In order to improve the waste spring mattress inventory and related policy planning of this project, the domestic waste spring mattress recycling, treatment, and analysis of the problems and suggestions will be conducted through questionnaire surveys, site visit analysis, model estimation, and expert meeting handling.
The project has been completed (1) Questionnaire survey: 203 waste mattress disposal questionnaires for local cleaning teams, 22 points for the waste mattress disposal demand survey of the environmental protection bureau of the city under the jurisdiction of the county, and 37 sales questionnaires for mattress manufacturers, sales, and import-related businesses. (2) Site visits: 6 mattress manufacturing, sales, and import-related businesses, 3 mattress treatment cleaning teams, 1 mattress crushing treatment plant, 1 foam manufacturing plant, and 1 SRF manufacturing plant. (3) Expert meeting: 2 sessions of expert meeting processing (4) Mode analysis: Model estimation of the load-bearing pressure of waste spring mattress accumulation yard and mattress production volume model analysis, and analysis of the rate model of waste spring mattress recycling and disposal fees.
The inventory results show that waste spring mattresses are currently mainly handled by the cleaning teams of counties and cities, and most counties and cities have been gradually improved due to the equipment or outsourced labor subsidies and stable treatment modes. Only a small number of counties and cities have stacked many mattresses due to received large of amount mattresses, or insufficient processing energy. In order to improve the existing mattresses recycling system, we suggested that the "central processing energy injection " and the "local autonomous capacity building" can be used in parallel. That can improve processing efficiency by subsidizing crusher equipment or outsourced labor costs for counties and cities with insufficient processing Besides, considering the characteristics of waste springs mattresses that are difficult to remove, dispose of, and difficult to decompose for a long time. For long term consideration, it is recommended to announcing waste spring mattresses as recyclable matters, and levy the cost of recycling through the announcement to extend the responsibility for producers and stabilize the source of fund. It’s a way for sustainability of mattress recycling, and induces the green development of waste resource recycling and recycling systems.
