The performed results of the Project conducted by FTIS during the project period, January 01, 2021 to December 31, 2022, were summarized as following：
1.Key output of this project:
(1) This project began assisting and subsidizing institutions to add and implement the change from ASR to SRF process from 2021, and implemented SRF material production and factory control from 2022, successfully increasing the resource reuse rate of waste vehicle crushing and classification treatment from 77.56% in 2021 to 87.82% in 2022.
(2) In cooperation with the Environmental Protection Agency's draft of the ASR degradation pipeline, research and development of "Subsidized application and review points for the construction of thermal energy utilization plants for waste vehicle crushing and classification treatment" was carried out, and the audit certification manual was revised to facilitate future promotion of this case.
(3) Research and development of safety and storage regulations for dismantling and battery removal of waste electric vehicles was carried out, and plans were made to conduct educational training to prevent dangerous situations and secondary pollution during removal.
2. Inspection and certification include certified recycled-disposal quantity and dismantled quantity
(1)Completed 100% engine auditing on site, body clearance auditing on site, and Encamp field auditing in the classifying and comminuting disposal facilities of waste motor vehicles.
(2)Field auditing for the engine certification: 1,501 times
Field auditing for the body clearance certification: 1,125 times
Encamp field auditing in the classifying and comminuting disposal facilities of waste motor vehicles: 1,989 times
(3)Certified engine quantity：170,318 vehicles and 388,843 motorcycles
Certified disposal quantity：115,448 vehicles and 272,017 motorcycles
Certified waste vehicle body quantity：74,132,650 kg
(4)Completed encamp field auditing in the classifying and comminuting disposal facilities of waste motor vehicles (L098,N098,E098, and T097 company): the total disposal quantity send to the facilities above was 381,875,170 kg and the certified quantity was 273,982,047 kg.
3. Operational processes and environment safety auditing
(1) Operational processes auditing:
The operational processes auditing for recycled-disposal facilities was divided into 4 categories: “The documents for subsidized qualification”, “The equipment inspections”, “The working area standards”, and “The standards for derivatives”. There were total 84 unqualified events (the number of auditing subjects was 145,737), the average unqualified rate was 0.06%.
The operational processes auditing for the classifying and comminuting disposal facilities of waste motor vehicles was divided into 4 categories: “The documents for subsidized qualification”, “The equipment for audit inspections”, “The standards for storage”, and “The working area standards”. There were total 98 unqualified events (the number of auditing subjects was 65,637), the average unqualified rate was 0.15%.
(2)Environment safety auditing:
The environment safety auditing for recycled-disposal facilities was divided into 3 categories: “The working area environment and the pollution prevention in the system”, “Fire safety equipment”, and “Labor safety and health measure”, there were total 28 unqualified events (the number of auditing subjects was 65,646 times), the average unqualified rate was 0.02%. All the unqualified events above were improved immediately on site by the requests of the auditing team.
The environment safety auditing for the classifying and comminuting disposal facilities of waste motor vehicles was divided into 4 categories: “The working area environment and the pollution prevention in the system”, “Air pollution prevention and control measure”, “Noise prevention measure”, and “Labor safety and health measure”, there were not any unqualified events (the number of auditing subjects was 3,168 times).
4.Accounting audit
A total of 96 times monthly periodic inventory, and 16 times for the half year certificates accounting audit, there is no anomaly.

8. Subsidy auditing
Total 28,273,251 NT dollars of subsidy for waste motor vehicles was saved during the project period due to the disqualified events. The facilities audited were the recycled-disposal facilities in the south region and the classifying and comminuting disposal facilities nationwide.
