The transboundary movements of waste around the world have become stricter in recent years: (1) The Basel Convention plastic waste amendments became effective officially. Major exporting countries of plastic waste like the EU and Japan amended the rules of transboundary movements of plastic waste. (2) In 2021, China has put a ban on all imports of waste and has announced several national standards for importing recycling materials since its import ban announcement in 2017. (3) South Korea keeps reviewing and updating its legislation for the transboundary movements of waste, and has issued a 2021-2025 plan for waste import ban.
This project has completed the collection and compilation of information on waste management of the Basel Convention, the EU, Japan, South Korea, and Southeast Asian countries, and analyzed the key features of these countries’ policies, providing suggestions as Taiwan’s plan for future management policy. Six online meetings had been held to better understand the utilization of imported metal dross and slag required as raw materials. Suggestions for overall management of waste were given in view of actual needs as well as the four expert consultation meetings held so far. Through the Taiwan’s Action to the Basel Convention Website, as well as three workshops, updated information on waste import and export regulations were provided to importers, exporters, forwarders, and environmental agencies. This project also assisted in reviewing applications from exporters for permission to export hazardous industrial waste.
