The project is to assist Environmental Protection Agency in continuously promoting and improving the management system of greenhouse gas emissions registration and verification. It has been six years since the greenhouse gas emissions registration was promoted, this project compiles the report on the status of greenhouse gas emission registration periodically, assists the review of the application for qualification and modification by verification organizations, and assists in the evaluation of counties and cities by the Environmental Protection Agency, it not only assists in the statistics of the evaluation results of counties and cities but also put forward suggestions that can be referred to the evaluation on next year. Besides, the project provides consultation services for emission sources and local governments regarding greenhouse gas emission registration-related regulations. Based on the past projects to promote experience feedback and to pay attention to Taiwan’s greenhouse gas management policies, this year we focus on strengthening the quality of inventory data, researching the expanding the management of greenhouse gas emission sources, and updating the national greenhouse gas registration platform program, enhancing security and optimizing the user interface.
In response to the above implementation priorities, we complete a series of works as follows 1) we search international information on the management policy of greenhouse emission reporting and verification organizations as the reference basis for the development of related policies and the revision of sub-laws. 2) We review and revise the standard operation procedure (SOP) of on-site greenhouse gas inspections, and according to the SOP carried out 22 document inspections, and track the improvement of inspection results over the past two years. 3) To upgrade the quality of reporting data, we also analyze the emission quantification methods of greenhouse gas emission types, and provide suggestions on the legalization of emissions factor, and propose the process emission calculation manuals for 3 industries. 4) Through the demonstration project for continuous emission monitoring of greenhouse gases, to evaluate the difference with the calculation methodology and put forward the suggestions of direct monitoring method for greenhouse gases. 5) Using the Air pollution and energy audit database of EPA and BOE, we propose a suggestion on the expansion of greenhouse gas emissions, which is applied before the amendment of the Greenhouse Gas Reduction and Management Act. According to the results found from the aforementioned study, the project has made suggestions for the management of emission registration and verification to the Environmental Protection Administration for future policy implementation.
