110年度新竹縣柴油車動力計排煙檢測計畫

中文摘要 新竹縣政府環境保護局在柴油車污染管制方面,為改善新竹縣之空氣品質,給 予縣民乾淨清新之生活環境,定期委託辦理「柴油車動力計排煙檢測計畫」,期透 過不定期檢驗管制與調修改善,以有效提升新竹縣之空氣品質狀況,達成污染減量 及環境保護之成效。本計畫以稽查行駛於新竹縣之柴油車為主,由民眾檢舉、目視 判煙等方式,通知行駛於轄區內柴油車到站檢測;另以車牌辨識系統稽查行駛於轄 區內自主管理區域之柴油車污染排放情形。 本計畫執行期間,透過動力計檢測(自動到檢、自主管理、通知到檢等)及路 邊攔檢,了解高污染車輛族群,統計分析發現,路邊攔檢不合格率較高,篩選後檢 測128輛次,不合格率為42.2%,其中檢測不合格以自用小貨車有較高之情形,應持 續追蹤稽查。相較動力計檢測(到檢共計2,591輛次),檢測不合格率為6.4%,退 驗率為5.6%,其中以車齡8-10年車輛及排氣量10000-11000c.c.的車輛為不合格率 較高族群;以車種來分析,不合格率以營業大客車較高。應持續寄發不合格率高之 車輛自動到檢通知,以持續掌握污染排放情形。 針對各項到檢專案進行分析,本計畫完成簽署72家企業「環保車隊」,納管 之環保柴油車共計1,922輛,環保車隊整體之不透光率值僅有0.19m-1,相較其他到 檢車輛,污染排放情形最低。簽署自主管理業者824家,納管柴油車4,316輛次,共 核發2,912張自主管理標章,車輛加入自主管理前、後,不透光率污染改善率達34.8%, 顯示環保車隊及自主管理的推動確實可有效降低車輛污染排放情形。 透過目視判煙稽查34,480輛次,寄發目視判煙通知186件;竹竹苗三縣市聯合 稽查19場次;車牌辨識241,043輛次,寄發4,032輛次自動到檢通知等手段,持續管 制自主管理特定區域,促使科學園區納管率達63.6%、內灣風景區達34.0%及新竹 工業區達52.2%;針對空氣品質維護區劃設評估部分,已陸續完成受影響對象協商 會、公告管制草案及研商會的辦理,廣納民眾意見後,於110年10月15日提送內灣 風景區空氣品質維護區劃設規畫予大署審查,於110年12月30日經大署核定通過。 針對大型車隊的污染改善,則是透過宣導單寄發、親訪業者、電話訪查及問卷 宣導等作業,促使261輛大型柴油車進行汰舊、91輛次進行調修補助申請。此外, 轄區內10輛車次以上大型車隊,已完成94.7%自主管理簽署,13家業者加入CSR環 保車隊。 摘-II 創新及精進做法,已設置㇐套車用尿素濃度計搭配OBD進行稽查及同時確認 是否有外掛式設備,完成327輛次尿素後處理系統(SCR)之稽查。另設置㇐套移動式 噪音科技執法設備,針對行駛中噪音車輛進稽查,計劃期間已實際告發23輛次噪音 超標之機動車輛。 透過本計畫各項稽查專案之檢測不合格車輛之污染改善、保檢合㇐之車輛事前 調修以及輔導車輛汰除等執行成果,推估污染物排放削減量之改善效益,本計畫推 估粒狀污染物削減41.08噸/年。

The Plan of Diesel-fueled Vehicle Smoke Emission Detection on Dynamometer of Hsinchu County in 2021

