水污染源管理系統優化計畫(第二年)

中文摘要 水污染源管制資料管理系統(水系統)自107年起推動改版作業,並陸續完成功能改版及上線,提升系統輔助管制效能、操作友善度、強化資訊安全防護。 本計畫配合法規或政策的推動,透過資料架構調整、功能使用情形檢討、輔助分析工具建置、防呆機制強化等方式精進水系統的查核、管制、追蹤與分析功能。同時,執行18場次線上全國教育訓練、提供教材文件及教學影片供使用者線上學習,並剪輯重點精華影片供使用者熟悉系統操作,以提升線上辦理業務之流暢度。 由於許可整合政策正逐步推動,本計畫配合許可整合盤點8個相關系統之功能現況、運作機制及使用情形,並且與環保署相關業務單位及系統維運廠商召開1場諮詢會議,再搭配討論結果提出系統功能調整規劃,作為業務單位規劃相關政策之參考。 本計畫亦強化水污染地理資訊系統圖資顯示友善度與查詢功能篩選條件,以及提供河川水質異常通報水污染大事紀表規劃、擴充查詢服務、規劃污染事件處理成果展示格式,作為後續大事紀表產製之依據。 透過上述成果,且搭配多元諮詢管道、落實資安防護與系統功能維護,維持系統功能正常運作,期能將決策面及執行面之效能效率最大化,進而達到防治水污染,確保水資源之清潔,追求永續發展的宗旨。

The Project of Optimizing Water Pollution Sources Management System (the Second Year)

英文摘要 Since 2018, Water Pollution Sources Management System has been reviewed about its function, process and interfaces. After that, the functions were launched progressively, which improved the efficiency, friendliness and security. In this project, the functions of audit, control, tracking and analyzing were strengthened which was based on law revision. Meanwhile, the countrywide training courses and the consulting service which contain 18 courses, materials, videos and highlight videos were provided to enhance the efficiency of the users who deals with the related affairs. Besides, because the laws of pollutant permit are integrated, some systems are influenced. Therefore, this project collected the current situations of usage, function, and mechanism from 8 related systems and held a consulting meeting with related departments and companies. As a result, the plan of systems adjustment was proposed. In addition, the service of Water Quality Protection Geographic Information System and Abnormal Water Quality Promulgation System were also improved and maintained, which included expanding the query conditions, enhancing display of layers, and planning the form of memorabilia. Finally, it could be expected that efficacy and efficiency of decision and execution could be maximized after accomplishing all of the above and well maintenance. In further, the water pollutant could be controlled and water resource would be clean sustainable.
