Due to the lack of funds, testing equipment and human resources in the control of diesel vehicles, the regular inspection system has not been implemented, and it is impossible to comprehensively manage all diesel vehicles. At this stage, through visual inspection of smoke, handling public reporting cases, notifying the arrival of polluting diesel vehicles for inspection, and performing roadside inspection and inspection operations, etc., carrying out irregular inspection operations, we understand that vehicle maintenance and repairs are implemented. Only then can the vehicle be effectively improved pollutant emissions. Since the number of diesel vehicles in the city ranks first in the country, it indicates that diesel vehicles have the largest pollution load. The Environmental Protection Bureau has selected and issued 13 authorized maintenance plants such as original factories or passenger fleets with credibility since 2011. In 2020, it carried out the regular inspection and trial operation of diesel vehicles, setting up a smoke exhaust inspection demonstration station, focusing on vehicle maintenance, supplemented by inspections, and guide car owners to join the program of self-management. The project has expanded and established 4 authorized maintenance companies, factory regular inspection demonstration station to promote the concept of annual regular inspection to effectively implement source reduction.
The implementation period of this project began on August 6, 2021 and ended on August 5, 2022, and all work was carried out in accordance with the schedule. According to the quantitative target of the plan, the regular inspection demonstration operation plan was submitted on September 1st, 2021; during the implementation period, four maintenance factory regular inspection demonstration stations were successively established, and two sets of testing equipment, used in turns, were leased and provided according to the contract. A total of 1,356 diesel vehicles were regularly inspected, of which a total of 1,109 were eligible for subsidies, and a total of NT$332,700 was allocated for the subsidy inspection fee, of which the subsidy fund provided by the project at this stage was NT$120,000; Issued a total of 2,019 regular inspection notices for diesel vehicles; the maintenance and update of two management systems were done, including the license plate recognition information management system and the diesel vehicle smoke emission regular inspection management information system; the regular inspection demonstration station were visited at least twice a month; the inspection sites were checked, focusing on inspection personnel, smoke exhaust inspection procedures, equipment calibration records, and self-management label issuance and follow-up tracking.
Due to the COVID-19 epidemic, the return inspection rate was only 24.1%, of which 227 vehicles passed the inspection at the regular inspection demonstration station, and 260 vehicles were inspected at the dynamometer smoke detection station in this city or other counties and cities, and another 4.4% of the vehicles have been scrapped, paid for cancellation, cancelled or disabled and stopped. The questionnaire followed the revision of the second version of the questionnaire made by the participating committee members in 2020. According to the statistical analysis of the regular inspection demonstration station, 1,356 vehicles were inspected. Among the inspection objects, the types of vehicles were mainly large and small trucks for personal use; the number of vehicles in the five phases accounted for 36.2%. In addition, according to the number of inspections at the demonstration station, we tracked the smoke emission inspection situation in recent years, and found that more than 50% of the vehicles did not have inspection records. On the other hand, 641 vehicles had inspection records. It is analyzed that the average measurement value of opacity in the implementation of this project is lower than that in the previous years. The measured value shows that the regular inspection demonstration station encourages diesel vehicles to participate in the regular inspection, and at the same time can effectively improve the exhaust pollution of diesel vehicles.
In addition, in order to cooperate with the control strategy of the Environmental Protection Agency, the city has officially implemented the control of the "First Phase of Air Quality Maintenance Zone" on February 5, 2022, to control the entry and exit of diesel buses and diesel scooters that have been out of the factory for five years. Only after obtaining a record of passing the smoke exhaust inspection within one year and passing the last regular exhaust inspection, can you enter and leave the air quality maintenance area without restrictions. In order to reduce the manpower inspection load, this project sets up 4 sets of license plate recognition systems in the Shoushan Zoo Parking Lot, Pier 2-Zhanxi Parking Lot, Pier 2-Park Road Parking Lot and Chengcheng Lake, among which the Pier 2-Park Road parking lot uses solar panels. Electricity is generated for use, and the equipment is connected to the wireless network to send back vehicle information in real time. The vehicle registration ratio is used to check and analyze more than 80% of vehicles in other counties and cities. Since the official implementation of the control, those who violated the regulations have been issued and reported. As of August 5, 2022, 84 cases were reported, and the total amount of fines was NT$42,000.