英文摘要 For diesel vehicle pollution control, the Environmental Protection Bureau of Hsinchu County Government regularly entrusts " The Plan of Diesel-fueled Vehicle Smoke Emission Detection on Dynamometer" to improve the air quality in Hsinchu County. Also, give the county people a clean and fresh living environment. The government expects to improve the air quality in Hsinchu County through random inspection, control, and adjustment to achieve the effect of pollution reduction and environmental protection. This project focuses on the checking of diesel-fueled vehicles driving in Hsinchu County. The public will inform the diesel vehicl es operating in the area to arrive at the station for inspection by visual identification on emission. In addition, they use the license plate recognition system to check the pollution emission of diesel vehicles driving in the autonomous management area within the jurisdiction. During the implementation period, the plan has used dynamometer detection (automatic arrival inspection, autonomous management, notification arrival inspection, etc.) and roadside inspection to understand the high-polluting vehicle population. According to statistical analysis, the test failure rate of the roadside inspection was relatively high. After screening 128 vehicles, the test failure rate was 42.2%. There are more cases of personal-use vehicles with a high test failure rate, and they should continue to be tracked and inspected. Compared with dynamometer testing (a total of 2,591 vehicles arrival inspection), the failure test rate was 6.4%, and the test rejection rate was 5.6%. Vehicles with a vehicle age of 8-10 years and vehicles with a displacement of 10000-11000 c.c. are the groups with a higher failure rate. The failure test rate of the vehicle types is higher for commercial buses. Therefore, it is necessary to continue to send automatic arrival notices for vehicles with a high test failure rate to keep abreast of pollution emissions. Based on the analysis of various inspection projects, this plan has signed the "green fleet" of 72 enterprises. There are 1922 environmentally friendly diesel-fueled vehicles in total, and the overall value of opacity monitors of the environmental protection team is only 0.19 m-1. Compared with other inspected cars, the pollution emission is the lowest. There are 824 autonomous management operators have signed that manage 4316 dieselfueled automobiles and have issued 2912 autonomous management seals. Compared with those before and after autonomous management, the value of opacity monitor and the pollution improvement rate of these vehicles reached 34.8%. It shows that promoting the green fleet and autonomous management can effectively reduce vehicle pollution emissions. There were 34,480 cars visual identification on emission and 186 visual identifications on emission notices. There were 19 joint inspections in Hsinchu City, Hsinchu County, and Miaoli County. We have used the license plate recognition system 241043 times, and have sent 4,032 automatic arrival inspection notices. The efforts to include specific self-management zones have paid off, as inclusion rate was 63.6% for the Scientific Park, 34.0% for Neiwan Scenic Area and 52.2% for Hsinchu Industrial Park. The assessment of the air quality maintenance zoning, we have completed successively Abstract-II the consultation meeting of affected objects, the draft announcement control, and the handling of the research Chamber of Commerce. After soliciting public opinions, the air quality maintenance zoning plan of the Neiwan scenic spot was submitted to the Environmental Protection Administration for review on October 15, 2021, and approved by the Environmental Protection Administration on December 30, 2021. For the pollution improvement of large fleets, it is through the sending of publicity sheets, visiting operators, telephone interviews, and questionnaire publicity. That prompted to scrap 261 large diesel-fueled vehicles and 91 vehicles to apply for repair subsidies. In addition, 94.7% of the large fleets with more than ten cars in the jurisdiction have completed the signing of autonomous management. 13 operators have joined CSR green fleet. As for the innovative and intensive approach, we have set up a set of vehicle urea concentration meters with OBD (On-Board Diagnostics) for inspection, confirming whether there is an external device at the same time. And we have completed the checking of 327 vehicle urea post-treatment systems with selective catalytic reduction (SCR). In addition, we set up a set of mobile noise technology law enforcement equipment to conduct inspections on noisy vehicles. We have informed against 23 cars with excessive noise during the planning period. This plan has achieved several results, including pollution improvement through detecting nonconforming vehicles, beforehand tuning of vehicles for s ervicing and inspection in one package, and helping with vehicle retirement and replacement. The improvement of pollutant discharge was estimated. It is estimated that the plan has helped with the reduction of 41.08 ton/year of particulate pollutants.
