資源循環策略精進及物質流布管理系統維護專案計畫

中文摘要 今年欲升級過去建置的資源循環分析系統,進一步整合一般廢棄物與事業廢棄物申報系統,為未來可以由目前歷年分析改為每月分析打下基礎,並著手盤點我國目前物料媒合線上平台,應用現有產業與政府物料供需現況資料,做為物料媒合機制規劃。本次擬選定泛用塑膠中的PET作為目標物料,針對其完整生命週期之物質流串聯進行探討。國家資源型產業關聯表也將擴充溫室氣體排放係數的部分,以擴充未來資源循環排碳計算需求。持續去年所訂立之資源循環行動計畫討論,今年持續參考國內外推動方式與專家學者意見,精進行動計畫(草案)內容及協助環保署輔導各部會訂定其亮點行動,並蒐集彙整環保署、經濟部、農委會及營建署相關循環經濟政策,並編纂年報與三年成果報告,並參與國內循環經濟相關重大活動。

Project of the Resource Circulation Strategy Improving and Maintenance Project of a Material Flow Management System

英文摘要 In order to track the use of domestic resources, the plan intends to upgrade the resource cycle analysis system, integrate the general waste and industrial waste declaration system, and lay the foundation for the future change from annual analysis to monthly analysis, and try to find out management opportunities throuth the concept of total material flow management to gain time for decision-making. In addition, we will take scan the current online material matching platforms in Taiwan, and apply the current industry and government material supply and demand status data as the basis for the planning of the material matching mechanism. This project intends to select PET as the target material, and discuss the material flow through its complete life cycle. The part of the greenhouse gas emission coefficient will be expanded to expand future resource cycle carbon emission calculation requirements and to comply with the global greenhouse gas reduction trend. This year, we will continue to refer to domestic and foreign promotion methods and the opinions of experts and scholars to improve the content of the resource recycling action plan (draft) and assist Environmental Protection Agency to guide various ministries and committees to formulate their highlight actions, and collect and aggregate the circular economy policies of other ministries and committees, and write a report on the results to provide references and exchanges from all walks of life, and to participate in major activities related to the domestic circular economy in Taiwan.
