents are summarized as follows:
(一)Regulation Conformity and Function Examination of Continuous Emission Monitoring Systems (CEMS)
Regarding to the RATA inspection, the mean deviations of the following plants are over the confidence coefficient. They are emissions pipe P101 Oxygen of Lu Cao Waste Incinerator of Chiayi County, P001 NOx of Nan Ya Plastics Corporation Chiayi Plant, P002 NOx and Oxygen of Chia Hui Power Company, P201 NOx and Oxygen of Formosa Chemicals & Fibre Corporation. According to the Appendix 10 of the CEMS Management Regulations, the BAF needs to be corrected and we had informed them and confirmed their corrections.
As for the RATA monitoring and inspection, the P101 emissions pipe of Lu Cao Waste Incinerator was monitored and examined on 3rd May 2011. NOx relative accuracy was 30.25% and did not conform to the performance specification regulation of NOx monitoring facility that is ≦15%. From the result of calibration, it was found that converting efficiency test for the NO2/NO convertor before the test was 90.4 % and 90.6 % respectively and it only slightly conformed to the regulation the converting efficiency standard which is 90%. In addition, the concentration calibration of calibration valve B of the Oxygen monitoring facility was -1.6 % (acceptance ±2 %) whereas the calibration valve A was 3.1 % (acceptance ±5 %). They both apparently tended to be high. It was thus concluded that the efficiency of the NOx convertor was low and the Oxygen monitoring instrument also influenced the result. We had suggested the examining company to maintain and adjust the monitoring facilities. This examination was the regular one of season 2 in 2021. The plant had done the reexam on 26th May and the result conformed to the standard of relative accuracy. The exam results of the other places all conform to the RATA performance specification testing norms.
About the inspection of signal capture errors, it was found that in the P101 emissions pipe of Lu Cao Waste Incinerator, the measuring range of on-site emission flow rate monitoring facility was set up at 25 m/s. It was different from the one stated in the confirmation report at 20 m/s and thus violated the Air Pollution Control Act Article 23.2. According to the Article 62.1.4 of the same Act, it was sanctioned and asked to improve before 27th July 2021. The plant had improved on 4th June 2021 and reported to the EPB.
(二)Inspection of CEMS Online Data
The daily and monthly reports transmission of all plants conforms to the management regulations except Lu Cao Waste Incinerator. The network modem of the plant was faulty on 9th January 2021 thus the daily report of that day was not transmitted to the EPB by next day (10th January) 1 p.m. And on 28th August 2021 a new DAHS was replaced and tested for 168 hours. Therefore, the daily report was not transmitted to the EPB by 1 p.m. 29th August. According to the Management Regulation Article 24.1.2, the punishment would be sanctioned for more than 20 absences within a year and Lu Cao Waste Incinerator had two accumulated.
(三)Stationary Air Pollution Source Inspection and Examination
With regards to the odor inspection, the pipe inspection was done on 17th September 2021 in the Cheng-** Company and the result was 3,090, which did not conform to the emission standard (2,000).
As for the emissions pipes (P.S.N) inspection, it was done on 5the May 2021 in Tsong-** Plastics Company and in emissions pipe P001 the result of particulate matter was 162 mg/Nm3 which did conform to the emission standard (30 mg/Nm3). The result of NOx was 203 ppm and did not conform to the emission standard either (100 ppm). On 3rd August 2021, in the San-** Company’s Ming Hsiung Plant 1, in emissions pipe P003 the result of particulate matter was 144 mg/Nm3 and on 30 September in Sen-** Wood Company the particulate matter P003 was tested 174 mg/Nm3. The above plants didn’t pass the exam standard (30 mg/Nm3) and were sanctioned according to the law and reported to the Stationary Air Pollution Source Permit and Volatile Organic Compound Inspection and Control Program for following track and improvement.
(四)Chung-Yang Industrial Park Monitoring Car Inspection
The average Ozon value of the most values of 8 hours on 1st and 2nd October in the activity centre of Ma-liao Village was 67 ppb and exceeded the air quality standard 60ppb. The others all conformed to the standard. Meanwhile the test result of the monitoring station of the EPA in Hsin-gung was 62 ppb, the inclination of the two places is generally similar thus it is concluded as the overall air quality changing tendency instead of a partial influence.
(五)Noise Pollution Inspection
We had assisted the re-announcement of the general noise control area and aircraft noise prevention and control area. The reannouncement was carried out on 18th November 2021.
The motor vehicle noise inspection was conducted. 24 events of joint inspection by the EPB, the Police and the Motor Vehicle Office were organized and 557 inspections was done. 29 vehicles were informed to do the test. 139 vehicles had dangers of noises. Among them, 104 passed the test and 35 failed. Failure rate was 25%. The measured value of the failed vehicles in average was about 5.9 dB more than the control value.
(六)Indoor Air Quality Management
Indoor air quality CO2 inspection tour was carried out. The air quality of all the other places were good except Lily Class of Chung-pu Township Nursery School, Da-lin Township Nursery School, Primax Da-lin Chung-hsiao branch and Chia-yi Mei-shan branch. The real-time CO2 concentration value of these 4 places were over 1,000 ppm. We have given advices to these places, such as opening a slit on the classroom diagonal windows or installing fans to enhance air circulation so that the indoor CO2 concentration could be reduced.
