強化電子電器及資訊物品回收處理循環體系管理及成效提升計畫

中文摘要 為強化回收管理體系及提升物料循環利用成效,本計畫執行並完成下列工作:(1)因應市場產品推陳出新,型式愈趨多樣性,為能妥善回收清除處理,擴大電冰箱及洗衣機列管範圍。(2)為提升手機回收成效及強化業者參與,本計畫邀集10大手機品牌業者及5大電信業者,於今年度提出手機回收行動計畫,提供超過3,000個回收點;(3)為瞭解民眾手機及小家電之家戶持有數及其廢棄後交付流向概況,本計畫完成2,136份問卷調查,顯示民眾廢手機多放置於家中(55.3%),廢小家電則會進行回收(72.5%)。(4)另探討物品以租代買的市場趨勢對回收管理制度影響,顯示業者能建立自主回收系統並妥善處置廢物品。(5)推動物料循環利用方面,完成辦理電子廢塑膠再利用之交流活動,並媒合再生料業者及產品製造業者。(6)檢討機械處理作業運作現況及回收處理規範,提出分選效率及汞處置率修訂建議,並針對人工拆解LCD顯示器,重新規範污染防制設施之活性碳更換頻率。(7)檢視基金收支現況,基金結餘未達安全存量者有5項;基金結餘足夠但回收處理量及基金支出快速成長者有2項;基金結餘足夠且當年收支可達平衡者有2項,各項物品依據基金收支變化及需要,提出費率推估調整方案。(8)結合資料保全設備辦理平板及手機回收活動,完成5個回收點辦理作業;另於4月16日至4月25日結合藝文活動辦理物品回收活動;110年度手機回收月活動,增加邀請15家企業共同響應,透過線上及實體同步進行回收宣導。(9)辦理廢四機回收聯單管理及輔導作業,完成3場次種子廢四機回收政策推動教師會議、2場系統改版說明會活動,及完成稽查輔導31家。(10)協助10場次費率審議委員會議召開。(11)為了解各國電子廢棄物產業目前的發展概況及潛在商機,完成越南、印尼及菲律賓商情調查報告,並於9月28日舉辦線上國際電子廢棄物管理夥伴年會及臺澳雙邊線上會議。另於11月9日完成辦理國際電子廢棄物資源回收產業政策暨投資與貿易交流活動。

Project on strengthening the recycling management system and improving the recycling effectiveness of waste home appliances and IT equipments

英文摘要 In order to strengthen the recycling management system and improve the effectiveness of material recycling, this project completed the following tasks: (1) In response to market product innovations and diversity, the scope of refrigerators and washing machines due-to recycle is expanded to allow proper recycling and disposal. (2) In order to improve the effectiveness of mobile phone recycling and strengthen the participation of industry players, this project invited 10 major mobile phone brands and 5 major telecommunications companies to propose a mobile phone recycling action plan that provides more than 3000 recycling points. (3) To understand the number of mobile phones and small appliances kept in households and outline the waste flow after they are discarded, this project completed 2,136 questionnaires, showing that most of waste mobile phones are placed at home (55.3%), while the waste small appliances will be recycled (72.5%) ). (4) In addition, we will discussed the influence of the market trend of leasing on the recycling management system. We found the industry can establish an independent recycling system and properly dispose of waste products. (5) In terms of promoting the recycling of materials, this project completed the networking activities to promote the reuse of electronic waste plastics, and matched the recycling industry and product manufacturers. (6) This project reviewed the current operating conditions of processing by mechanic shredding, proposed amendments to enhance sorting efficiency and mercury disposal rate, and standardized the replacement frequency of activated carbon of pollution prevention facilities for manual dismantling of LCD displays. (7) This project also reviewed the current status of recycling funds. There are 5 fund balances not maintaining at the safty level. 2 fund balances are at balanced status but with rapid growth in the recycled volume and fund spending. 2 fund balances are good and stable. Besides, according to the variations of fund revenue and expenditure, recycling fee adjustments have been proposed. (8) We also deployed data-security equipment in recycling the recovery of tablets and mobile phones, and completed the trial operation at 5 recovery points. In addition, from April 16 to April 25, 2021, we combined local cultural activities with resource recovery activities. Furthermore, the annual “Mobile Phone Recycling Month” invited 15 companies to conduct recycling promotion through online and physical synchronization. (9) This project held the consultations for the recycling of waste home appliances, completed 3 sessions of seed waste recycling policy promotion at the teacher conference meetings, finished 2 system revision briefings, and completed 31 audits. (10) This project team assists in the preparation of the 10th Fee Reviewing Committee meetings. (11) In order to understand the current development situation and potential business opportunities of the e-waste industry in various countries, this project completed the survey report on the business opportunities in Vietnam, Indonesia and the Philippines, and held the online international e-waste management network meeting (IEMN) and the Taiwan-Australia bilateral online conference on September 28. We also held a luncheon event for EPA Taiwan and invited all foreign delegates to attend.
