The Environmental Protection Agency of the Executive Yuan began planning Kinmen’s low-carbon island in December 1999, taking into account Kinmen’s local characteristics, energy supply and demand, sources of carbon dioxide emissions, county government development direction, and existing government resources. On May 20, 2013, and November 20, 2019, the "Kinmen Low-Carbon Island Plan" and the "Kinmen Low-Carbon Island Phase II Plan" were approved by EPA. The aforementioned two plans have been promoted for nearly 10 years, and they have been successfully implemented under the assistance and supervision of the Environmental Protection Agency. They not only successfully constructed local carbon reduction energy, but also aroused the awareness of local people on energy conservation and carbon reduction. The second phase of the Kinmen Low-Carbon Island Project (2019-2022) has been implemented for 4 years. It is an active goal of the revision of domestic laws and regulations in response to international net-zero emission requirements. Therefore, this project helps to review the implementation effect of the second phase of the plan, and proposes advanced planning and strategic research on the future direction, and explores feasible solutions for Kinmen to achieve a carbon-free island (or carbon neutrality) in response to international trends, with the goal of promoting Kinmen The island's net zero emissions can be used as a model for implementing the zero-carbon goal of Taiwan's main island. Accordingly, the main work achievements of this project are as follows: 1. Discuss the feasibility of Kinmen to achieve a carbon-free island (carbon neutrality); 2. Study and analyze the feasibility of promoting or introducing low-carbon technologies; 3. Use regulations or combine corporate resources promote low-carbon islands.
