The tasks of this project include three parts: to prepare the regulations and control measures of HAPs from stationary sources, to analyze ambient levels for HAPs, and to develop the VOCs control tool for area sources, include gas station and consumer products. At this report, five amendments have been drafted, including "Dedicated Air Pollution Control Units or Personnel Establishment and Management Regulations", "Types and Emission Limits of Stationary Pollution Source Hazardous Air Pollutants", "Amendment to Stationary Pollution Source Air Pollutant Emissions Standards"(promulgated on June 2), “Management Regulations for Facilities to Control Volatile Organic Compounds from Surface Coating Operations”, and "Amendment to Control Standards for Facilities to Control Air Pollution from Dry Cleaning Operations". Moreover, 35 stacks and 16 ambient site near factories have been selected to be tested and to collect the data on concentrations of 11 dedicated HAPs and to investigate the HAPs emission profiles of different sources. In order to establish HAPs emission factors of vinyl chloride monomer (VCM) and polyvinyl chloride (PVC) manufacturing processes, 80 samples from emission stacks have been collected. To acquire the ambient levels for HAPs, the monitoring data of the five special industrial parks of the year 2020 have been collected and analyzed, and 108 samples were collected in Renda Industrial Park. 11 factories in Linhai and Linyuan Industrial Parks which are regarded as the hot spot area with high health risk potential were selected to conduct the reduction in HAPs emissions, the emission reduction plan of 11 factories have been completed to date. Regarding the control of VOCs from area sources, the amendment of “Gas Station Gasoline Vapor Recovery Facility Management Regulations” has been promulgated on May 7. The procedure of air to liquid volume ratio testing by using volumetric flow meter have been proposed, and 344 refueling guns have been tested. Regarding the control of VOCs contributed from consumer products, thirty products belonging to seven types have been analyzed to collect the information on VOCs compositions. In addition, the framework of the component standards for VOCs in consumer products has been drafted.
