110年度推動施工機具污染管制及移動污染源油品品質查核計畫

中文摘要 我國營建工程施工機具(以下簡稱施工機具)數量推估近8萬輛,為改善施工機具污染排放,考量施工機具落實維修保養有助改善黑煙排放,爰推動核發施工機具自主管理標章,經環保單位以儀器設備檢測符合不透光率1.0 m-1以下或目視無污染之虞的施工機具,即可取得自主管理標章,鼓勵公共工程及營建業主優先採用。對於高污染排放之施工機具以輔導改善為主,即施工機具所有人主動採用新機具、加裝空氣污染防制設備或調修燃油控制系統等,達到污染改善目的。另一方面,國內對於施工機具污染排放資訊較缺乏,因此本計畫使用便攜式排放量測系統(Portable Emission Measurement System, PEMS)進行施工機具實場檢測,建立本土化施工機具排放係數,並解析不同運轉型態的污染物排放趨勢,作為瞭解國內施工機具空氣污染排放特性之參考。另執行移動污染源燃料現場查核作業,共計完成車用汽柴油各60組和航空及船舶燃油各10組樣品採樣及檢驗工作,且各測項均符合「移動污染源燃料成分管制標準」;彙整國內外油品管制規範及替代燃料推動相關資料,已蒐集煉油製程對汽柴油各成分項目影響、國內外酒精汽油及生質柴油等其替代品現況趨勢、地方環保局移動污染源油品稽查專案成果資料進行分析,做為後續移動污染源空污改善政策研擬之用。

To Promote the Pollution Control of Construction Machines and Mobile Pollution Source Fuels Inspection Project

英文摘要 It is estimated nearly 80,000 construction engineering machines (referred to as construction machines hereafter) in Taiwan. To improve the pollutant emission of construction machines and considering that proper maintenance of these machines helps improve exhaust emissions, the self-management label for construction machines is developed and promoted. A self-management label is issued to construction machines that comply with the opacity rate of 1.0 m-1 or lower as determined by environmental protection authority with instrument or are visually determined without the concern of pollution. The public construction projects and construction businesses are the priorities of encouragement. It is focused on improvement consultation for construction machines of high pollutant emission; i.e., the machine owners are encouraged to replace with new machines, install air pollution control or modify fuel control system in their machines, as an effort of pollution improvement. On the other hand, seeing the lack of domestic information in terms of pollutant emissions by construction machines, this program employs the Portable Emission Measurement System (PEMS) for field tests on these machines to establish domestic emission factors of construction machines and develop the trends of pollutant emission by various operation patterns for the basis of identifying the characteristics of air pollutant emissions by construction machines in Taiwan.Also, we have sampled and tested a total of 60 set of gasoline, 60 set of diesel, 10 set of aviation fuel and 10 set of ships fuel. All the samples met the “Amendment to the Standards for the Composition of Mobile pollution source Fuels”. Consolidated domestic and foreign oil product control regulations and related materials for the promotion of alternative fuels, and collected the impact of the refining process on the components of gasoline and diesel, the current status and trends of alternatives such as alcohol gasoline and biodiesel at home and abroad. Consolidated and analyzed the mobile pollution source oil inspection data from the Environmental Protection Bureau. The information above is used as a follow-up mobile pollution source air pollution improvement policy research and development.
