桃園市-110年桃園市重點河川關鍵污染物削減暨總量管制實施管理計畫

中文摘要   本計畫配合環保署施政方向,並延續環保局前期計畫成果,持續追蹤已公告總量管制區之改善成效,並針對老街溪大坑坎溪流域及新屋溪進行污染調查與事業查核,評估規劃污染削減方案。此外,須配合環保局辦理相關諮詢說明會議、總量管制作業查詢系統維護及擴充、老街溪流域環境復原監測等工作。   依目前調查結果,目前南崁溪、新街溪及埔心溪總量管制區水體水質已能穩定符合灌溉用水標準(Cu<0.2mg/L),且已有明顯改善趨勢,保護人體健康基準值達成率皆有所提升;老街溪水質已趨於穩定變化,仍以大坑坎溪濃度偏高;新屋溪歷年濃度皆符合灌溉用水水質標準。本計畫今年共完成108家次事業查核,追蹤各河川自主管理達成情形,並追蹤今年度超標事業後續稽查輔導結果。利用水質模式進行事業削減情境模擬,針對後續污染管制措施研提各項建議及規劃相關污染削減措施。   另完成辦理4場次總量管制政策及污染防治相關會議,並定期維護管理總量管制作業查詢系統。此外,持續協助進行老街溪流域環境復原監測作業,並針對底泥重金屬污染高潛勢測站水質監測,確保河川環境未受污染衝擊。

The Total Maximum Daily Load for pollution control and essential pollution reduce in Taoyuan Important Rivers

英文摘要 This project is aligned with the direction of EPA policy and continues the results of the EPB’s previous projects. It keeps tracking the improvement of the announced TQC area and conducts pollutant investigations and enterprise wastewater checks in Laojie River Basin and Xinwu River to assess the pollution reduction plan.In addition, this project is required to cooperate with the EPB in setting up public meetings, conducting field trips to existing treatment plants, maintaining and expanding the TQC searching system, and monitoring water quality and environmental restoration progress of Laojie River. According to the current investigation results, the water quality of Nankan Stream, Xinjie Stream, and Puxin Stream has been consistent with the irrigation water quality standard (Cu<0.2mg/L). It not only shows significant improvement in water quality but also gaining the achievement rate of meeting protecting human health environmental standards. Though Laojie River watershed has maintained steady water quality, Dakengkan Steam is still having high concentration pollution. Concurrently, Xinwu River has been consistent with the irrigation water quality standard in the past few years. This project not only completed 708 times enterprise wastewater checks, followed up on the autonomy-management factories in monitored areas, but also keep on track of the further inspections and assisting works for businesses that exceeded the pollutant limits. This project will use the Rolling Planning method to review previous project results, utilize the Water Quality Model simulation to conduct checking tasks, and also set up the water body short-term and long-term quality goals containing further pollution control policies and planning. Moreover, this project will set up 4 TQC policy promotion meetings, and maintain the TQC online system. At the same time, this project will carry on monitoring water quality and environmental restoration progress of Laojie River, observing high-risks bottom sediments heavy metal pollution monitoring stations data, and make sure the river water stays away from pollutants.
