110年度雲林縣固定污染源連續自動監測設施(CEMS)查核管制計畫

中文摘要 本計畫於110年3月22日開始執行,工作內容包含監測設施汰換輔導及審查作業、監測設施設置及連線法規符合度查核、零點/全幅(Zero/Span)監督查核、應答時間測試、不透光率監督查核、相對準確度測試(RATA)監督檢測、二氧化氮/一氧化氮(NO2/NO)轉化器效率查核作業、CEMS平行比對作業、原始訊號擷取連線及模擬訊號測試、法規說明會辦理。 排放管道法規符合度查核部分,查核重點著重於法規的因應情形,經由此查核結果,可促使公私場所將連續自動監測設施(CEMS)保持最佳運作狀態,其查核意見均提請廠方改善,並列入追蹤表已掌控改善情形。 零點/全幅(Zero/Span)監督查核部分,OP零點為0.00%-1.74%,全幅為0.06%-1.98%;FLOW零點為0.00%-0.59%,全幅為0.00%-1.75%,另監測設施狀況係屬超過一半性能規格者為塑化公司麥寮三廠公用廠(PC01):OP全幅、塑化公司麥寮二廠公用廠(P301):OP全幅、麥寮汽電(P401):OP全幅、塑化公司麥寮三廠公用廠(PA01):FLOW全幅、塑化公司麥寮二廠公用廠(P401):CO零點全幅、南亞麥寮分公司(P002):NOX全幅、塑化公司麥寮二廠公用廠(P501):SO2全幅、麥寮汽電(P201):NOX全幅及塑化麥寮一廠輕油廠(PE01):NOX全幅。 設置測項之應答時間測試其結果均符合性能規格表。 不透光率監督查核作業的部份,其皆符合性能規格,而不透光率較正誤差查核狀況係屬超過一半性能規格者為南亞公司麥寮分公司_P001高幅衰光片查核、麥寮汽電公司_P201中幅衰光片查核、福懋興業公司_P002低幅衰光片查核及福懋興業公司_P001低幅衰光片查核。 針對相對準確度測試查核(RATA)監督檢測,各管道檢測結果均符合管理辦法儀器性能規格測試規定。 二氧化氮/一氧化氮(NO2/NO)轉化器效率測試,查核場所分別為塑化公司麥寮廠公用二廠P701、P501管道、塑化公司麥寮一廠輕油廠PS01、PT01管道及塑化公司麥寮三廠公用廠PA01管道,查核結果均符合二氧化氮/一氧化氮(NO2/NO)轉化器效率性能規格:轉化效率≧90%。 已辦理36根次CEMS管道進行數據平行比對作業、4根次盲樣訊號輸入之序號平行比對測試及DAHS邏輯分析作業及36根次訊號採集誤差查核作業。其平行比對結果均符合CEMS管理辦法附錄之性能規格;盲樣測試未有不合格狀況產生;訊號採集誤查核結果均符合訊號採集誤差需≦1 %之標準。 另外,於110年9月1日完成辦理1場CEMS法規說明會,與會對象共計7個單位16人;於110年11月1日完成辦理1場廢氣燃燒塔CEMS法規說明會,與會對象共計12個單位29人。

Yunlin County Continuous Emission Monitoring Systems(CEMS) Check and control Plan in year 2021

英文摘要 This project started on 22 March 2021. The tasks include guidance and review on monitoring equipment replacement, audit of monitoring equipment setting and legal requirement of connection, audit of Zero/Span, tests on response time, audit of Opacity, Relative Accuracy Test Audit, NO2/NO convertor’s efficiency audit, CEMS parallel signal comparison, original signals extract connection and mock signal tests, orientations on relevant laws. Standards check for pipelines emphasize on the accordance with laws. By the audit results, CEMS in public and private places would maintain its best operating condition. The feedbacks have been provided to the factories and follow-up exams have been planned to check improvements. With regards to Zero/Span check, OP Zero is 0.00%-1.74% whereas Span is 0.06%-1.98%; FLOW Zero is 0.00%-0.59% whereas Span is 0.00%-1.75%. The monitoring equipment which is more than half specification performance is Formosa Petrochemical Corporation Mai-liao Factory III (PC01): OP Span, Formosa Petrochemical Corporation Mai-liao Factory II (P301): OP Span, Mai-liao Power (P401), OP Span, Formosa Petrochemical Corporation Mai-liao Factory III (PA01): FLOW Span, Formosa Petrochemical Corporation Mai-liao Factory II (P401): CO Zero Span, Nan-ya Plastics Mai-liao Branch (P002): NOX Span, Formosa Petrochemical Corporation Mai-liao Factory II (P501): SO2 Span, Mai-liao Power (P201): NOX Span and Formosa Petrochemical Corporation Mai-liao Factory I naphtha cracker complex (PE01): NOX Span. The response time of the tested monitoring equipment are all in accordance with performance specification. Audit of Opacity are all in accordance with performance specification whereas the Calibration Error which is more than half performance specification are high reflectivity neutral density filters of Nan-ya Plastics Mai-liao Branch_ P001, middle reflectivity neutral density filters of Mai-liao Power_ P201, low reflectivity neutral density filters of Formosa Taffeta CO., LTD_P002 and low reflectivity neutral density filters of Formosa Taffeta CO., LTD_P001. About the RATA, all tests on pipelines are in accordance with the instrument performance specification of the management regulations. Regarding NO2/NO convertors’ efficiency audit, the factories checked are Formosa Petrochemical Corporation Mai-liao Factory II pipelines 701 and 501, Formosa Petrochemical Corporation Mai-liao Factory I naphtha cracker complex pipelines PS01 and PT01, Formosa Petrochemical Corporation Mai-liao Factory III pipeline PA01. The results all accords to the specification of convertor’s performance where the efficiency is ≧90%. 36 CEMS pipelines parallel signal comparisons, 4 blind signal input tests on sequence number parallel comparison and 36 signal acquisition deviation audits have been done. The parallel comparisons results all conform to the performance specification stated in the Appendix of CEMS Management Regulation. The blind tests are all qualified. The results of signal acquisition deviation all conform to the standard of ≦1 %. Besides, one CEMS laws orientation has been done on 1st September 2021 with 16 participants from 7 companies. One CEMS laws orientation on flare tower has been done on 1st November 2021 with 29 participants from 12 companies.
